Deputy Prime Minister Tran Hong Ha has just signed Official Dispatch No. 203/CD-TTg dated October 27, 2025, directing ministries, sectors, and localities to focus on emergency response and khắc phục the consequences of heavy rain and floods in the Central region.
Official dispatch sent to the Chairpersons of the People's Committees of the provinces and cities of Quang Tri, Hue, Da Nang, and Quang Ngai; the Ministers of the Ministries of: National Defence, Public Security, Agriculture and Environment, Construction, Industry and Trade, Education and Training, Health, Science and Technology, Culture, Sports and Tourism; and the Chief of the Office of the National Civil Defence Steering Committee.
According to the National Center for Meteorological and Hydrological Forecasting, on the night of October 26 and the early morning of October 27, 2025, the area from Quang Tri to Quang Ngai continued to experience heavy to very heavy rain, with rainfall exceeding 400mm in some places, especially at Bach Ma (Hue), where the rain epicenter received over 700mm in 9 hours.
Heavy rainfall across a wide area has forced reservoirs to operate flood control measures, causing water levels on rivers in Hue and Da Nang to rise rapidly.
According to the National Center for Hydro-Meteorological Forecasting, on October 27th, flood levels on rivers in Hue and Da Nang will continue to rise, specifically: the flood level on the Bo River at Phu Oc is likely to exceed the historical flood level of 2020 by about 0.2-0.3m; on the Huong River at Kim Long, it will rise above alarm level 3 by about 1.2m (below the historical flood level by about 1.11m); and on the Thu Bon River at Cau Lau, the water level will continue to rise and remain above alarm level 3.
There is a high risk of widespread and severe flooding in the cities of Hue and Da Nang; flash floods, landslides, and mudslides on slopes, especially in mountainous areas of provinces from Quang Tri to Quang Ngai.
To proactively prevent, avoid, and respond to disasters, ensuring the safety of people's lives and minimizing property damage, the Prime Minister requests the Chairpersons of the People's Committees of the provinces and cities of Quang Tri, Hue, Da Nang, Quang Ngai, and the Ministries of National Defense, Public Security, Agriculture and Environment, Construction, Industry and Trade, and other relevant ministries and agencies to continue focusing on directing the decisive and effective implementation of measures to prevent, avoid, and respond to heavy rains, floods, flash floods, landslides, and mudslides, as directed in Prime Minister's Official Dispatch No. 202/CĐ-TTg dated October 22, 2025, with a focus on the following specific tasks:
1. The Chairpersons of the People's Committees of Quang Tri, Hue, Da Nang, and Quang Ngai provinces and cities continue to direct:
a) Organize close monitoring, provide complete and timely updates on the situation and forecasts of rainfall and floods so that people can proactively respond and avoid situations where people are uninformed about natural disasters; strengthen the dissemination and guidance to people on skills to respond to each natural disaster situation, especially landslides, flash floods, and flooding.
b) Review and identify areas at risk of flash floods, landslides, and deep flooding to promptly warn people and proactively evacuate them to safe locations.
Deploy forces and resources to control, guide, and support traffic; arrange rescue and relief forces, especially in areas at risk of being cut off or isolated due to landslides and floods, to be ready to respond when adverse situations occur.
c) Implement dike and dam protection measures according to alert levels; closely monitor and proactively coordinate with relevant agencies of the Ministry of Agriculture and Environment and the Ministry of Industry and Trade to direct the operation of irrigation and hydropower dams in the area, ensuring scientific and safe operation of the structures and contributing to flood reduction and limiting inundation in downstream areas.
d) Based on the specific situation in the locality, decide whether to allow students to take time off from school and implement measures to ensure the safety of people's lives.
d) Focus on directing and promptly organizing visits and providing encouragement; promptly supplying food, drinking water, medicine, and other essential necessities to the people in the affected areas. Absolutely ensure that no one suffers from hunger, cold, lack of clean water, or lack of medical support when sick.
e) Immediately after the floodwaters recede, it is necessary to urgently mobilize forces to carry out environmental sanitation, disinfection, and disease prevention and control. At the same time, support the people in repairing their houses, quickly restoring production (especially agricultural production), and stabilizing their lives as soon as possible.
The highest priority must be given to ensuring safe conditions for students returning to school and providing healthcare and medical treatment for the people.
g) Directing the organization of a review, statistical analysis, and specific assessment of damage caused by floods; compiling reports and proposing support solutions (in cases where the local capacity is exceeded).
Proactively and urgently coordinate with relevant ministries and agencies to thoroughly review and assess the impact of socio-economic infrastructure projects on flood drainage capacity in the area, in order to find timely and appropriate solutions for remediation and adjustment.
2. Minister of Agriculture and Environment:
a) Direct meteorological and hydrological forecasting agencies to closely monitor and refer to international forecast information to provide the most complete, timely, and accurate information on the development and impact of rainfall, floods, and the risk of flash floods and landslides, so that relevant agencies and the public are aware and can proactively implement appropriate, timely, and effective response measures.
b) Proactively direct efforts to ensure the safety of fishing vessels operating at sea and along the coast, protect dikes, irrigation reservoirs and dams, and support agricultural production; coordinate with the industry and trade sector and local authorities to direct the safe and efficient operation of the interconnected reservoir system, absolutely preventing any dam safety incidents.
c) Closely monitor the situation, direct and urge relevant sectors and localities to implement response measures appropriate to the actual situation, and promptly report and propose to the National Civil Defense Steering Committee and the Prime Minister on issues beyond their authority.
3. The Minister of Construction directs the immediate implementation of response measures to protect transportation infrastructure and structures; ensure traffic safety and construction safety, especially the safety of people and vehicles at construction sites of expressways during the period affected by floods; concentrate maximum forces, equipment, and materials to promptly repair landslides and damaged areas, ensuring smooth and safe traffic flow as soon as possible, especially on main traffic arteries and vital routes.
4. The Minister of Industry and Trade directs measures to ensure the safety of hydroelectric dams, the power system, and industrial production, and to minimize damage caused by floods and heavy rains.
5. The Ministries of National Defence and Public Security shall proactively direct their units stationed in the area to review plans and deploy forces and resources to be ready to support localities in implementing evacuation and relocation of residents, responding to floods and heavy rains, and conducting rescue operations when required.
6. The Ministries of Education and Training, Health, Science and Technology, Culture, Sports and Tourism, according to their functions, duties, and authority, shall proactively coordinate with localities to direct relevant agencies to implement measures to prevent, control, and respond to floods and heavy rains, and minimize damage to their respective sectors and fields of management.
7. The Office of the National Civil Defense Steering Committee closely monitors the situation, and is ready to coordinate and mobilize forces and resources to support localities in responding to floods and heavy rains according to its assigned functions and tasks.
8. Vietnam Television, Vietnam Radio, and Vietnam News Agency shall promptly provide information on the natural disaster situation and the response efforts of relevant agencies, and strengthen the dissemination and guidance of measures and skills for responding to floods, landslides, and flash floods for the people.
9. The Government Office shall monitor and urge ministries and localities to strictly implement this Official Dispatch; and promptly report to the Prime Minister and the Deputy Prime Minister in charge of any unexpected or emerging issues./.
