
Attending the meeting were leaders from the Ministry of Education and Training and representatives from several central ministries and agencies.
Reporting at the meeting, Central Committee member and Minister of Education and Training Nguyen Kim Son stated that Resolution No. 71-NQ/TW has attracted widespread attention from teachers, parents, students, and experts, demonstrating high consensus and considering it a correct and timely step, affirming society's confidence in the strategic reforms of the education sector.
The Ministry is actively coordinating with the Central Propaganda and Mass Mobilization Department to prepare for the national conference to thoroughly understand and implement Resolution No. 71-NQ/TW; and to develop a draft Government action program to implement Resolution No. 71-NQ/TW. The draft is currently being finalized for comments from relevant ministries and agencies before being submitted to the Government.
Regarding implementation, the Ministry has integrated the tasks and solutions assigned in Resolution No. 71-NQ/TW into three draft laws and two National Assembly resolutions, including: the Law amending and supplementing a number of articles of the Law on Education; the Law on Higher Education (amended); the Law on Vocational Education (amended); the National Target Program on modernization and improvement of the quality of education and training for the period 2026-2035; and the submission to the Standing Committee of the National Assembly on supplementing the draft National Assembly Resolution on specific mechanisms and policies to implement Resolution No. 71-NQ/TW.
Regarding some specific contents that have been implemented, the Ministry of Education and Training has submitted to the Government for promulgation Decree No. 238/2025/ND-CP dated September 3, 2025, regulating policies on tuition fees, exemptions, reductions, and support for tuition fees, support for learning costs, and service prices in the field of education and training.
The Ministry of Education and Training has drafted a Decree on policies to support lunch for primary and lower secondary school students in land border communes. Currently, the Ministry of Education and Training has submitted it to the Ministry of Justice for appraisal and is expected to present it to the Government for promulgation in September 2025, in order to be applied in a timely manner for the 2025-2026 school year.

The Ministry of Education and Training has finalized the draft Decree detailing the implementation of Resolution No. 218/2025/QH15 dated June 26, 2025, of the National Assembly on universal education for children aged 3 to 5 (implemented according to a simplified procedure). It is currently being submitted to the Government for consideration and promulgation in September 2025, in order to be applied promptly from 2025-2026.
Based on proposals from 22 provinces and cities with land borders, the Ministry of Education and Training has compiled and selected a list of 100 schools (including 83 new schools and 17 schools to be renovated, upgraded, or expanded on the basis of existing facilities) in 18 out of 22 border provinces and cities for investment in 2025, to be completed before August 30, 2026, and has submitted it to the Ministry of Finance on September 8, 2025 for consideration, balancing, and allocation of funds.
These are schools that have been thoroughly reviewed by local authorities, who have prepared the necessary conditions, selected them, and proposed investment plans. The schools will receive comprehensive and modern investment, ensuring technical standards, scale, and area for classrooms and school buildings; they will have sufficient facilities to support learning, cultural and spiritual development, and living conditions. After listening to the reports and discussions, in his concluding remarks at the meeting, General Secretary To Lam stated that concretizing and developing an action program to implement Resolution No. 71 is very important, will determine the success of the Resolution, and must overcome the situation where the policy is correct but the implementation is ineffective.
The General Secretary assigned the Party Committee of the Ministry of Education and Training to take the lead and coordinate with relevant agencies to fully incorporate the opinions expressed at this meeting in order to supplement and finalize the Action Program for implementing Resolution No. 71 of the Politburo, and report it to the Government for approval.
The General Secretary noted several core contents of Resolution No. 71, including perfecting the legal framework; developing national target programs for preschool, general, and higher education; reforming the curriculum, content, and mechanisms; ensuring adequate facilities, schools, classrooms, and teachers; and addressing shortcomings and negative aspects in the education sector. These need to be institutionalized, implemented concretely, with clear responsibilities assigned, and a detailed roadmap and timeline for completion. Tasks to be implemented in 2025 should be prioritized and carried out immediately, ensuring progress and quality so that the people and society can clearly see the groundbreaking changes brought about by the resolution.

The General Secretary emphasized that the Party and the Ministry of Education and Training desire that the Resolution bring about immediate changes within the education and training sector, especially for teachers and management staff. The ultimate goal is to improve the quality of teaching and learning. The Party and the State will pay attention and create all conditions for the sector to successfully achieve the goals outlined in the Resolution.
The General Secretary instructed the Central Organization Department to research, design, and build a rational Party organizational system within the education sector, ensuring the Party's direct and comprehensive leadership role in education and training, avoiding formalism; and especially to encourage the recruitment of Party members among students.
The Central Propaganda and Mass Mobilization Department, in coordination with the Central Party Office and relevant agencies, will meticulously prepare the content and program for the Conference to disseminate Resolution No. 71 along with other Resolutions. The implementation of the Resolution must ensure enthusiasm, excitement, and shared determination throughout the entire political system, especially among teachers.
