Article 13 of Law No. 51/2024/QH15 amending and supplementing several articles of the Health Insurance Law stipulates that the health insurance contribution rate for participating groups may be a maximum of 6% of the monthly salary used as the basis for mandatory social insurance contributions or the reference rate... However, this is not an immediately applicable rate, but only the maximum allowable contribution level within the legal framework. Depending on specific conditions, when necessary, the Government will consider adjusting the contribution rate accordingly to ensure the rights of participants and balance the Health Insurance Fund in the long term.

Currently, the health insurance contribution rate remains unchanged at 4.5% of the basic salary (the current basic salary is 2,340,000 VND/month). Any adjustment to the contribution rate, if necessary, will be implemented by a Government Decree. Therefore, information claiming that the contribution rate will increase to 6% from July 1, 2025, is inaccurate and causes public confusion.
Citizens should note: In cases where individuals participating in family health insurance are required to pay more than 4.5% of the basic salary, they should request that the organization or individual collecting the health insurance contributions provide clear legal grounds, especially the relevant government decree regulating the contribution rate.

Currently, the Ministry of Health is leading the development of a Decree guiding the implementation of Law No. 51/2024/QH15. While awaiting the official issuance of the guiding document, the social insurance agency advises citizens and workers to only access information from official sources such as: the Government's electronic information portal, the Ministry of Health's portal, the Vietnam Social Insurance, and central and local news agencies and press organizations.
Any act of intentionally posting or sharing false information to distort policies or take advantage of them for personal gain or appropriation of people's property will be strictly handled according to the law.
