Speaking at the opening of the session, Comrade Mai Van Tuat, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council said: In order to promptly decide on urgent matters within its authority, contributing to promoting the socio -economic development of the province, at this session, the Provincial People's Council carried out personnel work within its authority and reviewed, discussed and approved 8 draft resolutions on economy, budget and planning.
For the success of the session, the Chairman of the Provincial People's Council requested the Provincial People's Council delegates to uphold their sense of responsibility, promote democracy, concentrate their intelligence, actively participate in discussions, and contribute opinions to the contents presented at the session so that the resolutions of the Provincial People's Council are of good quality and quickly implemented; contributing to the completion of the socio-economic development goals of the province in 2023 and the following years, meeting the requirements and aspirations of voters and people in the province.
The meeting heard reports on the promulgation of: a draft resolution on amending and supplementing a number of articles of the Regulation on decentralization of revenue sources, expenditure tasks and percentage of revenue sharing among the budgets of local authorities of Ninh Binh province issued together with Resolution No. 94/2021/NQ-HDND dated September 27, 2021 of the Ninh Binh Provincial People's Council and Resolution No. 80/2022/NQ-HDND dated December 9, 2022 of the Ninh Binh Provincial People's Council amending and supplementing a number of articles of the Regulation on decentralization of revenue sources, expenditure tasks and percentage of revenue sharing among the budgets of local authorities of Ninh Binh province issued together with Resolution No. 94/2021/NQ-HDND dated September 27, 2021 of the Provincial People's Council.
Group of reports on adjusting investment policies for public investment projects; Report on issuing a Resolution on supplementing the provincial budget target for 2023 for Tam Diep city to implement works and projects; Report on adjusting the Forest Protection and Development Plan of Ninh Binh province for the period 2013 - 2020; Report on adjusting the Public Investment Plan for 2023 with State budget capital.
The meeting also heard the report on the results of the examination of the Economic - Budget Committee. The report affirmed: The draft resolutions submitted by the Provincial People's Committee to the Provincial People's Council at the meeting were within their authority, ensuring the prescribed format. These are all contents implementing the regulations of the Central Government and requirements from practice, creating a legal basis for implementation, contributing to socio-economic development, ensuring security and defense in the province. The draft resolutions were unanimously approved by the Standing Committee of the Provincial Party Committee to be submitted at the 16th session of the 15th Provincial People's Council. The Economic - Budget Committee proposed that the Provincial People's Council approve 6 draft resolutions and also proposed to supplement and edit some contents for 2 draft resolutions to ensure the legal basis.
With a sense of responsibility, the delegates enthusiastically discussed the reports and submissions. Through the discussion, the delegates highly appreciated the submissions and draft resolutions which were seriously prepared, of high quality, and ensured the processes and procedures according to regulations. To contribute to the completion of the drafts, many delegates focused on discussing and giving comments on the legal basis, practical basis, and implementation resources, ensuring that the resolutions when passed have high feasibility.
Speaking at the meeting, Mr. Pham Quang Ngoc, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, clarified a number of issues that delegates were interested in, such as: criteria and standards for environmental protection fees in mineral exploitation activities; medium-term public investment plans; resolutions related to fire prevention and fighting; Regulations on decentralization of revenue sources, expenditure tasks and percentages of revenue sharing between budgets of local authorities at all levels.
During the discussion, a number of relevant departments also responded and clarified a number of issues that delegates were concerned about.
Also at the meeting, the Provincial People's Council dismissed the following comrades from the position of member of the Ninh Binh Provincial People's Committee, term XV, 2021-2026: Vu Manh Duong, former Director of the Department of Health ; Dinh Van Tien, Provincial Party Committee member, Secretary of the Ninh Binh City Party Committee, former Director of the Department of Natural Resources and Environment; Cao Truong Son, Provincial Party Committee member, Secretary of the Yen Mo District Party Committee, former Director of the Department of Construction. The resolution on confirming the results of the dismissal of the position of member of the Ninh Binh Provincial People's Committee, term XV, 2021-2026 was voted and approved by the Provincial People's Council immediately afterwards.
The Provincial People's Council also dismissed comrade Nguyen Hoang Ha, member of the Provincial Party Committee and Vice Chairman of the Provincial People's Council, term XV, 2021-2026, from the position of Vice Chairman of the Provincial People's Council. Previously, on November 7, 2023, comrade Nguyen Hoang Ha was transferred by the Provincial Party Committee Standing Committee to hold the position of Chairman of the Provincial Vietnam Fatherland Front Committee for the term 2019-2024, and appointed to hold the position of Secretary of the Party Delegation of the Provincial Vietnam Fatherland Front Committee. The resolution on confirming the results of the dismissal of the position of Vice Chairman of the Provincial People's Council, term XV, 2021-2026 was voted and approved by the Provincial People's Council immediately afterwards.
On behalf of the Standing Committee of the Provincial People's Council, Comrade Bui Hoang Ha, Member of the Standing Committee of the Provincial Party Committee, Standing Vice Chairman of the Provincial People's Council acknowledged and highly appreciated the contributions of former Vice Chairman of the Provincial People's Council Nguyen Hoang Ha and former members of the Provincial People's Committee: Dinh Van Tien, Cao Truong Son; Vu Manh Duong to the development of the province in general and the activities of the Provincial People's Council and Provincial People's Committee in particular. At the same time, he requested that in the coming time, the comrades continue to make contributions to the activities of the province as well as the activities of the Provincial People's Council and the delegations of the Provincial People's Council. For Comrade Nguyen Hoang Ha, in his new position as Chairman of the Provincial Vietnam Fatherland Front Committee, he will continue to improve the effectiveness of coordination between the Standing Committee of the Provincial Vietnam Fatherland Front Committee and the Standing Committee of the Provincial People's Council in meeting voters and synthesizing voters' opinions and recommendations, thereby contributing to further improving the quality and effectiveness of the activities of the elected body.
At the meeting, the Provincial People's Council voted to approve 8 draft resolutions.
In his closing speech, Mr. Mai Van Tuat, Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council, affirmed: After a period of working urgently and actively with a spirit of democracy and responsibility, the 16th session of the 15th Provincial People's Council has successfully completed the contents and agenda. The delegates of the Provincial People's Council have promoted their sense of responsibility, discussed and contributed many profound and accurate opinions to the contents of the session, issues that voters and people in the province are interested in; unanimously voted to pass 8 draft resolutions on economy, budget and planning with a very high consensus.
The resolutions just passed at the meeting closely reflect the practical situation, in line with the aspirations of voters and the province's budget balancing capacity. At the same time, they create a foundation and favorable conditions for implementing mechanisms and policies in accordance with the provisions of law, contributing to creating a driving force to promote economic development, ensure social security, and successfully implement the resolutions of the Provincial Party Committee, People's Council, and Provincial People's Committee on socio-economic development, ensuring national defense, security and building the province's political system in 2023 and the following years.
To effectively implement the resolutions passed by the Provincial People's Council, he requested that immediately after this session, all levels, sectors, localities, mass media agencies, and provincial People's Council delegates should effectively disseminate information and propaganda on the results of the session. The Provincial People's Committee directs the implementation of the resolutions passed by the Provincial People's Council. The Standing Committee of the Provincial People's Council, the Committees of the Provincial People's Council, the delegations and the provincial People's Council delegates, according to their functions and tasks, closely coordinate with the Provincial Vietnam Fatherland Front Committee to strengthen supervision activities on the implementation, ensuring the effectiveness and efficiency of the resolutions that have been issued.
The Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council also noted: There are only more than 20 days left until the regular meeting at the end of 2023 of the Provincial People's Council. In the spirit of innovation and quality improvement, in order to well prepare the meeting contents, the Provincial People's Committee is requested to direct specialized agencies to urgently prepare reports, submissions, and draft resolutions to submit to the meeting to ensure progress, quality, and time as prescribed.
