The People's Committee of Ho Chi Minh City has just issued an urgent document directing the implementation of the project to review, arrange, and assign cadres, civil servants, and public employees in communes, wards, and special zones in the city.
Mobilizing and arranging specialized civil servants
Accordingly, the Chairman of the Ho Chi Minh City People's Committee assigned the Department of Science and Technology, the Digital Transformation Center, the Department of Finance, the Department of Health, the Department of Construction, the Department of Agriculture and Environment to proactively coordinate with the People's Committees at the commune level that are lacking civil servants to carry out the mobilization and arrangement of civil servants with expertise and experience, meeting the requirements of the tasks according to the content assigned in the project.
The mobilization and reinforcement of civil servants and public employees at the commune level must ensure the maintenance of personnel to perform the tasks and activities of current agencies and units.
In case the existing personnel are not sufficient to mobilize and strengthen, report to the City People's Committee, through the Department of Home Affairs for synthesis, to consider and direct solutions to ensure personnel for the People's Committee at the commune level.
The Chairman of the People's Committee at the commune level needs to proactively report to the Standing Committee, the Standing Committee of the Party Committee, and the Vietnam Fatherland Front Committee at the commune level to review, mobilize, and arrange between the Party, Mass Organizations, and the government within the commune-level administrative unit and other commune-level administrative units; closely coordinate with relevant agencies and units to synchronously deploy solutions in the project; complete the arrangement and assignment of cadres, civil servants, and public employees before December 20.
At the same time, develop a project on job positions and the structure of civil servant ranks in specialized departments and administrative organizations under the People's Committees at the commune level; a project on job positions and the structure of professional titles of civil servants in public service units under the People's Committees at the commune level according to regulations, submit to competent authorities for approval to implement the arrangement and assignment of cadres, civil servants and public employees to ensure professional qualifications and tasks.
Agencies and units also develop plans to streamline staff according to the guidance of the City People's Committee; make a list of subjects to streamline staff and estimate the subsidy amount for each subject to streamline staff.
Note that only mobilize qualified civil servants with working experience at the People's Committee at the commune level that are in surplus to arrange suitable job positions at the People's Committee at the commune level that are in shortage.
The Chairman of the Ho Chi Minh City People's Committee directed the heads of the city's departments, branches, and sectors, and the Chairmen of the People's Committees at the commune level to fully implement the contents of the project; strictly implement the principle of democratic centralism, ensure that the work of mobilization, secondment, and reinforcement must be carried out publicly, democratically, objectively, impartially, and select the right cadres, civil servants, and public employees who meet the requirements of the job position.
At the same time, it is necessary to do a good job of ideological work to create consensus and promote exemplary behavior among cadres, party members, civil servants and public employees; especially in cases assigned, arranged, mobilized and rotated by competent authorities.
Accepting civil servants into public service
The Chairman of the Ho Chi Minh City People's Committee assigned the Department of Home Affairs to guide, urge, inspect and supervise the implementation of mobilization, arrangement and assignment of cadres, civil servants and public employees of agencies and units.
Advise the City People's Committee to decide on assigning and adjusting the staffing of civil servants of the People's Committee at the commune level to implement the mobilization, arrangement and assignment of cadres and civil servants; advise on the reception of civil servants and non-professional workers at the request of relevant departments, branches and People's Committees at the commune level.
The Department of Home Affairs also coordinates with the Department of Finance to advise the City People's Committee to direct and guide the Chairman of the Commune People's Committee to develop an annual plan to streamline the payroll; make a list of subjects to streamline the payroll and make a budget estimate to implement the payroll streamlining in accordance with regulations.
The Department of Home Affairs presides over and coordinates with the City Party Committee's Organizing Committee to advise the City People's Committee to propose the Central Organizing Committee, the Government, and the Ministry of Home Affairs to issue regulations on policies and regimes to ensure similarity between cadres, civil servants, and public employees of the government sector and cadres, civil servants, and public employees of the Party sector when implementing the two-level local government model.
