Reporter: The Ho Chi Minh City Party Committee assesses that the work of Party building, government building, and mass mobilization in Ho Chi Minh City in 2024 continued to achieve relatively comprehensive results. Could you highlight some of the outstanding achievements?
- Comrade Nguyen Ho Hai, Standing Deputy Secretary of the Ho Chi Minh City Party Committee : Party committees and authorities at all levels will comprehensively, synchronously, and effectively implement the key tasks of Party building, economic, cultural, and social development, ensuring national security and defense, and mass mobilization work in 2024. Some notable points include:
Propaganda work has been strengthened through diverse, rich, and appropriate forms; Party committees at all levels have been proactive and creative in building the Ho Chi Minh Cultural Space, initially forming tangible spaces in both the real and online realms, introducing and widely communicating Ho Chi Minh's cultural heritage. To date, the entire city has 4,580 exemplary models and practices; religious organizations and ethnic communities have actively responded and implemented the construction of exhibition spaces displaying images and documents about President Ho Chi Minh, introducing them to the wider community; thereby contributing to the building of an advanced Vietnamese culture, rich in national identity, and comprehensively developed, so that culture truly becomes a solid foundation for rapid and sustainable development.
The consolidation and streamlining of the political system's organizational structure and operational efficiency continues to be implemented decisively, focusing on a more efficient model. The functions, tasks, powers, and working relationships of agencies and units are gradually being improved, eliminating overlaps and duplications. Particularly in December 2024, the city urgently developed a plan for streamlining the political system's organizational structure in accordance with the central government's policies and guidelines.
Preparations and issuance of guidelines on several aspects of organizing Party congresses at all levels for the 2025-2030 term have been proactively implemented. Inspection, supervision, and disciplinary work has been comprehensively and promptly led and directed; focusing on leading, directing, and organizing inspections and supervision of the implementation and execution of resolutions, directives, and conclusions of the Central Committee, as well as important resolutions, directives, conclusions, action programs, and plans of the City Party Committee and its Standing Committee.
The mass mobilization work of the city's political system continues to achieve positive results; the content and methods of the Party's leadership in mass mobilization work continue to be innovated, in line with practical requirements and closely adhering to the city's political tasks; the awareness of cadres, Party members, and the people about the role and position of mass mobilization work in the new situation has undergone many positive changes and has been significantly improved; the government's mass mobilization work is focused on administrative reform and serving the people; the work of contact and dialogue between Party committees, the government, and the people is increasingly emphasized, contributing to the timely and effective resolution of legitimate aspirations and issues of concern to the people.
The activities of the Ho Chi Minh City National Assembly Delegation, People's Councils, and People's Committees at all levels continue to innovate and improve operational efficiency; the quality of urban governance, linked to the implementation of political tasks and the theme of Ho Chi Minh City in 2024, has been enhanced, promoting the achievement of the city's socio-economic targets and tasks, and addressing the legitimate aspirations of the people.
One of the tasks and solutions for Party and government building and mass mobilization work in Ho Chi Minh City in 2025 is to "resolutely implement policies to attract talent to the public sector; build breakthrough mechanisms to identify, attract, and utilize outstanding individuals outside the Party." Could you please share more specific details about this policy?
- To prepare for the "New Era - The Era of Vietnam's Rise," Ho Chi Minh City needs to build a workforce of officials with sufficient dedication, vision, and strength to seize opportunities and overcome difficulties and challenges. In 2025, the city will continue to implement the Project to accelerate the reform of the civil service system for the period 2022-2027; Project No. 01-DA/TU of the City Party Committee on supporting and developing young talents and future leaders of Ho Chi Minh City for the period 2020-2035; and develop a project on policies and solutions to create motivation, attract experts, scientists, and exceptionally talented individuals, and encourage officials, civil servants, and employees to work with peace of mind in the urban government apparatus of Ho Chi Minh City.

In the current context, as the whole country in general and Ho Chi Minh City in particular are urgently implementing the streamlining of the political system's organizational structure according to Conclusion No. 09-KL/BCĐ on the summary of the implementation of Resolution No. 18-NQ/TW of the 12th Central Committee, and at the same time as our city must accelerate to complete the targets set by the Congress Resolution and take advantage of the opportunities brought about by Resolution No. 98/2023/QH15 of the National Assembly on piloting some specific mechanisms and policies for the development of Ho Chi Minh City, the entire political system needs to join hands and make efforts to complete the task.
To achieve that goal, it is necessary to build a team of cadres loyal to the ideals of national independence linked with socialism, possessing moral qualities, qualifications, and professional competence that meet the requirements of their positions and jobs; and capable of organizing, implementing, and effectively solving practical problems in the era of accelerated industrialization, modernization, and international integration, where innovation and creativity are mandatory requirements.
Ho Chi Minh City has chosen the theme for 2025 as "Focusing on streamlining the organizational structure to be lean, efficient, effective, and efficient; promoting digital transformation; implementing Resolution 98 of the National Assembly; and fundamentally resolving the city's outstanding issues and obstacles." With so many "pillars," what solutions will Ho Chi Minh City propose to effectively implement the 2025 theme?
- The most important issues right now are:
Focus on streamlining the political system's organizational structure to be lean, strong, efficient, effective, and efficient, in accordance with the Central Committee's directives; continue to innovate, improve, and enhance the quality and effectiveness of the political system and its advisory and support agencies. Concentrate on leading and closely directing the preparation and successful organization of grassroots and higher-level Party congresses, as well as the Ho Chi Minh City Party Congress for the 2025-2030 term.
Continue to effectively implement the next steps following personnel planning; strengthen training, fostering, and improving the level of political theory, professional expertise, leadership and management skills, and practical experience associated with current positions and planning; standardize the cadre team; promote rotation to train and develop cadres through practical experience at the grassroots level, contributing to building a team of leading and managerial cadres that meets the requirements of building and developing the city, in line with Conclusion No. 14 of the Politburo on the policy of encouraging and protecting dynamic and creative cadres for the common good and the Action Programs of the Ho Chi Minh City Party Committee implementing Resolution No. 31 of the Politburo and Resolution No. 98/2023/QH15 of the National Assembly.
Strengthen the accountability of leaders in directing and managing administrative reform, administrative procedure reform, and the results of implementing administrative reform targets. The city will continue to study and apply Resolution No. 98/2023/QH15 to address difficulties, obstacles, and "bottlenecks" in various sectors and fields in practice, especially in mobilizing resources for investment and development; and promote the implementation of central government mechanisms and policies to support business development.
Rapid and strong development based on technology.
In the current stage, the construction and development of Ho Chi Minh City cannot be separated from digital transformation. The city's rapid and sustainable development is based on science and technology, innovation, digital transformation, and a knowledge-based economy. Digital transformation goes hand in hand with green transformation, and the development of green industries is closely linked to digital industries. Prioritizing investment in digital infrastructure development to create new development spaces is essential; it must be prioritized, modernized, and positioned ahead to promote digital transformation, the development of the digital economy, and the digital society. Developing a digital society and popularizing digital skills will enable citizens to access knowledge, actively participate, and equally benefit from the achievements of the digital transformation process, working together to build an inclusive and comprehensive digital society.
