On the morning of August 25th, in Da Lat city, Lam Dong province, presiding over the Conference on ensuring security and order to serve socio -economic development in the Central Highlands provinces, Prime Minister Pham Minh Chinh emphasized that the core of protecting security and order is the continuous improvement of the material and spiritual lives of the people, ensuring that no one is left behind.
Member of the Politburo, Minister of Public Security, General Luong Tam Quang co-chaired the conference. Attending the conference were ministers, leaders of ministries, central agencies, and leaders of the provinces of Kon Tum, Gia Lai, Dak Lak, Dak Nong, Lam Dong, Phu Yen , and Binh Phuoc.
In his opening remarks at the conference, Minister of Public Security Luong Tam Quang emphasized that in recent times, the police force has effectively implemented the Party's guidelines and the State's policies and laws on ensuring security and order. With its core role, the police force has closely coordinated with ministries, sectors, and localities to combat and prevent subversive activities by hostile and reactionary forces and various types of crimes aimed at disrupting security and order, creating a secure and safe environment to effectively serve the task of socio-economic development and improve the lives of people in the Central Highlands region.
The government organized this conference to unify understanding and propose solutions to continue effectively implementing the Party's guidelines and viewpoints, and the State's policies and laws, with many groundbreaking and unprecedented solutions. At the same time, it aims to focus on removing difficulties, obstacles, and bottlenecks, unlocking all resources for development, ensuring security and order in the Central Highlands region, absolutely preventing any passive or unexpected situations, and preventing incidents that disrupt security and order, thereby effectively serving the economic development of the Central Highlands region.
The conference heard a general report on the achievements made in the past period; pointed out limitations, difficulties, risks, and potential factors that could jeopardize security and order; and determined the guiding principles, objectives, and especially the tasks and solutions to ensure security and order to serve the socio-economic development of the Central Highlands provinces in the coming period.
The delegates unanimously agreed that the Party and State leaders have always paid special attention to the development of the Central Highlands region, issuing numerous Resolutions, Conclusions, and Projects to ensure socio-economic development and maintain security and order. The effective implementation of these Resolutions, Conclusions, and Projects will create significant changes in socio-economic development and maintain security and order in the region under all circumstances. The delegates unanimously agreed on the ideology, understanding, and actions, and pledged to work together to effectively implement the tasks and solutions for socio-economic development and ensuring security and order in the Central Highlands region.
Concluding the conference, Prime Minister Pham Minh Chinh affirmed that the Central Highlands is a strategically important region in terms of the country's economy, politics, security, defense, and ecological environment. The Party, the State, and the General Secretaries throughout history have always shown great concern and special affection for the development and stability of the Central Highlands; and have issued many Resolutions and Conclusions.
Recently, the Politburo's Resolution No. 23-NQ/TW on "Orientation for socio-economic development and ensuring national defense and security in the Central Highlands region until 2030, with a vision to 2045," and the Prime Minister's Decision No. 104, dated December 8, 2023, promulgating the plan for socio-economic development linked with national defense and security in the Central Highlands region; and the establishment of a regional council to assist the Prime Minister in researching, directing, and resolving important inter-sectoral issues related to regional linkages and sustainable development in the Central Highlands region.
Despite the achievements, the implementation of policies and guidelines in the Central Highlands region still faces difficulties and limitations. To create a solid foundation for the development of the Central Highlands, commensurate with its potential and advantages, and to strengthen cultural identity and improve the material and spiritual lives of the people, the Prime Minister requested that ministries, departments, and localities identify ensuring security and order as a crucial, urgent, regular, and long-term task, and as the responsibility of the entire political system and all citizens, with the heads of Party committees and governments bearing primary, comprehensive, and foremost responsibility.
The Prime Minister emphasized that maintaining security and order is fundamentally about ensuring people have a prosperous life. The core of protecting security and order lies in continuously improving the material and spiritual lives of the people, ensuring that no one is left behind. The strength of protecting security and order comes from the strength of the people's will, the strength of the people; this is a consistent policy of the Party.
The head of government directed the focus on implementing six key tasks, with development as the resource and inspiration to maintain security and order in the Central Highlands, while simultaneously maintaining security and order to serve socio-economic development. Along with this, the focus is on resolving issues related to housing and production land, resolutely eliminating temporary and dilapidated houses to ensure no one is left behind, addressing the issue of spontaneous migration, creating livelihoods, supporting employment, and facilitating vocational retraining for ethnic minorities; resolutely refusing to sacrifice social welfare and the environment for purely economic growth, and requiring concrete solutions to ensure that people's living standards improve year after year.
The Prime Minister emphasized that the political system must be clean, strong, closely connected, and wholeheartedly serve the Fatherland and the people, preventing any sudden or unexpected security and order incidents at the grassroots level.
Ministries, sectors, and localities in the Central Highlands must focus on implementing six key tasks with the spirit of "high determination, great effort, decisive action, focused and targeted work, completing each task thoroughly," "only discussing action, not retreating," and "clear responsibilities, clear tasks, clear outputs, clear progress, coupled with supervision and inspection" to ensure quality implementation. The entire region prioritizes routine tasks, addressing potential complex issues early on, ideally preventing complex security and order incidents from occurring. If incidents do occur, they must be handled quickly and decisively.
Ministries, sectors, and localities in the Central Highlands have effectively implemented the Central Committee's resolutions, concretizing them to efficiently organize the Prime Minister's projects with special mechanisms specific to the Central Highlands. At the same time, they have improved the effectiveness of state management in security and order, building a people's security posture and foundation linked to a solid national defense posture and a comprehensive national defense system; promoting international cooperation in combating crime, addressing non-traditional security issues, and consolidating a strong security defense line from afar, beyond the territorial borders.
With the spirit of "The whole country for the Central Highlands; the Central Highlands overcome difficulties and rise together with the whole country," the Prime Minister expects and believes that the Party committees, governments, armed forces, and people of the Central Highlands provinces and neighboring areas, with new momentum and motivation, will overcome difficulties and challenges, create a stronger transformation in socio-economic development, and successfully fulfill the task of ensuring security and order in the coming time.
