On the morning of October 16, delivering a speech at the opening session of the 18th Hanoi Party Congress, term 2025 - 2030, General Secretary To Lam said that this congress is an opportunity for cadres to reflect on themselves, set the right goals, create new momentum, new determination, new motivation, develop the capital in the new era of the nation and realize Uncle Ho's wish for the capital Hanoi.

Hanoi must create a completely new governance model.
Agreeing with the six groups of limitations and weaknesses mentioned in the political report, the General Secretary suggested that the congress should continue to deeply analyze the causes of the existing problems and limitations in order to have a policy to completely resolve them in the next term.
To help Hanoi enter a new development phase, General Secretary To Lam suggested 7 requirements and tasks to the Hanoi Party Committee.
First, building a clean and strong Party organization and political system, setting an example of action and responsibility. This is the first breakthrough axis, deciding all successes.
"Every cadre and party member must dare to think, dare to do, dare to take responsibility for the common good. Words must go hand in hand with actions, serving the people. We must radically change our thinking with a new spirit: Hanoi says what it does, does it quickly, does it correctly, does it effectively and does it to the end," said the General Secretary.
Second, Hanoi needs to put culture and creative identity at the center of all development orientations of the capital. Consider this a strong endogenous resource, the foundation for forming the intellectual capacity and growth of Hanoi, as a foundation for the capital to affirm its leading role, leading position and influence of the country in the new era.
Third, Hanoi must create a completely new governance model, capable of coordinating, leading and thoroughly solving urgent problems, while opening up a vision for long-term and sustainable development.
According to the General Secretary, Hanoi is facing urban challenges accumulated from the history of development of old apartment buildings, prolonged traffic jams, persistent air pollution, flooding during heavy rains and overloaded inner-city infrastructure.
These challenges are not only infrastructure problems but also tests of national governance capacity, and the stature and mettle of the capital.
Regarding this issue, the General Secretary asked the delegates attending the congress to discuss and agree to include it in the action program during the 18th City Party Congress term to completely resolve the four long-standing problems of the capital, which the people have been looking forward to.
The four issues include: traffic congestion; green, clean, beautiful, civilized, and hygienic urban order; environmental pollution, water pollution, air pollution; flooding in urban and suburban areas.
"To overcome this, Hanoi cannot just adjust to the old way but must create a completely new governance model: from management to creation; from overlapping and fragmented to synchronous and integrated; from short-term to sustainable, with the stature of a modern capital, capable of thoroughly solving urgent problems while opening up new dimensions of development," said the General Secretary.
According to the General Secretary, Hanoi not only maintains order but also creates breakthrough capacity, not only manages the present but also proactively shapes the future.
"We must be brave in doing things that have never been done before, be cautious in method but decisive in action to lead the thinking, standards and development model of the whole country," the General Secretary emphasized.

All policies and planning must serve the people's quality of life.
Fourth, according to the General Secretary, Hanoi must perfect the multi-polar, multi-center urban model, turning each development pole into a center. The cities are closely connected by infrastructure, considering infrastructure as the "backbone" of strategic axes and comprehensive connecting corridors.
"It is impossible to continue to compress all administrative, economic, educational, health and cultural functions into the already overloaded historical inner city area. We must reorganize the urban space according to dispersed poles while still ensuring synchronous connectivity," the General Secretary noted.
Fifth, Hanoi must be developed into a center of science, technology and innovation. This is not only a requirement for socio-economic development but also a strategic choice of national stature, demonstrating the mindset of transforming the growth model based on science, technology, talent and innovation.
Sixth, Hanoi must take people as the center and measure of development, building a humane, happy, fair, civilized capital, a model of intellectual culture to lead the nation.
According to the General Secretary, putting people at the center is not only a humanistic viewpoint but also the operating principle of a modern, smart and sustainably developed city. All policies, planning, technology and infrastructure must serve the capacity and quality of life of the people. The capital must become a city where everyone has the opportunity to study, create, start a business and contribute.
Seventh, Hanoi must maintain national defense and security, and expand regional and international cooperation.
"Hanoi must always be a strong fortress in terms of politics, security, social order and safety. Proactively grasp the situation early and from afar; effectively prevent and combat crime, especially high-tech crime and organized crime; improve capacity for natural disaster prevention and control, search and rescue, and adaptation to climate change. Take the sense of safety and peace of the people and tourists as a measure of the peace of the capital," said the General Secretary.
