Pa Thơm commune, a mountainous border area in Điện Biên district, borders northern Laos. Due to its rugged terrain, difficult transportation, and sparse population, primarily consisting of ethnic minorities facing hardship, drug trafficking here often occurs in organized, aggressive, and reckless groups.

Embracing the pioneering spirit and enthusiasm of the young Border Guard officers, Captain Vu Van Cuong always clearly understands his responsibilities and duties, upholds a high sense of responsibility, and takes the lead in carrying out tasks to prevent and combat drug trafficking and crime, aiming to bring peace and security to the people.

Born in 1993, Captain Vu Van Cuong joined the Dien Bien Border Guard in November 2015 and has held various positions, including: Team Leader of the Anti-Drug and Crime Team, Si Pha Phin Border Guard Post; and Investigating Officer, Special Task Force, Anti-Drug and Crime Team, Dien Bien Border Guard.

To enhance his professional skills, Captain Vu Van Cuong has always actively cultivated his expertise, learned from the experience of his predecessors, and maintained a strong political stance, striving to successfully complete his assigned tasks. During his career, he has directly participated in numerous special cases and investigations, notably the cases: DB1221P, DB1221P.2, DB122B, DB622, and A222, contributing to the establishment and dismantling of many transnational drug trafficking rings.

Recounting his most memorable case, Captain Vu Van Cuong shared: "I will always remember the fight against Special Case DB1221P.2 in the early days of the Lunar New Year of 2022. Before that, in early December 2021, through intelligence gathering, I directly discovered a large-scale drug trafficking and transportation ring operating from the northern provinces of Laos through Dien Bien province and then transporting the drugs to Lai Chau province for consumption. From there, I advised my superiors to establish and conduct the fight against Special Case DB1221P.2."

After many days and nights of investigation, surveillance, and stakeout, at 4:45 AM on February 3, 2022 (the 3rd day of the Lunar New Year of the Tiger 2022), at the Nam He intersection, Muong Tung commune, Muong Cha district, Dien Bien province, Captain Vu Van Cuong and his teammates in the task force caught Chang A Ma (born in 1992, residing in Chung Chai commune, Muong Nha district, Dien Bien province) red-handed transporting 72 blocks of heroin on a motorbike.

Expanding the investigation from this crucial "link," the task force continued to arrest two more suspects: Trang A Lu (born in 1979, residing in Phin Ho commune, Nam Po district, Dien Bien province) and Tan A Chan (born in 1980, residing in Phang Su Lin commune, Sin Ho district, Lai Chau province).

Captain Vu Van Cuong stated that the ringleader of this drug trafficking network only conducted transactions via mobile phone and frequently changed the time and location of drug deliveries to facilitate escape when under surveillance. This made the arrest operation very difficult, especially in ensuring the absolute safety of personnel and weapons and equipment.

However, with decisive command and direction from superiors, along with the high determination of the task force, Special Case DB1221P.2 was successfully investigated, seizing a large quantity of drugs and ensuring absolute safety for the task force.

Drawing on valuable experience gained during his duties, since taking up his post at Pa Thơm Border Guard Station (from October 2022 to the present), Captain Vũ Văn Cường has actively advised the Party Committee and the Command Board of Pa Thơm Border Guard Station on leading and directing the unit's anti-drug and crime prevention forces to implement many effective measures to combat drug trafficking and crime in the area.

Most recently, on February 25, 2023, Captain Vu Van Cuong, along with the task force of the Pa Thom Border Guard Station and the Anti-Drug and Crime Prevention Department of the Dien Bien Border Guard, successfully cracked down on Case DB223, arresting 3 suspects and seizing evidence including: 7 blocks of heroin, 1 kg of methamphetamine, and 1 homemade gun.

Sharing about the difficulties in the fight against crime, Captain Vu Van Cuong said: currently, the methods of those involved in drug trafficking and trading rings are becoming increasingly sophisticated and complex. These individuals are very aggressive and dangerous, ready to use firearms to resist law enforcement when detected and apprehended. Therefore, the fight against crime, especially drug-related crime, faces many difficulties and dangers. Each successful case is the culmination of countless efforts and silent sacrifices from our colleagues.

Having worked for nearly eight years in various agencies and units under the Dien Bien Border Guard Command, Captain Vu Van Cuong has gradually improved himself, enhanced the quality of his professional work, and excellently completed his assigned tasks. In 2022, he was awarded the title of "Outstanding Soldier at the grassroots level," received a Certificate of Commendation from the Dien Bien Provincial People's Committee for his outstanding achievements in the fight against Case A222, and a Certificate of Commendation from the Border Guard Command for his outstanding achievements in the fight against Case DB1221 and Case A222. Recently, he was selected as one of the 10 Outstanding Young Faces of the Border Guard in 2022.
