Announcement of the Regulations for the 19th Huynh Thuc Khang Journalism Award (2024)

A - REGARDING THE HUYNH THUC KHANG JOURNALISM AWARD

I. ELIGIBILITY FOR THE AWARD

1. Being a Vietnamese citizen whose journalistic works about the land and people of Quang Nam have been published or broadcast on mass media outlets nationwide.

2. Members of the Organizing Committee, the Judging Panel, and the Secretariat are not allowed to participate in the competition.

3. Authors or groups of authors participating in the Award must not violate the Code of Professional Ethics for Vietnamese Journalists, the Press Law, or other relevant regulations.

II. STRUCTURE, QUANTITY, AND BONUS PAYMENTS

1. Prize structure

a) Print newspapers have two types of awards, including:

- Journalism Award (including genres such as: Feature stories, reports, narratives, and essays).

- This includes articles on reflection, reporting, quick notes, interviews, investigations, investigative journalism, commentary, essays, and editorials.

b) Television news has two types of awards, including :

- Feature stories and documentaries.

- Short feature articles, online panel discussion.

c) Radio journalism has one type of award for the following categories: Feature articles, live radio programs, reports, quick notes, investigative reports, and investigative journalism.

d) Online newspapers have one type of award for the following categories: Multimedia reports (integrating written news, photos, videos , or audio), graphic works (infographics, videographs), and e-magazines (long-form magazines).

d) Photojournalism has one type of award for the following categories: single photos, photo essays, and photo series.

2. Number of awards

a) Print media: Each award category includes a maximum of 1 First Prize, 2 Second Prizes, 3 Third Prizes, and 5 Consolation Prizes.

b) Television News: Each award category includes a maximum of 1 First Prize, 2 Second Prizes, 3 Third Prizes, and 3 Consolation Prizes.

c) Radio Broadcasting: The prize structure includes a maximum of 1 First Prize, 1 Second Prize, 1 Third Prize, and 3 Consolation Prizes.

d) Online newspapers: The prize structure includes a maximum of 1 First Prize, 2 Second Prizes, 2 Third Prizes, and 3 Consolation Prizes.

d) Photojournalism: The prize structure includes a maximum of 1 First Prize, 1 Second Prize, 1 Third Prize, and 3 Consolation Prizes.

3. Bonuses

- First Prize: 15,000,000 VND

- Second Prize: 10,000,000 VND

- Third Prize: 8,000,000 VND

- Encouragement Prize: 4,000,000 VND

III. REGULATIONS REGARDING WORKS SUBMITTED FOR THE AWARD

1. Content

- These are journalistic works reflecting on the land and people of Quang Nam province that have been published in mass media nationwide (print newspapers, radio, television, photojournalism, and online newspapers licensed by the Ministry of Information and Communications ) during the period from March 24, 2024 (the anniversary of the liberation of Quang Nam province) to March 23, 2025. For works published or broadcast in multiple installments, if the first installments were published before March 24, 2024 and have not yet entered the 18th Huynh Thuc Khang Journalism Award of Quang Nam province (2023-2024), they will be combined with subsequent installments (published from March 24, 2024) to form a complete work to participate in the 19th Huynh Thuc Khang Journalism Award of Quang Nam province (2024-2025).

- Information that is accurate, truthful, objective, deeply humane, and in accordance with the customs and traditions of the nation.

- In line with the major guidelines of the Party, the policies and laws of the State, and the policies of Quang Nam province.

- It has a high potential for shaping public opinion and is persuasive; it has a positive impact on social progress.

- Priority will be given to considering and awarding prizes to outstanding journalistic works on Party building; on studying and following the ideology, ethics, and style of Ho Chi Minh; on administrative reform, building e-government, digital transformation, and improving the investment environment; on implementing strategic breakthrough tasks in accordance with the spirit of the Resolution of the 22nd Congress of the Quang Nam Provincial Party Committee; on the vision and orientation of Quang Nam's development planning; and on sustainable poverty reduction and mountainous area development.

- Works praising exemplary individuals and new initiatives must be confirmed by the local government or the leadership of the workplace (reflected in the journalistic work) and must not have any complaints from the relevant collective or individuals.

- Works that address negative incidents must be based on conclusions reached by competent authorities confirming the facts, or must have been acknowledged and rectified by the organizations or individuals involved in the wrongdoing.

- Works that address specialized fields in natural sciences and social sciences where there are differing opinions must be evaluated by competent specialized agencies.

- The work must meet the formal requirements as stipulated in the Award Regulations. Works with unique and creative methods of expression are encouraged.

2. Form of expression of the work

a) For print and radio works

- Each entry consists of a single article or a series of articles with the same title (no more than 5 installments) by the same author (or group of authors listed under the same name), on the same event or topic. Series compiled from independent articles by different authors published at different times and without a series title will not be considered.

- For journalistic works (audio reports) with sound, the sound must be clear, including character voices, sound effects, and music, ensuring quality, attractiveness, and a maximum duration of 60 minutes. In the case of entries that are live radio broadcasts, the duration should not exceed 90 minutes.

b) For electronic journalistic works

- Works must be created in the unique style of online journalism, with a maximum length of 1,500 words per article, and must incorporate multimedia elements (each work must integrate at least three journalistic formats: written news, photos, graphics, video, and audio).

- Infographics and videographics need to have good content and an attractive, impressive design.

- E-magazine and longform submissions have no word limit, but must include at least three journalistic formats.

c) For television news works

- Each piece must be a single (or series of) news articles or reports on a topic, event, or subject, published in one or multiple installments.

- The work must showcase the characteristic features of television journalism, which is moving images; the images must meet quality requirements; the maximum length of the work should not exceed 60 minutes.

d) For photojournalism

- Photojournalism works can be presented in color or black and white.

- For photo series or photo essays, select no more than 10 photos per series or essay, to be published in the same issue of a newspaper or at the same time (for online newspapers).

- Photo collages, digitally manipulated images, and landscape photos will not be considered.

3. Regulations regarding entries for the competition

- The submitted work must be free from content complaints and copyright disputes at the time of consideration.

- Works that address negative incidents must be based on conclusions reached by competent authorities confirming the facts, or must have been acknowledged and rectified by the organizations or individuals responsible for the wrongdoing.

- Works that address specialized fields in natural sciences and social sciences where there are differing opinions must be evaluated by competent specialized agencies.

- Works praising exemplary individuals and new initiatives must be confirmed by the local government or the leadership of the workplace (reflected in the journalistic work) and must not have any complaints from the relevant collective or individuals.

- Each author may submit no more than 05 entries in each journalistic category.

IV. HOW TO PREPARE AN AWARD APPLICATION

- All entries for the Award must clearly state: (According to the template) The author's full name (including birth name and pen name, if any), the title of the work, the journalistic genre, the author's organization, address, and telephone number; the date of publication in newspapers, magazines, or broadcast of the work. Entries that do not comply with the regulations will be disqualified. The Award Organizing Committee will not handle any complaints or requests regarding changes or additions to the author's name for winning works.

- For written and online journalistic works, the submission must be either a printed copy or a photocopy from a printed or online publication, but it must be clean, neat, and clear. If the work has small, fragmented continuations, these continuations must be cut and pasted onto white A4 or A3 paper and clearly numbered. Works written in foreign languages ​​must have a Vietnamese translation. Works in minority languages ​​must have a Vietnamese translation.

- For radio works, data must be recorded in MP3 format on a USB drive (CDs and DVDs are not accepted). The USB label and file must provide complete information including the name of the organization, the title of the work, the author, the type, genre, duration, and broadcast time; along with the text of the lyrics. If it is in an ethnic minority language, a translation into the common language must be included.

- For television news works, data must be recorded in MP4 format on a USB drive (CDs and DVDs are not accepted). The USB label and file must provide complete information including the name of the organization, the title of the work, the author, the type, genre, duration, and broadcast time; along with the transcript of the work. If it is in an ethnic minority language, a translation into the common language must be included.

- For photojournalism entries: Along with the photos published in newspapers, magazines, etc., you must include enlarged photos on photographic paper measuring 18cm x 24cm (single photos) and 12cm x 18cm (for photos in a group or photo essay).

- Works deemed to be in violation (disqualified) are those that do not meet the regulations stated in these Rules.

B. REGARDING SPECIALIZED JOURNALISM AWARDS

Within the framework of the 2025 Huynh Thuc Khang Journalism Award, the Quang Nam Journalists Association, in coordination with the Vietnam Fatherland Front Committee of Quang Nam province, the Department of Science and Technology, the Quang Nam Forest Protection and Development Fund, and the Provincial Steering Committee for Supporting Creative Startups, will launch and implement the thematic journalism awards for 2025. Specifically, the following applies:

II. PRESS AWARD FOR THE CAUSE OF NATIONAL UNITY

1. Eligible participants for the award

1.1. The author must be a Vietnamese citizen whose journalistic work meets the theme of the "For the Cause of National Unity" Award in Quang Nam province, and has been published or broadcast on domestic mass media outlets licensed by the Ministry of Information and Communications.

1.2. Members of the Organizing Committee, the Judging Panel, and the Secretariat are not allowed to participate in the competition.

1.3. Authors or groups of authors participating in the competition must not violate the Code of Professional Ethics for Vietnamese Journalists, the Press Law, or other relevant regulations.

2. Structure, number, and bonuses

- The Journalism Award for the Cause of National Unity will consider and reward the 05 best journalistic works in print, television, radio, and online media, with the following award and prize structure:

+ 1st Prize: 10,000,000 VND/prize;

+ 2 Second Prizes: 6,000,000 VND/prize;

+ 2 Third Prizes: 4,000,000 VND each.

- Authors or groups of authors whose works win awards will receive an Award Certificate, along with a cash prize as per the regulations. In addition, the Vietnam Fatherland Front Committee of Quang Nam province will consider awarding Certificates of Merit to provincial media agencies that actively participate and submit many entries to the competition.

3. Award content themes :

- Disseminating information about the results of the renewal of the content and methods of operation of the Vietnam Fatherland Front at all levels during the 2019-2024 term: propaganda, mobilization, gathering, and unity of all strata of people in the province; results of implementing democracy, representation, and protecting the legitimate rights and interests of the people; strengthening and improving the quality and effectiveness of social supervision and criticism, and participating in building the Party and the government.

- Disseminating information about the Traditional Day of the Vietnam Fatherland Front (November 18) and the National Unity Day in residential areas throughout Quang Nam province.

- Publicizing the results of the campaigns "All people unite to build new rural areas and civilized urban areas"; "Vietnamese people prioritize using Vietnamese goods"; the emulation movement "Unity and Creativity"; "Quang Nam joins hands for the poor - Leaving no one behind"; "All people participate in environmental protection and response to climate change"; activities to provide relief for natural disasters and serious incidents; and the movement of all people participating in firmly protecting national territorial sovereignty.

- To disseminate information about the organization and activities of the members of the Vietnam Fatherland Front; and about the role and contributions of associations and organizations in building and strengthening the great national unity.

- Reflecting the sentiments, aspirations, and good deeds of intellectuals, religious leaders, exemplary individuals from various ethnic groups, Quang Nam expatriates abroad, and Quang Nam compatriots in Vietnam… making practical contributions to national unity and the building and development of Quang Nam.

4. Deadline for submitting entries for the award:

Entries for the award must be published or broadcast on mass media between March 24, 2024 and March 23, 2025 .

II. AWARDS FOR JOURNALISTIC WORKS ON ADMINISTRATIVE REFORM AND DIGITAL TRANSFORMATION

1. Eligible participants for the award

1.1. Being a Vietnamese citizen whose journalistic works promoting administrative reform and digital transformation in Quang Nam are published or broadcast on mass media outlets nationwide licensed by the Ministry of Information and Communications, and on websites, portals, and newsletters of departments, agencies, and localities in Quang Nam province licensed by the Quang Nam Department of Information and Communications.

1.2. Members of the Organizing Committee, the Judging Panel, and the Secretariat are not allowed to participate in the competition.

1.3. Authors or groups of authors participating in the Award must not violate the Code of Professional Ethics for Vietnamese Journalists, the Press Law, or other relevant regulations.

2. Structure, number, and bonuses

- The Journalism Award for promoting administrative reform and digital transformation will consider and reward the 05 best journalistic works in print, television, radio, and online media promoting administrative reform and digital transformation in Quang Nam province.

- Authors or groups of authors whose works win awards will receive a Certificate from the Director of the Department of Information and Communications of Quang Nam Province, along with a cash prize of 8,000,000 VND per work .

3. Award Theme

The entries for the Journalism Award on Administrative Reform and Digital Transformation focus on promoting and in-depth reflecting on Quang Nam's administrative reform and digital transformation efforts; specifically, on the following main themes:

- To disseminate and thoroughly explain the viewpoints and policies of the Party, the laws and regulations of the State and of Quang Nam province on administrative reform; especially to publicize the Government's Administrative Reform Program for the period 2021-2030, Quang Nam's Administrative Reform Plan for the period 2021-2025; the Action Program to implement Resolution No. 16-NQ/TU, dated October 14, 2021, of the Provincial Party Committee on promoting administrative reform in the province for the period 2021-2025, with orientation to 2030, and the results of its implementation.

- Disseminating and publicizing the content of the plan and specific tasks in the implementation of state administrative reform, such as: institutional reform, administrative procedure reform, reform of the state administrative apparatus, civil service reform, public finance reform, building and developing e-government and digital government, and the direction and management of administrative reform at all levels.

- Disseminate information about the province's annual administrative reform index ranking results; the administrative reform results of departments, agencies, and localities; and the results of surveys on the level of satisfaction of organizations and individuals with the services of state administrative agencies.

- Disseminate regulations on the rights, obligations, responsibilities, and ethics of officials and public employees in performing their duties, linking them with administrative discipline and order, especially codes of conduct, communication culture, demeanor, and service attitude in handling matters related to the people.

- Disseminate information on the set of administrative procedures under the jurisdiction of the provincial to the commune level that have been standardized and published by the Provincial People's Committee.

- Disseminate information and provide guidance on using the provincial public service portal to search for information and submit administrative procedure documents online.

- Promote the digitization of administrative procedure processing results, the certification of electronic copies from original documents, and the delivery of electronic processing results as prescribed.

- To highlight and commend effective and innovative models and initiatives; and exemplary collectives and individuals in implementing administrative reform and digital transformation at agencies, units, and localities throughout the province.

V. AWARDS FOR JOURNALISTIC WORKS ON PUBLICIZING POLICIES RELATED TO PAYMENT FOR FOREST ENVIRONMENTAL SERVICES AND FOREST PROTECTION IN QUANG NAM PROVINCE

1. Eligible participants for the award

1.1. Being a Vietnamese citizen whose journalistic works promoting the policy on payment for forest environmental services and forest protection work in Quang Nam province are published or broadcast on mass media outlets nationwide licensed by the Ministry of Information and Communications, and on websites, portals, and newsletters of departments, agencies, and localities in Quang Nam province licensed by the Quang Nam Department of Information and Communications.

1.2. Members of the Organizing Committee, the Judging Panel, and the Secretariat are not allowed to participate in the competition.

1.3. Authors or groups of authors participating in the Award must not violate the Code of Professional Ethics for Vietnamese Journalists, the Press Law, or other relevant regulations.

2. Structure, number, and bonuses

- The Journalism Award for promoting the Policy on Payment for Forest Environmental Services and Forest Protection will consider and reward the 05 best journalistic works in print, television, radio, and online media that promote the policy and its implementation in Quang Nam province.

- Authors or groups of authors whose works win awards will receive a Certificate from the Director of the Quang Nam Provincial Forest Protection and Development Fund, along with a cash prize of 7,000,000 VND per work .

3. Award Theme

The journalistic works submitted to the Award for promoting the Policy on Payment for Forest Environmental Services and Forest Protection focused on the following areas in depth:

- To disseminate information about the purpose, significance, content, and positive effects of the policy on payment for forest environmental services on the protection and development of forest resources, forest economy, and socio-economic development of mountainous districts.

- To promote the activities of the Quang Nam Provincial Forest Protection and Development Fund; especially the implementation of the policy on payment for forest environmental services, contributing practically to creating jobs and stable income for ethnic minorities in mountainous areas; thereby raising people's awareness of forest protection and encouraging their active participation in forest protection.

- Publicize the forest protection efforts of relevant authorities.

- Introduce and replicate exemplary models and best practices of collectives and individuals in forest protection and forest-based economic development.

4. Deadline for submitting entries for the award:

Entries for the award must be published or broadcast on mass media between March 24, 2024 and March 23, 2025 .

VI. AWARDS FOR JOURNALISTIC COVERAGE OF ENTREPRENEURSHIP AND INNOVATION

1. Eligible participants for the award

1.1. Be a Vietnamese citizen whose journalistic works promoting entrepreneurship and innovation in Quang Nam province have been published or broadcast on mass media outlets nationwide that are licensed by the Ministry of Information and Communications.

1.3. Authors or groups of authors participating in the Award must not violate the Code of Professional Ethics for Vietnamese Journalists, the Press Law, or other relevant regulations.

2. Structure, number, and bonuses

- The 2024 Quang Nam Province Journalism Award for Entrepreneurship and Innovation will consider and award prizes to the 5 best journalistic works in print, television, and online media promoting entrepreneurship and innovation, meeting the content and format requirements of the submitted works.

- Authors or groups of authors whose works win awards will receive a Certificate from the Provincial Creative Startup Support Steering Committee along with a cash prize of VND 8,000,000 per work .

3. Award Theme

- Disseminating information and promoting mechanisms and policies to support and build a startup and innovation ecosystem in the province.

- Disseminating information about the activities of the "National Startup Year - Quang Nam 2023"; and the TechFest Quang Nam 2023.

- Providing information, promoting, and introducing exemplary startup models and projects; ranked OCOP products; and outstanding, high-quality agricultural and rural products with broad market access potential both domestically and internationally.

4. Deadline for submitting entries for the award:

Entries for the award must be published or broadcast on mass media between March 24, 2024 and March 23, 2025 .

C. DEADLINE AND PLACE FOR SUBMITTING ENTRIES TO THE HUYNH THUC KHANG JOURNALISM AWARD AND OTHER SPECIALIZED JOURNALISM AWARDS IN 2025.

I. DEADLINE FOR SUBMISSION OF WORKS

From the date of publication of the Regulations until May 2nd , 2025 , as marked by the postmark.

II- WHERE TO SUBMIT THE WORK

Quang Nam Provincial Journalists Association Office. No. 11 Hung Vuong Street, Tam Ky City, Quang Nam Province; Telephone: 0235.3812 283 - Mobile: 0914 010 899; 0974 843 859.

- Authors or groups of authors working at press agencies in the province submit their entries to the Secretariat of the Journalists' Association branch of their agency or unit. The Secretariat of the branch is responsible for selecting the entries and compiling a list of entries, which is then sent along with the application documents to the Provincial Journalists' Association Office.

- Authors or groups of authors who are not on the payroll of the province's press agencies should submit their entries directly to the Provincial Journalists Association Office.

III- SUMMARY AND AWARD CEREMONY : On the occasion of the 100th anniversary of the Vietnamese Revolutionary Press Day, June 21 (1925-2025).

D. AWARD SELECTION METHOD

- The Award Organizing Committee decides to establish a Jury to evaluate and recommend award winners. The final decision on award rankings rests with the Award Organizing Committee. For specialized journalism awards, the decision to award prizes rests with the heads of the relevant agencies, units, and localities.

- The Jury decides to establish specialized sub-committees for each type of journalism and issues the scoring and evaluation criteria as the basis for selection and award nomination. Works nominated for awards must be approved by at least two-thirds of the Jury members.

- The award results will be publicly announced through mass media./.
