Attending the meeting were Deputy Prime Ministers : Tran Hong Ha, Le Thanh Long, Ho Duc Phoc, Mai Van Chinh; leaders of ministries, branches and agencies under the Government.
The meeting discussed and gave opinions on three contents: the draft Law amending and supplementing a number of articles of the Law on Judicial Records; the draft Law on Vietnam Civil Aviation (amended); and the Government 's proposal on the legislative program for 2026.
Giving opinions on the contents for the presiding agencies to continue to complete and report to competent authorities, Prime Minister Pham Minh Chinh requested that the dossiers of the draft laws need to clarify the contents to be omitted, the contents to be amended and completed, the contents to be supplemented, the contents to be cut down and simplified in administrative procedures, the contents to be decentralised and delegated, the issues with different opinions and other issues that need to be reported.

The Prime Minister emphasized that the building and improvement of institutions and laws requires the timely and complete institutionalization of the Party's guidelines and policies and the State's policies; the spirit is "what is ripe, clear, proven to be correct in practice, effectively implemented, and agreed upon and supported by the majority" should be legalized and applied in practice; issues that are still fluctuating and complicated must continue to be researched, improved, and gradually expanded, without perfectionism or haste.
Promote decentralization and delegation of power along with resource allocation, improve enforcement capacity for subordinates and strengthen inspection and supervision; strongly shift from "pre-inspection" to "post-inspection"; take people and businesses as the center and subject, further promote administrative reform, cut procedures, reduce hassles, time and compliance costs for people and businesses.

The law needs to be regulated in a framework and principled manner, only regulating issues under the authority of the National Assembly; assigning the Government to regulate specific issues in detail, ensuring flexibility, suitability with practical conditions and the rapid changes and development of society.
The Prime Minister requested that laws be developed in a scientific spirit, closely following reality, respecting reality, starting from reality, taking reality as a measure; immediately removing obstacles and inadequacies caused by legal regulations; creating a complete legal corridor for new issues and new trends (private economic development, science and technology development, innovation, digital transformation, etc.); what the private sector and enterprises do better than the state should be left to the private sector and enterprises.
