On December 8, the Vietnam Fatherland Front Committee of Ho Chi Minh City held the first consultation conference to agree on the structure, composition and number of people from agencies, organizations and units nominated to run for the 16th National Assembly , term 2026 - 2031. This event plays an important role in the consultation and introduction of candidates for the National Assembly, contributing to the democratization process in choosing representatives for the people.
The conference was chaired by Deputy Secretary of the City Party Committee, Chairman of the Vietnam Fatherland Front Committee of Ho Chi Minh City Nguyen Phuoc Loc.
In his opening speech, Mr. Nguyen Phuoc Loc thoroughly grasped the direction of General Secretary To Lam at the National Conference on the implementation of the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term. Mr. Loc emphasized that the election is an important political event, requiring consultation work to be conducted democratically, objectively, publicly and transparently; ensuring the promotion of the people's mastery and the role of the Vietnam Fatherland Front in introducing and supervising the quality of candidates.

Mr. Loc suggested that delegates carefully study, discuss responsibilities, consider the expected structure, composition, and number of people recommended by agencies, organizations, and units of the city to run for the 16th National Assembly, in accordance with the allocation of the National Assembly Standing Committee and close to the practical situation of Ho Chi Minh City. The results of the first consultation are an important basis for the next steps to be implemented on schedule and according to regulations.
At the conference, Vice Chairman of the Ho Chi Minh City People's Council Nguyen Truong Nhat Phuong presented the expected allocation of delegates. Accordingly, Ho Chi Minh City was allocated 38 delegates to the 16th National Assembly, including 17 delegates introduced by the Central Government and 21 delegates residing and working in the locality introduced by the city's agencies and organizations.
The construction of the structure and allocation of personnel is carried out according to the principles of democracy, impartiality, transparency, focusing on the quality of candidates; ensuring representation among the following groups: Party, government, Fatherland Front and socio-political organizations, armed forces, administrative and public service agencies, economic organizations and grassroots representatives.
The delegates discussed enthusiastically and proposed adjustments to a number of structures to suit the reality of Ho Chi Minh City, including: increasing the number of Chinese ethnic representatives; adding representatives of the Vietnam Fatherland Front of Ho Chi Minh City; and adding representatives of the private economic sector.
The conference unanimously voted to approve the number of candidates nominated for the 16th National Assembly in Ho Chi Minh City as 55, ensuring the prescribed structures such as re-election, female delegates, young delegates, non-Party delegates and self-nominated candidates.
