
According to the Hue City Meteorological and Hydrological Station, at 2 PM on October 29th, the water level of the Perfume River at the Kim Long station was 4.33m, approximately 0.8m higher than alarm level III and higher than the 3.9m level measured at 12 PM the same day. The water level of the Bo River at the Phu Oc station also rose to 4.72m, more than 0.2m higher than alarm level III and higher than the 4.36m level measured at 12 PM.
This is a consequence of the heavy rain that has continued to fall in many areas of Hue city over the past 6 hours. In particular, the communes of Long Quang, Nam Dong, Khe Tre, Loc An, Phu Loc, and Chan May - Lang Co experienced heavy and exceptionally heavy rainfall. Observation data shows that the total rainfall from 8 am to 2 pm on October 29th was 129 mm in Thuong Nhat, 170 mm in Huong Phu, and 180 mm in Nam Dong.

Forecast from 2 PM to 8 PM on October 29th: Heavy to very heavy rain will continue across Hue city, with exceptionally heavy rain in the aforementioned areas. Total rainfall is expected to be 50-100mm, with some areas exceeding 120mm; specifically, the communes of Long Quang, Nam Dong, Khe Tre, Loc An, Phu Loc, and Chan May - Lang Co will receive 80-150mm, with some areas exceeding 200mm. Be prepared for rainfall exceeding 70mm/hour, posing a risk of flash floods and landslides in hilly areas; and widespread flooding.
Currently, two out of three large hydropower reservoirs in Hue are managing water inflow and outflow to reduce flooding downstream. Specifically, Huong Dien Reservoir (upstream of the Bo River) is maintaining a water level of 57.97m, 0.03m below the normal water level. The inflow into the reservoir is 3,624 m³ /s; the outflow to the downstream is lower, at 3,458 m³ /s. Ta Trach Reservoir (upstream of the Huong River) is maintaining a water level of 47.42m, 2.42m higher than the normal water level. The inflow into the reservoir is 5,725 m³ /s; the outflow to the downstream is 2,420 m³ /s.

Specifically, Binh Dien Reservoir (upstream of the Huong River) has reached a water level equivalent to its design level (85m). The reservoir is currently releasing all of its water downstream (3,670 m³ /s).
On the afternoon of October 29th, due to prolonged heavy rain and rising water levels in the Cau Hai River, posing a risk of severe flooding and landslides, the Phu Loc Commune Military Command coordinated with relevant agencies and units to urgently assist in relocating riverside households in Hamlet 5 to safe areas.
The leaders of Phu Loc commune People's Committee have also directed villages, agencies, and units to urgently relocate households in low-lying areas at risk of landslides to safe locations; at the same time, they have deployed forces to be on duty 24/7 to promptly respond to any arising situations. Notably, floodwaters have overflowed onto National Highway 1, at Km867, passing through Cao Doi Xa village, Phu Loc commune. Authorities are present at the scene, ensuring the safety of people and vehicles passing through.

In Chan May commune, Lang Co district, the commune police force continues to proactively coordinate with local authorities to review vulnerable areas, relocate residents to safe places; and maintain a 24/7 presence, ready to respond to any situation, ensuring the safety of people's lives and property.
