Organizing the 16th session of the 15th Provincial People's Council

Attending the meeting were comrades: Doan Minh Huan, Member of the Central Committee of the Party, Secretary of the Provincial Party Committee; Mai Van Tuat, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; and Pham Quang Ngoc, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee.

Also attending were members of the Provincial Party Standing Committee; the Standing Committee of the Provincial People's Council; leaders of the Provincial People's Committee; the Provincial Delegation of the National Assembly; the Chairman of the Provincial Committee of the Vietnam Fatherland Front; members of the Provincial People's Council; leaders of several provincial departments and agencies; and the Chairmen of the People's Committees of districts and cities.

Opening of the 16th Session of the 15th Provincial People's Council
Comrade Mai Van Tuat, Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council, delivered the opening speech at the session.

In his opening remarks at the session, Comrade Mai Van Tuat, Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council, stated: In order to promptly decide on unforeseen matters within its authority and contribute to promoting the socio -economic development of the province, at this session, the Provincial People's Council will carry out personnel work within its authority and consider, discuss, and approve eight draft resolutions on the economy, budget, and planning.

To ensure the success of the session, the Chairman of the Provincial People's Council requested that the delegates uphold a high sense of responsibility, promote democracy, focus their intellect, and actively participate in discussions and contribute opinions on the contents presented at the session so that the resolutions passed by the Provincial People's Council are of high quality and can be quickly implemented; contributing to the achievement of the socio-economic development goals for 2023 and the following years of the province, meeting the requirements and aspirations of voters and the people of the province.

The session heard presentations on the issuance of: a draft resolution on amending and supplementing a number of articles of the Regulation on the decentralization of revenue sources, expenditure tasks and percentage distribution of revenue between budgets of local governments in Ninh Binh province, issued together with Resolution No. 94/2021/NQ-HĐND dated September 27, 2021 of the Ninh Binh Provincial People's Council and Resolution No. 80/2022/NQ-HĐND dated December 9, 2022 of the Ninh Binh Provincial People's Council amending and supplementing a number of articles of the Regulation on the decentralization of revenue sources, expenditure tasks and percentage distribution of revenue between budgets of local governments in Ninh Binh province, issued together with Resolution No. 94/2021/NQ-HĐND dated September 27, 2021 of the Ninh Binh Provincial People's Council.

The group of proposals includes: a proposal on adjusting the investment policies for public investment projects; a proposal on issuing a Resolution supplementing the provincial budget for 2023 for Tam Diep city to implement works and projects; a proposal on adjusting the Ninh Binh Provincial Forest Protection and Development Plan for the period 2013-2020; and a proposal on adjusting the 2023 public investment plan using state budget funds.

The session also heard the report on the verification results of the Economic and Budget Committee. The report affirmed that the draft resolutions submitted by the Provincial People's Committee to the Provincial People's Council at the session were within the proper authority and complied with the prescribed procedures. These were all contents implementing regulations of the Central Government and requirements from practical needs, creating a legal basis for implementation, contributing to socio-economic development and ensuring security and defense in the province. The draft resolutions had been unanimously approved by the Provincial Party Standing Committee for submission at the 16th session of the 15th Provincial People's Council. The Economic and Budget Committee proposed that the Provincial People's Council approve six draft resolutions and also suggested supplementing and amending some contents of two draft resolutions to ensure legal basis.

With a sense of responsibility, the delegates enthusiastically discussed the reports and proposals. Through the discussions, the delegates highly appreciated the proposals and draft resolutions, noting their serious preparation, quality, and adherence to prescribed procedures. To contribute to the refinement of the drafts, many delegates focused their discussions on the legal basis, practical foundation, and resources for implementation, ensuring that the resolutions, once adopted, would be highly feasible.

Speaking at the meeting, Comrade Pham Quang Ngoc, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, clarified several issues of concern to the delegates, such as: criteria and standards for environmental protection fees in mineral exploitation activities; the medium-term public investment plan; resolutions related to fire prevention and fighting; and regulations on the decentralization of revenue sources, expenditure tasks, and the percentage distribution of revenue between the budgets of different levels of local government.

During the discussion, several relevant departments also responded and clarified some of the issues that the delegates were concerned about.

Also at the session, the Provincial People's Council proceeded to dismiss the following individuals from their positions as members of the Ninh Binh Provincial People's Committee, 15th term, 2021-2026: Vu Manh Duong, former Director of the Department of Health ; Dinh Van Tien, Provincial Party Committee member, Secretary of the Ninh Binh City Party Committee, former Director of the Department of Natural Resources and Environment; and Cao Truong Son, Provincial Party Committee member, Secretary of the Yen Mo District Party Committee, former Director of the Department of Construction. The resolution confirming the results of the dismissal from the positions of members of the Ninh Binh Provincial People's Committee, 15th term, 2021-2026, was immediately passed by the Provincial People's Council.

The Provincial People's Council also dismissed Mr. Nguyen Hoang Ha, a member of the Provincial Party Committee and Vice Chairman of the Ninh Binh Provincial People's Council, from his position as Vice Chairman of the Ninh Binh Provincial People's Council, 15th term, 2021-2026. Previously, on November 7, 2023, Mr. Nguyen Hoang Ha was transferred by the Provincial Party Standing Committee to the position of Chairman of the Vietnam Fatherland Front Committee of Ninh Binh province for the 2019-2024 term, and appointed as Secretary of the Party Committee of the Vietnam Fatherland Front Committee of Ninh Binh province. The resolution confirming the dismissal of Mr. Nguyen Hoang Ha from his position as Vice Chairman of the Ninh Binh Provincial People's Council, 15th term, 2021-2026, was subsequently voted on and approved by the Provincial People's Council.

On behalf of the Standing Committee of the Provincial People's Council, Comrade Bui Hoang Ha, Member of the Provincial Party Committee Standing Committee and Standing Vice Chairman of the Provincial People's Council, acknowledged and highly appreciated the contributions of former Vice Chairman of the Provincial People's Council Nguyen Hoang Ha and former members of the Provincial People's Committee: Dinh Van Tien, Cao Truong Son, and Vu Manh Duong, to the development of the province in general and the activities of the Provincial People's Council and Provincial People's Committee in particular. He also requested that in the future, these comrades continue to contribute to the activities of the province as well as the activities of the Provincial People's Council and its delegate groups. Regarding Comrade Nguyen Hoang Ha's new position as Chairman of the Vietnam Fatherland Front Committee of the province, he will continue to improve the effectiveness of coordination between the Standing Committee of the Vietnam Fatherland Front Committee of the province and the Standing Committee of the Provincial People's Council in engaging with voters and compiling their opinions and recommendations, thereby contributing to further improving the quality and effectiveness of the elected body's activities.

At the session, the Provincial People's Council voted to approve 8 draft resolutions.

In his closing remarks at the session, Comrade Mai Van Tuat, Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council, affirmed: After a period of diligent and active work in a democratic and responsible spirit, the 16th session of the 15th Provincial People's Council successfully completed its agenda and program. The delegates of the Provincial People's Council demonstrated a sense of responsibility, engaging in discussions and contributing many insightful and relevant opinions on the session's contents and issues of concern to voters and the people of the province; unanimously voting to approve eight draft resolutions on the economy, budget, and planning with very high consensus.

The resolutions recently passed at the session accurately reflect the practical situation, align with the aspirations of voters, and reflect the province's budgetary capacity. They also create a foundation and favorable conditions for implementing mechanisms and policies in accordance with the law, contributing to economic development, ensuring social welfare, and successfully implementing the resolutions of the Provincial Party Committee, Provincial People's Council, and Provincial People's Committee on socio-economic development, national defense and security, and the building of the province's political system in 2023 and subsequent years.

To effectively implement the resolutions passed by the Provincial People's Council, the comrade requested that immediately after this session, all levels, sectors, localities, and mass media agencies, as well as the members of the Provincial People's Council, effectively carry out information and propaganda work on the results of the session. The Provincial People's Committee should direct the effective implementation of the resolutions passed by the Provincial People's Council. The Standing Committee of the Provincial People's Council, the Committees of the Provincial People's Council, the delegate groups, and the members of the Provincial People's Council, according to their functions and duties, should closely coordinate with the Provincial Committee of the Vietnam Fatherland Front to strengthen monitoring activities on the implementation, ensuring the effectiveness and efficiency of the resolutions that have been issued.

The Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council also noted: With only over 20 days left until the 2023 year-end regular session of the Provincial People's Council, in the spirit of innovation and quality improvement, to prepare well for the session's contents, the Provincial People's Committee is requested to direct specialized agencies to urgently prepare reports, submissions, and draft resolutions to be presented at the session, ensuring progress, quality, and timeliness as prescribed. The Committees of the Provincial People's Council should proactively coordinate with relevant agencies to review reports, submissions, and draft resolutions, ensuring compliance with legal regulations and suitability to the local situation.
