At the conference, delegates heard about the results of implementing the Provincial People's Council's resolution on the target of health insurance coverage for the population and social insurance coverage for the workforce in the first seven months of the year. Accordingly, with decisive implementation measures and close attention to the grassroots level, in the first seven months of the year, the Social Insurance agency has promoted and encouraged those whose health insurance cards had expired to continue participating after the support policy ended, and also encouraged over 1,300 people to enroll in new health insurance. The total number of people participating in health insurance as of July 31, 2023, was 1,123,000, an increase of 1,266 people compared to the end of 2022, reaching 92.8% of the population, still lacking 0.2% to reach the assigned target.

Regarding the results of achieving the target for labor participation in social insurance, as of July 2023, the entire province had 152,744 people participating in social insurance, an increase of 2,903 people compared to 2022 and reaching 22.1% of the working-age labor force participating in social insurance.
From now until the end of the year, the Social Insurance sector will closely adhere to its assigned tasks, focusing on expanding and developing the number of participants in social insurance and health insurance, striving to achieve over 93% of the population participating in health insurance; advising Party committees and authorities at all levels on effective solutions to promptly resolve difficulties at the grassroots level; focusing on specialized inspections of social insurance, unemployment insurance, and health insurance contributions for employers according to plan and on an ad hoc basis as requested; innovating communication work in both content and form towards professionalism, and promoting communication through social media...

Next, the leaders of the Department of Education and Training provided information on education and training. In the 2022-2023 school year, the entire sector continued to achieve many positive results. The quality of mass education improved significantly; in the 2022-2023 school year, the high school graduation rate reached 99.8%, placing it among the top 10 provinces with the highest average scores nationwide.
High-achieving education has affirmed its national and international standing, with Ha Tinh ranking second nationwide in the number of students winning first prizes in the national excellent student competition. For two consecutive years, Ha Tinh has had two students win gold medals at the International Chemistry Olympiad… The province has mobilized social resources to establish a fund to support high-achieving students from disadvantaged backgrounds to attend university…
The leaders of the Department of Labor, War Invalids and Social Affairs also informed the conference about the results of implementing labor, employment, and social security policies in the province over the past period. Regarding employment, since the beginning of the term, the entire province has provided employment for over 71,000 new workers; paid out over 261 billion VND in unemployment insurance to workers; and trained human resources in line with the economic restructuring and practical requirements. Attention has been paid to social security policies through the issuance of many support policies for the poor, the near-poor, and the elderly; and care has been given to war invalids, policy beneficiary families, war invalids, and former youth volunteers...
In his remarks guiding and directing information dissemination, the Head of the Provincial Party Committee's Propaganda Department, Ha Van Hung, highly appreciated the information provided by the participating units at the conference. Regarding social insurance and health insurance, in the coming period, the propaganda sector and the team of speakers and propagandists need to continue to widely disseminate Resolution No. 28-NQ/TW dated May 23, 2018, of the Central Committee on "Reforming Social Insurance Policies"; focusing on disseminating information about the rights and responsibilities of organizations and individuals participating in voluntary social insurance, unemployment insurance, and health insurance; and the sectors need to coordinate closely in implementing social insurance policies.

Regarding labor, employment, and social security issues, the Head of the Provincial Party Committee's Propaganda Department requested that the team of speakers and propagandists continue to promote the dissemination of positive and humane values in society; to educate and raise awareness among people in poor and near-poor households with difficult circumstances about self-reliance and not depending on assistance; and to promptly provide information on obstacles and issues arising in practice, especially in the areas of employment, labor market development, employment services, unemployment insurance, and management of foreign workers in projects.
Disseminate information on vocational training policies and job fairs in localities; pay attention to monitoring the labor situation, employment, wages, bonuses, and living conditions of workers, especially vulnerable groups and those in difficult circumstances, in order to promptly advise and propose support policies.
Regarding education and training, the Head of the Provincial Party Committee's Propaganda Department, Ha Van Hung, suggested that it is necessary to strengthen propaganda efforts so that parents and students can work together and share the difficulties faced by the education sector; and to focus on promoting the implementation of social mobilization in the education sector in accordance with regulations.
In addition to the above, the Head of the Provincial Party Committee's Propaganda Department also requested that the propaganda sector and the team of speakers and propagandists continue to disseminate the mid-term results of the implementation of the Resolution of the 13th National Party Congress and the Resolution of the 19th Provincial Party Congress; the economic, cultural, social, national defense - security, and foreign affairs results of the country and the province in the first seven months of the year; disseminate the conclusions and resolutions on continuing the rearrangement of district and commune-level administrative units in the 2023-2030 period to create consensus and unity among cadres, Party members, and all strata of people in the province; strengthen the work of grasping and guiding public opinion, promptly advising on handling new issues of public concern; and improve the effectiveness of combating and refuting false views and distorted arguments of hostile forces, especially in cyberspace.
