On July 4th, Mr. Nguyen Dinh Long, Principal of Nguyen Binh Khiem Private Primary School (Buon Ma Thuot ward, Dak Lak province ), announced that the school has received permission from the competent authorities to convert its status from a private school to a privately-run school.
The new name after the conversion is Nguyen Binh Khiem Primary School. This school is a private primary education institution with legal personality, its own seal and bank account as prescribed by law; its duties and powers are carried out in accordance with current laws.

As reported by Tien Phong newspaper, for nearly 12 years, Nguyen Binh Khiem Private Primary School has been struggling to change its school type. Meanwhile, Clause 1, Article 9 of Circular No. 11/2009 stipulates that this procedure should only take 30 days.
Nguyen Binh Khiem Private Primary School, formerly Le Hong Phong Secondary School (Level I), was established in 1992 under the management of the Buon Ma Thuot City Youth Union.

In 1997, the Dak Lak Department of Education and Training appointed Mr. Nguyen Dinh Long as the Principal. Also in that year, the Dak Lak Provincial People's Committee decided to lease 4,815 square meters of land for the construction of the school.
The school has a total investment of over 3.5 billion VND. Dak Lak province contributed 140 million VND, and the construction costs came from the school's own capital, bank loans, and share capital. The investor is the Chairman of the Board of Directors.
Following the decision, the Buon Ma Thuot City Youth Union assigned Principal Nguyen Dinh Long to mobilize funds for school construction and organize activities in accordance with the regulations of the Ministry of Education and Training .
In 2001, the Ministry of Education and Training issued regulations on the organization and operation of non-public schools. According to these regulations, Nguyen Binh Khiem School met the requirements to become a private school.
However, since 2013, the People's Committee of Buon Ma Thuot City (formerly) has repeatedly requested additional documents for the conversion process, which it has refused to approve.
In 2024, the school sued the People's Committee of Buon Ma Thuot City (formerly) for violating the law by failing to change its type of institution. Judgment No. 37/2025 ordered the People's Committee to comply with regulations.
Regarding this matter, the People's Committee of Dak Lak province has been closely monitoring the situation. The province has also assigned relevant departments and units to coordinate with the People's Committee of Buon Ma Thuot city (formerly) to definitively resolve the procedures for converting the type of Nguyen Binh Khiem School.
However, the People's Committee of Buon Ma Thuot City (formerly) was slow in implementing the plan, so on June 21, the People's Committee of Dak Lak province issued a document criticizing the action, demanding clarification of the responsibilities of the individuals involved, and directing that if the task is not completed on time (before June 30), the individuals and groups will be held accountable under the law.
