Gender equality is a major policy of the Party and the State, and also one of the important tasks of the country's socio-economic development strategy and plan. It forms the foundation of the Party and the State's human development strategy, aiming to ensure genuine equality between men and women in terms of opportunities, participation, and enjoyment in the political , economic, cultural, and social fields, contributing to the rapid and sustainable development of the country.
Today, women have received attention from the Party and the State in all aspects. Women are increasingly playing a significant role in the family and a considerable role in society. They have developed their talents and intelligence, contributing their efforts in many sectors and fields of society, especially in the field of meteorology and hydrology.

Climate change is a global challenge that negatively impacts the sustainable development of all countries and the lives of people, including women and children. In recent years, climate change has become more intense, frequent, and severe, with meteorological and hydrological disasters significantly affecting production and human life. This workshop aims to highlight gender equality and the role of women in disaster prevention and adaptation to climate change.
In a discussion on gender equality work over the past five years, Mr. Nguyen Van Vinh, Deputy Head of the Committee for the Advancement of Women at the General Department of Meteorology and Hydrology, stated that in order to implement the Law on Gender Equality, national goals on gender equality, the plan for implementing the National Strategy on Gender Equality of the Ministry of Natural Resources and Environment, the General Department of Meteorology and Hydrology, and the work related to female staff, the General Department of Meteorology and Hydrology established the Committee for the Advancement of Women immediately after its establishment.
At the same time, the units under the General Department also established Committees for the Advancement of Women within their respective units. In the past period, these Committees for the Advancement of Women have effectively fulfilled their role in advising the General Department's leadership and the leadership of the units on implementing activities related to women's affairs and gender equality.

Currently, the Party Committee of the General Department has 6 members, including 1 female officer (16.7%); the General Department's leadership has 5 members, including 1 female officer (20%); the number of officers holding leadership and management positions at the departmental level and equivalent in units under the General Department is 69, including 4 female officers (0.57%), and 1 head of department; the number of officers participating in leadership and management work from the station level upwards and participating in Party committees is 467, including 120 female officers (25.7%).
Under the leadership and guidance of the Party Committee and the General Directorate's leadership, the General Department of Meteorology and Hydrology has achieved encouraging results in women's affairs and gender equality: propaganda and dissemination of content related to gender equality and the advancement of women have been carried out regularly; the organization of gender equality and the advancement of women has been strengthened; and the integration of gender equality content in the fields of politics, training, employment, and health has been given attention and implemented according to regulations.



To further enhance its role and responsibilities in implementing gender equality, the General Department of Meteorology and Hydrology will continue to organize many activities on gender equality and women's affairs, with the main focus being the integration of gender issues into professional work to create opportunities for exchange of experiences and improve the capacity to perform assigned tasks.
Sharing her views on gender equality in disaster risk reduction and mitigation in Finland, Ms. Ani Karttuen, representing the Finnish Embassy, stated that natural disasters often disproportionately affect women and children. When disasters occur, women have a much lower chance of survival and access to healthcare, making them more vulnerable to catastrophes. Therefore, in Finland, when developing responses to climate change, we always emphasize the role of women, as they constitute 50% of the population.
We also have agendas focused on promoting women's participation. In particular, we always integrate gender equality, climate change, and the role of women into our agendas. In Finland, gender equality is always a top priority, with many important solutions for gender equality such as empowering women and women being key in building and strengthening disaster prevention and mitigation…



According to a presentation by Mr. Nguyen Manh Thang, Deputy Director of the Northern Regional Meteorological and Hydrological Station, the station has 10 stations with a total of 551 people, of which 293/551 are female officials, employees, and workers, accounting for 53.18%. Regarding gender equality, in recent years, the Northern Regional Meteorological and Hydrological Station has always paid attention to leading women's affairs, caring for and developing the female staff through the issuance of directives, resolutions, and policies related to women's affairs and female personnel.

In the coming period, the Northern Regional Meteorological and Hydrological Station will take strong and decisive action to create a pool of female staff, plan, train, and cultivate a workforce that ensures both quantity and quality, considering this a strategic task in the regional station's personnel work. It will raise awareness among heads of agencies and units about the significance and importance of women's work in the era of accelerated industrialization, modernization, and international integration. It will implement all aspects of female staff work effectively and comprehensively, including staff evaluation, planning, training, and development.
At the workshop, guests also raised many questions about gender equality, including opportunities, responsibilities, and rights for women, as well as the role of women in disaster prevention and mitigation, and offered suggestions and recommendations on how to enhance women's capabilities and contributions to disaster prevention and mitigation.
