Today, May 6th, the Provincial National Assembly Delegation, including Deputy Head of the Delegation Hoang Duc Thang; Standing Vice Chairman of the Provincial People's Committee Ha Sy Dong; Commander of the Provincial Military Command, Colonel Nguyen Huu Dan; and Deputy Head of the Provincial Ethnic Affairs Committee Ho Thi Minh, met with voters before the 7th session of the 15th National Assembly in Trieu Nguyen commune (Dakrong district), Ward 3 (Dong Ha city); and officials, union members, and workers in the province.

At the meetings, the Provincial National Assembly Delegation reported on the content and program of the 7th session of the 15th National Assembly to the voters. Many opinions highly appreciated the planned content of the session and expressed confidence that the National Assembly would fulfill its role and responsibilities, consider and decide on important issues, and contribute to the country's development.
In addition, the quality of the Provincial National Assembly Delegation's activities in the past period was highly appreciated, demonstrating the responsibility of elected representatives, effectively acting as a bridge between voters and the National Assembly, and helping many recommendations to be addressed effectively.
Protecting the rights and interests of union members and workers.
Expressing their thoughts and aspirations, voters who are officials, union members, and workers in the province requested that the National Assembly promptly implement solutions to protect the rights of union members and workers. Specifically, they requested solutions to limit the situation where workers' social insurance benefits are "suspended" due to inefficient business operations leading to dissolution, bankruptcy, or the deliberate absconding of business owners.
There is a need for clearer regulations on the proactive supervisory role of trade unions in the Trade Union Law to improve the effectiveness of trade union supervision, promptly detect shortcomings and disputes, and prevent strikes and work stoppages.

The proposal suggests lowering the retirement age for preschool teachers compared to the general retirement age stipulated in the Labor Code due to the unique nature of the profession. While the minimum number of years of social insurance contributions is reduced to 15, the pension received would be significantly lower. It is proposed that policies be implemented to share the burden and provide support for workers with low pension incomes.
There is a need for more preferential policies for female workers regarding maternity benefits from pregnancy to postpartum, and care for sick children. It is proposed that when amending the Social Insurance Law, the National Assembly should consider and regulate the exchange of years of social insurance contributions exceeding the maximum pension entitlement period, allowing them to retire early if they have not yet reached the retirement age.
We propose adding a boarding allowance for staff of ethnic minority boarding schools, similar to that for teachers in ethnic minority boarding schools, when implementing the new salary policy.
We propose that the National Assembly and relevant authorities consider removing obstacles and researching additional policies for recruiting trade union officials to attract experienced and mature trade union officials from the grassroots level. We also suggest reviewing the provisions in the Trade Union Law regarding the appropriate and reasonable duration of service for grassroots trade union officials, avoiding the "one-size-fits-all" approach seen in other workers' organizations as stipulated in the Labor Code.
Focus on resolving local issues.
Voters in Ward 3, Dong Ha City, have requested a satisfactory resolution regarding land acquisition and resettlement for construction projects in the area, such as the cable-stayed bridge and Fidel Park. They also requested action to address the encroachment on public land after the Fidel Park project, specifically to invest in drainage systems and resolve environmental pollution issues for residents living near the area.
Focus on resolving difficulties and obstacles in granting land use rights certificates to residents living and producing stably in Khe Lap neighborhood, and upgrading the road leading into the neighborhood. Address the issue of "suspended" planning in Ward 3 to create conditions for residents to settle and produce. Resolve obstacles in implementing regulations on resolving policy issues, creating conditions for resolving current backlog cases.

Voters in Trieu Nguyen commune, Dakrong district, said that the agricultural land south of the Thach Han River in Trieu Nguyen commune has a fairly large area, and people have a need to develop livestock farming, production, and are looking towards developing new residential areas. Currently, some households have invested in building farms.
The Triệu Nguyên Commune People's Committee has planned residential land here; however, the access road is very far (6-10 km) and frequently flooded during the rainy season. Therefore, we hope that leaders at all levels will pay attention and support the construction of a pedestrian bridge connecting the southern part of the river, creating favorable conditions for the people to live and engage in livestock farming.
In addition, attention should be paid to repairing and upgrading Route 588a to facilitate safer and more convenient travel for residents of Trieu Nguyen and Ba Long communes. Early investment and upgrading of the Xuan Lam village clean water project and the Nha Trieu stream clean water project, which are currently in disrepair, is also necessary to supplement the supply of clean water for the local population.
Prioritize investment in riverbank erosion control systems in the area. Support the people of Trieu Nguyen with several models of high -economic- value fruit tree cultivation, suitable for the local climate and soil, and developed in a commercial direction...

Deputy Head of the Provincial National Assembly Delegation Hoang Duc Thang and Standing Vice Chairman of the Provincial People's Committee Ha Sy Dong stated that the voters' recommendations are very legitimate and need to be addressed. They also requested that relevant departments, agencies, and localities consider and provide explanations for issues within their jurisdiction.
Based on that, departments, agencies, and localities reported in detail on issues of concern to voters, and also presented a roadmap for resolving them as soon as possible. The Provincial National Assembly Delegation received recommendations within the authority of the National Assembly and the Government to study, synthesize, and send to the competent authorities in order to develop appropriate policies and strict legal regulations to ensure the rights of voters.
