On December 9th, at the Nho Quan District Cultural Center, National Assembly Vice Chairwoman Nguyen Thi Thanh; Vice Chairwoman and Secretary General of the Central Committee of the Vietnam Fatherland Front Nguyen Thi Thu Ha; Ninh Binh Provincial Party Secretary Doan Minh Huan; and Chairman of the Provincial Party Committee's Inspection Committee and Head of the Ninh Binh Provincial National Assembly Delegation Dinh Viet Dung held a meeting with voters in Nho Quan district.

During the meeting, in a frank manner, voters reflected on the current situation, noting that existing regulations on the regime and policies for teachers and education management staff lack uniformity and even overlap, causing difficulties in practical application. Voters requested that the National Assembly and the Government direct the prompt resolution of this issue, establishing appropriate regimes and policies for civil servants working in provincial and district-level education management agencies to recruit and assign highly qualified professionals to work in order to meet the educational tasks in the current period.
In addition, voters requested that the competent authorities issue regulations and sanctions for violations committed by whistleblowers who are not officials, civil servants, or Party members; and requested the issuance of regulations and guidelines on mass complaints with the same content to ensure uniformity and facilitate the handling of complaints.

Regarding the issue of administrative unit reorganization, voters requested attention and support for merged communes in terms of funding and infrastructure; consideration and resolution for those who voluntarily retire due to redundancy; and the implementation of specific policies to encourage voluntary retirement, creating conditions for those who have not yet reached retirement age to receive retirement benefits.
Regarding issues within the district, voters requested guidance to resolve difficulties in certain cases when changing the person entitled to the martyr worship allowance; requested the competent authority to invest in upgrading and asphalt paving National Highway 12B from the Rịa Junction in Phú Lộc commune to Nho Quan town; and requested specific regulations on the authority to assign organizations and individuals to invest in, reclaim, restore, and improve land...

During the meeting, leaders of several departments and agencies in Ninh Binh received and addressed opinions within the purview of their respective agencies and units.
On behalf of the Provincial Delegation of National Assembly Deputies, Vice Chairwoman Nguyen Thi Thanh expressed gratitude for the heartfelt and responsible opinions of the voters. At the same time, the Vice Chairwoman also engaged in discussions to clarify recommendations related to the drafting of the Law on Teachers; recommendations related to the reorganization of administrative units; and the Law on Bidding.
The Vice Chairwoman of the National Assembly affirmed: With the National Assembly Standing Committee issuing a Resolution on the reorganization of district and commune-level administrative units, Ninh Binh will have much work to do. 'This is both an honor and a great responsibility, placed on the shoulders of officials, Party members, and the people throughout the province. Therefore, I propose that the province needs to make even greater efforts to strive to achieve the goal of building Ninh Binh into a centrally-governed city with the characteristics of a millennium heritage city by 2035,' Ms. Nguyen Thi Thanh affirmed.
