On the morning of February 9th, the Thanh Hoa Provincial Public Transport Project Management Board held a ceremony to inaugurate the Van Thien to Ben En road project and the road connecting National Highway 1 with National Highway 45, section from Hoang Kim commune (Hoang Hoa district) to Thieu Long commune (Thieu Hoa district).

The Van Thien to Ben En road project was approved with a total investment of VND 1,181 billion from the central and provincial budgets. The project involves the construction of 12.19 km of new road with 4 lanes; a roadbed width of 33m, a road surface width of 22m, a median strip width of 5.0m, and a shoulder width of 6m; the land acquisition area is 69.2 hectares, affecting 822 households. The project commenced in August 2022 and is expected to be completed in January 2025.

The project connecting National Highway 1 with National Highway 45, from Hoang Kim commune (Hoang Hoa district) to Thieu Long commune (Thieu Hoa district), has a length of 14.6 km with a total investment of VND 1,423.6 billion. The project includes the section from the intersection with National Highway 1A to the beginning of the Ma River overpass (Km0 - Km5+250), with the Hoang Hoa District People's Committee as the investor, with a total investment of VND 306.7 billion from the district budget. Sub-project 1 (Ma River overpass and approach roads from Km5+250 - Km7+250) is managed by the Thanh Hoa Provincial Public Transport Investment Project Management Board, with a total investment of VND 655.4 billion from the provincial budget. Sub-project 2 (section Km7+250 - Km14+603) is managed by the Thieu Hoa District Investment and Construction Project Management Board with a total investment of VND 454.7 billion from the provincial and district budgets. The entire route is constructed with a roadbed width of 12m and a road surface width of 11m; there are 6 bridges along the route, including 2 large bridges: Xuan Quang Bridge, 1,028m long, crossing the Ma River (part of Sub-project 1) and the overpass over the North-South Expressway East, 310.4m long (part of Sub-project 2). The total land area to be acquired is 54.37 hectares, affecting 914 households. The project commenced in October 2022 and is expected to be completed in January 2025.
During implementation, the construction progress of the projects was affected by the COVID-19 pandemic, storms, material shortages, escalating prices of raw materials and fuel, changes in policies regarding land clearance, etc. However, thanks to the close attention and guidance of the provincial leaders, the active participation of local authorities in land clearance, the coordination of various sectors, the support of the people in the project area, especially the households affected by land clearance, and the determination of the construction contractors with the motto "overcoming the sun and rain," working "three shifts, four teams," the projects have now been basically completed, ensuring that they meet the conditions for technical traffic opening.

Speaking at the ceremony, Vice Chairman of the Provincial People's Committee Mai Xuan Liem acknowledged and commended the investors of the projects, the departments, agencies, the People's Committees of Nong Cong, Nhu Thanh, Hoang Hoa, and Thieu Hoa districts, the construction contractors, and the people of the localities through which the projects pass for their agreement, support, and sharing of certain impacts, and for promptly handing over the land for the projects to be completed on schedule.
Vice Chairman of the Provincial People's Committee Mai Xuan Liem emphasized: The Van Thien to Ben En road project and the project connecting National Highway 1 with National Highway 45 are connected to the North-South East Expressway through the Van Thien (Nong Cong) and Thieu Giang (Thieu Hoa) interchanges. The completed roads will maximize investment efficiency and promote socio -economic development in the regions and localities.

The Van Thien to Ben En road project, connecting the North-South expressway with Ben En National Park and serving as a new route to the center of Ben Sung town, will facilitate the expansion of development space to the southwest for Nong Cong and Nhu Thanh districts, effectively exploiting the potential and advantages of tourism, ecology, resorts, and recreational services of Ben En National Park.
The route runs from the intersection with National Highway 1A to the beginning of the Song Ma overpass.
The completed project connecting National Highway 1 with National Highway 45 will shorten travel time in the East-West direction when traveling from the western districts of the province to National Highway 1, reduce traffic pressure on National Highways 45, 47, and 217 to National Highway 1, and ensure the smooth flow of goods and passengers. At the same time, it will create favorable conditions to attract investors to Phu Quy Industrial Park, Bac Hoang Hoa Industrial Park, and Giang Quang Thinh Industrial Park (Thieu Hoa).

To maximize the potential, strengths, and investment efficiency of the projects when put into operation, Vice Chairman of the Provincial People's Committee Mai Xuan Liem requested that immediately after the technical opening ceremony, the project investor continue to complete the remaining work, prioritizing the completion of all items related to traffic safety systems and other related items to ensure technical and aesthetic requirements for project acceptance according to regulations in the first quarter of 2025, and put the project into use effectively to serve the transportation needs of the people.
The Department of Transport, relevant sectors, and localities should effectively manage and protect the structure and corridor of the road, utilize it according to its design capacity, and ensure traffic safety on the route.
Departments, sectors, and localities, according to their assigned functions and tasks, shall complete the planning in the area as a basis for promoting investment attraction into industrial zones along the route connecting National Highway 1 and National Highway 45; and accelerate the progress of implementing the Ben En Eco-tourism Resort Complex Project with high-class entertainment and recreation services.
