Strengthening the management and utilization of rural clean water infrastructure assets.

Through a review and assessment of the current situation, the management and use of rural clean water infrastructure assets in localities still have certain shortcomings and limitations. In document No. 3875/UBND-NLN dated July 18, 2024, the Chairman of the People's Committee of Lao Cai province directed agencies, units, and localities to strengthen the management and use of rural clean water infrastructure assets to ensure compliance with regulations and maximize the effectiveness of state investment.

People's Committees of districts, towns, and cities

Direct the People's Committees at the commune level to promptly implement measures to address the shortcomings and limitations that have been identified; and be responsible to the Chairman of the Provincial People's Committee for the results of implementation in their respective areas.

The district-level specialized agencies are directed to develop inspection and audit plans for the management, use, and exploitation of public assets, specifically centralized rural water supply facilities, by the commune-level People's Committees. These plans should be included in the annual inspection and audit schedule (covering project documentation; asset tracking and accounting records; and project management, operation, and exploitation records). Based on the inspection and audit results, the district-level People's Committees shall consider disciplinary action against collectives and individuals who have committed violations or shortcomings in the management, use, and exploitation of public assets, specifically centralized rural water supply facilities.

Continue implementing the contents of Directive No. 04/CT-UBND dated March 8, 2024, of the Provincial People's Committee on strengthening the management, use, and exploitation of rural clean water infrastructure assets in the province.

Proactively balance resources from appropriate local budget sources to invest in the construction, repair, and upgrading of rural clean water supply facilities in the area. New water supply projects (from all funding sources) must require that the water supplied for domestic use meets the clean water standards of QCVN 01-1:2018/BYT.

Department of Agriculture and Rural Development

The presiding body, in coordination with relevant departments and agencies, shall advise the competent authority on decisions regarding the decentralization of management and use of rural clean water infrastructure assets.

Coordinate with the People's Committees of districts, towns, and cities to review and propose a list and develop a general plan for the province to implement investment in repairing and upgrading water treatment systems for eligible facilities, ensuring water quality meets standards for clean drinking water, aiming to achieve the target percentage of rural households using clean water as set out in the province's projects and plans by the end of 2025 and 2030, as well as meeting the clean water targets and criteria in the National Criteria Set for Building New Rural Areas.

Strengthen propaganda efforts, organize training courses, and guide localities and relevant organizations and individuals in implementing central government regulations on the management, use, and exploitation of clean water infrastructure assets.

The Department of Construction, in its appraisal of investment projects for technical infrastructure works such as centralized rural domestic water supply projects, requires that the water supplied for domestic purposes in the project must meet the clean water standards of QCVN 01-1:2018/BYT.

The Department of Finance, in coordination with the Department of Agriculture and Rural Development, guides localities in implementing regulations on the management, use, and exploitation of rural water supply infrastructure assets. It also takes the lead in coordinating with relevant departments and agencies to balance funding sources and advise the Provincial People's Committee on allocating funds for new investments or upgrading and repairing centralized rural clean water supply facilities according to the overall investment plan throughout the province.

The Department of Planning and Investment , in coordination with relevant departments and agencies, will balance funding sources and advise the Provincial People's Committee on plans for new investments or upgrading and repairing existing centralized rural clean water supply facilities in accordance with the overall investment plan throughout the province.

According to a report by the Department of Agriculture and Rural Development, by the end of 2023, approximately 1,041 projects had been invested in the province (of which 216 projects have been liquidated and canceled); currently, 825 projects are being monitored and documented, with approximately 36,000 households using water from these projects.
