Overview of the visit to Vietnam of the General Secretary, President of Laos and his wife

VOV.VN - Lao Party General Secretary and President Thongloun Sisoulith, along with his wife Naly Sisoulith and a high-level delegation from the Lao Party and State, visited Vietnam from September 10 to 13 at the invitation of Vietnamese Party General Secretary and President To Lam and his wife.
On the morning of September 10th, the special aircraft carrying the General Secretary of the Central Committee of the Lao People's Revolutionary Party and President of the Lao People's Democratic Republic, Thongloun Sisoulith, and his wife, along with a high-level delegation from the Lao Party and State, arrived at Noi Bai International Airport in Hanoi , beginning their state visit to Vietnam at the invitation of General Secretary and President To Lam and his wife. On the morning of September 10th, the official welcoming ceremony for General Secretary and President Thongloun Sisoulith, his wife, and the high-level delegation of the Lao Party and State was held solemnly at the Presidential Palace with the highest protocol reserved for heads of state, including a 21-gun salute; General Secretary and President To Lam and his wife presided over the ceremony.
Following the successful official visit to Laos by President To Lam in July after taking office, this visit by General Secretary and President of Laos Thongloun Sisoulith and his wife further strengthens the special friendship and solidarity between the two Parties, two countries, and the people of Laos and Vietnam.
Currently, political relations between the two countries continue to strengthen and are becoming increasingly deep, close, and trustworthy. Lao-Vietnamese defense cooperation has been enhanced, contributing to maintaining peace and political stability in each country. Economically, Vietnam has invested in 256 projects in Laos worth US$5.5 billion; Lao-Vietnamese trade in the first eight months of 2024 reached US$1.3 billion; and Vietnam will import 3,000 MW of electricity from Laos by 2025.
Immediately following the official welcoming ceremony at the Party Central Headquarters, General Secretary and President To Lam held talks with General Secretary and President of Laos Thongloun Sisoulith.
During the talks, the two leaders agreed to strengthen the pillar of cooperation in defense and security, ensuring a solid foundation for each other to effectively address increasingly diverse and complex security challenges; and to actively and effectively implement protocols and cooperation plans on defense and security, contributing to maintaining political stability in each country.
Both sides also agreed to create breakthroughs in economic, cultural, and scientific-technical cooperation based on exploiting and maximizing the potential and strengths of each country, promoting substantive connectivity between the two economies in terms of institutions, infrastructure, transportation, telecommunications, and tourism, while also promoting the connectivity of the three economies of Vietnam, Laos, and Cambodia as agreed upon by the governments of the three countries.
Both sides agreed to maintain effective information exchange and assessments on the international situation, to protect each other's legitimate interests in accordance with international law, including the South China Sea issue and the sustainable use of Mekong River water resources; to consult, coordinate closely, and effectively support each other on international and regional issues and activities in multilateral forums.
During the visit, on the morning of September 10th, Mrs. Naly Sisoulith, wife of the General Secretary and President of Laos, Thongloun Sisoulith, visited Mrs. Ngo Thi Man, wife of the late General Secretary Nguyen Phu Trong, and offered incense in remembrance of the late General Secretary Nguyen Phu Trong at his private residence in Hanoi.
During their visit, on the afternoon of September 10th in Hanoi, Mrs. Ngo Phuong Ly, wife of the General Secretary and President of Vietnam, and Mrs. Naly Sisoulith, wife of the General Secretary and President of Laos, visited the Birla Children's Village in Hanoi. After more than 30 years of operation, the Birla Children's Village in Hanoi has taken in over 500 children with special circumstances, providing them with care and support. These children receive education, participate in cultural, artistic, and sports activities, and receive career counseling and job placement assistance to help them stabilize their lives and reintegrate into the community.
During his meeting with Prime Minister Pham Minh Chinh, General Secretary and President of Laos Thongloun Sisoulith extended his sincere condolences to the fraternal Vietnamese people, especially those localities and individuals affected by the natural disaster caused by Typhoon No. 3.

On the morning of September 11th, Lao Party General Secretary and President Thongloun Sisoulith and his wife laid a wreath at the Ho Chi Minh Mausoleum. The wreath bore the inscription: "President Ho Chi Minh lives on in our revolutionary cause."
Also on the morning of September 11th, Lao Party General Secretary and President Thongloun Sisoulith and his wife laid a wreath at the Monument to Vietnamese Heroes and Martyrs. The wreath bore the inscription: "Forever remembering the heroic deeds of the Vietnamese revolutionary soldiers."
On September 11th, a high-level meeting between the Communist Party of Vietnam and the Lao People's Revolutionary Party took place in Hanoi, co-chaired by General Secretary and President To Lam and General Secretary and President Thongloun Sisoulith of Laos. This is an important cooperation mechanism in the relationship between the two Parties and two countries, contributing to strengthening and further deepening the special solidarity between the two Parties, two States, and the peoples of Vietnam and Laos.
At the meeting, both sides affirmed that the Vietnam-Laos relationship is an invaluable shared asset of the two nations, an objective necessity, and the greatest source of strength for the two parties, two states, and the people of both countries, which needs to be further developed, preserved, and passed on to future generations.
General Secretary and President To Lam affirmed that the Vietnam-Laos relationship has always been a top priority in Vietnam's foreign policy. General Secretary and President Thongloun Sisoulith affirmed that, under any circumstances, Laos will work with Vietnam to consolidate, preserve, and further develop the special solidarity between Vietnam and Laos.
On the afternoon of September 11th, National Assembly Chairman Tran Thanh Man met with the General Secretary and President of Laos, Thongloun Sisoulith. During the meeting, Chairman Tran Thanh Man affirmed that the Vietnamese National Assembly continues to support and assist Laos in successfully fulfilling its roles as ASEAN Chair and AIPA 45 Chair; and is ready to share experience and provide professional support in areas where Vietnam has strengths, such as monitoring the implementation of the budget, building a legal framework, and overseeing key cooperation projects between the two countries.
Highly appreciating the cooperation between the parliaments of the two countries, General Secretary and President of Laos Thongloun Sisoulith stated that the relationship between the two parliaments is an important factor contributing to the overall success of the good relations between the two countries.
On the afternoon of September 11th, General Secretary and President To Lam of Vietnam, together with General Secretary and President of Laos Thongloun Sisoulith, met with former Vietnamese volunteer soldiers, experts, and students in Laos, as well as the younger generation of both countries. The meeting took place in a warm atmosphere, reflecting the strong friendship between Vietnam and Laos.
At the meeting, General Secretary and President Thongloun Sisoulith expressed his pride and emotion regarding the immense contributions and sacrifices of Vietnamese volunteer soldiers and experts in Laos; affirming that most battlefields in Laos bear the mark of Lao and Vietnamese soldiers; remembering the impressive images in history of soldiers from both countries standing shoulder to shoulder, sharing the same trenches, sharing joys and sorrows, supporting and helping each other, sharing rice and vegetables, sacrificing for each other to bring independence and freedom to the nation and happiness and prosperity to the people of both countries.

During the meetings, General Secretary and President of Laos Thongloun Sisoulith expressed his pleasure at returning to Ho Chi Minh City, meeting again with former President Nguyen Minh Triet and former President Truong Tan Sang, close friends and comrades of the Party, State, and people of Laos. The General Secretary and President of Laos affirmed that Laos will work together with Vietnam to continue preserving, nurturing, and passing on to future generations the fine traditions of the special Vietnam-Laos relationship.
Former President Nguyen Minh Triet and former President Truong Tan Sang highly appreciated the significance of the State visit of General Secretary and President Thongloun Sisoulith, expressing confidence that under the wise leadership of the Lao People's Revolutionary Party headed by General Secretary and President Thongloun Sisoulith, the country and people of Laos will overcome all difficulties, continue to achieve even greater new successes, successfully implement the Resolution of the 11th National Congress, and prepare for and successfully organize the 12th National Congress of the Lao People's Revolutionary Party.
