Prime Minister Pham Minh Chinh declared the opening of the P4G Vietnam Summit.

On the afternoon of April 16th, in Hanoi , the 4th Partnership for Green Growth and Global Goals 2030 (P4G) Summit, Vietnam 2025, with the theme "Sustainable Green Transformation, People-Centered," was officially opened.

General Secretary To Lam attended and delivered a policy message; Prime Minister Pham Minh Chinh presided over the opening ceremony.

Attending the event on the Vietnamese side were Chief of the Central Party Office Le Hoai Trung; Head of the Central Policy and Strategy Committee Tran Luu Quang; and Deputy Prime Minister Bui Thanh Son.

International guests included: Prime Minister of the Lao People's Democratic Republic Sonexay Siphandone; Prime Minister of the Federal Democratic Republic of Ethiopia Abiy Ahmed Ali; Deputy Prime Minister of the Kingdom of Cambodia Neth Savoeun; Deputy Secretary-General of the United Nations Amina J. Mohammed; ministers from various countries; leaders of international organizations; scholars, experts, and a large number of businesses from Vietnam and around the world.

This is the 4th time the P4G Conference has been held and the first multilateral high-level conference on green growth that Vietnam has hosted.

The P4G Summit took place from April 16-17 in Hanoi, with over 1,000 delegates from more than 40 countries and international organizations in attendance.

The conference comprises a series of key activities including: an exhibition on green growth, the opening session, the summit, high-level discussion sessions, a dialogue session between businesses and leaders, and the closing session.

The conference focused on solutions to promote green transition and sustainable development, working together to build a peaceful, safe, equitable, prosperous world that is resilient to climate change, a green planet, and a green future for every citizen.

Vietnam is hosting the 4th P4G meeting with the aim of contributing to the common effort to promote green growth and sustainable development globally; accelerating the implementation of international commitments on combating climate change, reducing emissions, and transforming the growth model; attracting and leveraging international resources for green transformation, digital transformation, science and technology, and innovation; achieving national development goals in the era of Vietnam's national progress; and simultaneously enhancing Vietnam's position and role in multilateral mechanisms.

In his opening remarks and declaration, warmly welcoming the leaders and delegates, Prime Minister Pham Minh Chinh stated that since its first edition in Copenhagen in 2018, the P4G Summit has demonstrated the profound influence of a leading global forum for promoting public-private cooperation, connecting governments, businesses, and civil society organizations to jointly develop breakthrough solutions for green growth, contributing to the achievement of the United Nations' 2030 Sustainable Development Goals.

The Prime Minister stated that, in the context of the world continuing to face unprecedented challenges such as natural disasters, climate change, epidemics, environmental pollution, resource depletion, and population aging, green transformation and sustainable development are inevitable trends, top priorities, and strategic choices for nations and peoples worldwide.

The theme of this conference, "Sustainable Green Transformation, with People at its Center," reflects our shared aspiration for a bright, green, clean, and beautiful world, emphasizing that people are the central element, the subject, the goal, the driving force, and the resource for greening and sustainable development on our beautiful green planet.

According to the Prime Minister, facing difficulties and challenges is also an opportunity for us to develop together, overcome adversity, for the sustainable development of nations and peoples, and for the happiness of all people in the world. The journey of humanity's green transformation over the past period has not been easy, with successes and failures, but it has left behind important lessons learned, valuable assets to guide us into a new phase of development that is greener, more inclusive, and more sustainable.

This includes ensuring a people-to-people, comprehensive, global, and inclusive approach, leaving "no one behind," especially vulnerable and disadvantaged groups, in the green transition process.

“A green economy needs green businesses. A green society needs green citizens. A green world needs green nations. Participating in, contributing to, and enjoying the fruits of the green transformation is both a responsibility and a right of all nations and peoples, in the spirit of ‘working together, winning together, sharing together, and developing together,’” the Prime Minister emphasized.

Furthermore, science and technology, innovation, and digital transformation play a key role; the market plays a leading role; social awareness is fundamental in promoting green transformation; and the principles of equality, fairness, and responsibility are emphasized in green transformation.

The Prime Minister stated that this process requires unwavering commitment to objectives, but also proactiveness and flexibility in methods and roadmap, taking into account the different conditions and capabilities of various countries; the success of a nation in green transition does not belong solely to that nation but to the entire world, and is a common asset of all humanity.

Regarding Vietnam, Prime Minister Pham Minh Chinh stated that, along with digital transformation, Vietnam identifies green transformation as an essential and objective requirement, a key factor and breakthrough driving force to promote rapid growth and sustainable development, realizing the strategic goal of becoming a developing country with modern industry and high middle income by 2030 and a developed country with high income by 2045. This will also contribute to gradually realizing Vietnam's commitments at COP26 on bringing broad emissions to "zero" by 2050.

According to the Prime Minister, based on practical experience and positive initial results, especially in renewable energy, green agricultural development, and participation in multilateral mechanisms and initiatives on green transition, and in its role as the host country of the fourth P4G Summit, to promote the green transition process with a people-centered approach, Vietnam has three proposals for your discussion, analysis, evaluation, and agreement on the approach, solutions, and cooperation framework for the future.

The first, Promoting the refinement of green thinking, with a focus on developing science and technology, innovation, and digital transformation linked to green growth; identifying that green resources originate from green thinking, green growth drivers stem from green transformation, and green power originates from the green awareness of people and businesses in countries and regions worldwide.

Monday, Building a responsible green community. In this, the government plays a guiding role, encouraging and ensuring a stable and favorable institutional framework for green growth; the private sector is the core in investing in technology and disseminating green standards; the scientific community is at the forefront of developing green technologies and training green human resources; and citizens continuously raise their green awareness and truly benefit from the results of green transformation.

Tuesday, Promoting international cooperation and strongly developing multi-stakeholder green cooperation models, especially public-private partnerships (PPP), South-South and North-South cooperation, and multilateral cooperation frameworks... aims to remove institutional barriers, enhance access, and accelerate the flow of green capital, green technology, and green governance.

Developed countries need to take the lead in fulfilling their commitments to provide financial support, technology, and expertise for institutional reform; while developing countries need to strongly leverage their internal strengths while effectively utilizing external resources.

Prime Minister Pham Minh Chinh stated that Vietnam warmly welcomes P4G's correct approach to promoting green transformation in recent times, starting with specific, effective, and impactful projects that create momentum and inspire; he called on P4G to further develop its position, potential, and strengths, truly becoming an "incubator of ideas," an international "laboratory" for sustainable development and green growth, where pilot projects are replicated, and groundbreaking initiatives and technologies are given wings to soar and reach further.

Recalling the words of explorer Robert Swan, the first person in the world to walk to both the North and South Poles: "The greatest threat to our planet is the belief that someone will save Earth," the Prime Minister stated that we hold in our hands the glorious responsibility and mission of preserving and protecting Earth - the beloved home of all humanity; affirming that Vietnam hopes and believes that the spirit of solidarity, unity, resilience, and creative intelligence of nations and international organizations will truly become an unparalleled force, contributing to promoting green transformation and inclusive, sustainable development globally, all for people, by people, and for the happiness and well-being of all people on our beloved green planet.

In the afternoon of the same day, before the opening ceremony of the conference, Prime Minister Pham Minh Chinh presided over the official welcoming ceremony and took a group photo with the heads of delegations attending the conference; he also joined the delegates in attending the opening ceremony and visiting the Green Growth Exhibition, which was held on the sidelines of the conference.
