The conference was chaired by comrades: Nguyen Van Nen, Politburo member, Secretary of the Ho Chi Minh City Party Committee, Head of the Steering Committee for Anti-Corruption and Negative Affairs, Head of the Ho Chi Minh City Judicial Reform Steering Committee; Le Thanh Liem, member of the Standing Committee of the City Party Committee, Head of the City Party Committee's Internal Affairs Committee, Deputy Head of the Standing Committee of the Steering Committee for Anti-Corruption and Negative Affairs, Deputy Head of the Standing Committee of the Ho Chi Minh City Judicial Reform Steering Committee.
At the conference, Deputy Head of the Standing Committee of the Ho Chi Minh City Party Committee's Internal Affairs Committee Pham Thi Hong Ha briefly reported on the results of the internal affairs work of the Ho Chi Minh City Party Committee in 2023 and presented the draft directions and tasks for 2024.
The conference also heard representatives of leaders of agencies, units and localities present their reports on outstanding results, effective models and methods, and propose solutions and key tasks in the internal affairs of each agency and unit.
Regarding the work results in 2023, the Standing Committee of the Ho Chi Minh City Party Committee has paid attention to leading and directing the full, serious and effective implementation of resolutions, notices, directives, conclusions, programs, plans and coordination regulations of the Central Government and the Standing Committee of the Ho Chi Minh City Party Committee on security - internal affairs, anti-corruption, negativity and judicial reform.
At the same time, it has strengthened leadership and direction in implementing inspection and supervision of internal affairs, preventing and combating corruption, negativity and judicial reform. Along with that, it has led and directed the handling of outstanding, complicated and urgent issues regarding security and order; complicated corruption and negativity cases and cases of public concern; corruption and negativity cases and cases monitored and directed by the Central Steering Committee on preventing and combating corruption and negativity and the Steering Committee for preventing and combating corruption and negativity of Ho Chi Minh City.
Under the leadership and direction of the Standing Committee of the Ho Chi Minh City Party Committee, the activities of the Ho Chi Minh City Steering Committee for Anti-Corruption and Negative Practices and the Ho Chi Minh City Steering Committee for Judicial Reform have become increasingly tight, disciplined and effective. Localities, agencies and units have made great efforts in recruiting, patrolling and being on combat readiness duty.
The work of investigation, prosecution, trial and execution of sentences has achieved many positive results. The development and implementation of programs and plans on corruption prevention and control are increasingly proactive, effective and suitable to the characteristics of each locality and agency.
In particular, the Internal Affairs Committee of the Ho Chi Minh City Party Committee has advised the Standing Committee of the Ho Chi Minh City Party Committee and the Steering Committee for Anti-Corruption and Negative Activities of the Ho Chi Minh City to focus on leading and directing the effective implementation of the Party's guidelines and policies, the State's policies and laws on anti-corruption and negative activities; solutions to prevent corruption and negative activities have been strongly and comprehensively deployed.
At the same time, it has advised on developing regulations on purchasing information to serve the work of preventing and combating corruption and negativity; building a specialized page on preventing and combating corruption and negativity on Saigon Giai Phong Newspaper, Ho Chi Minh City Law Newspaper and a number of other media.
The work of monitoring, urging and advising on the handling of corruption and economic cases was highly appreciated and was proposed by the Central Internal Affairs Committee to receive a Certificate of Merit from the Prime Minister.
Having advised the Standing Committee of the City Party Committee, the Steering Committee for Judicial Reform of Ho Chi Minh City to continue to strengthen leadership and direction of the city's judicial agencies to focus on performing their functions and tasks according to regulations. The focus is on effectively implementing targets and plans according to the working program of the Steering Committee for Judicial Reform of Ho Chi Minh City in 2023.
Along with that, maintain the order of inter-judicial meetings to exchange information, unify viewpoints on resolving complicated cases; focus on reviewing and resolving pending and temporarily suspended cases. At the same time, continue to speed up the progress of purchasing working equipment, investing in construction and repairing working offices, temporary detention and custody houses, gradually meeting the requirements of judicial tasks.
State management in the fields of judicial support has been strengthened, proactively proposing many solutions to improve the quality and effectiveness of state management in the fields of notarization, lawyers, and auctions.
Concluding the conference, Secretary of the Ho Chi Minh City Party Committee Nguyen Van Nen directed a number of important contents that the city's political system must focus on implementing. At the same time, he assigned the Ho Chi Minh City Party Committee's Internal Affairs Committee to continue to coordinate well in performing the tasks of security - internal affairs, preventing and combating corruption, negativity and judicial reform in 2024, especially the tasks of the Standing Office of the Steering Committee for Prevention and Combating Corruption and Negativity of Ho Chi Minh City and the Steering Committee for Judicial Reform of Ho Chi Minh City.
In particular, the Ho Chi Minh City Party Committee's Internal Affairs Committee is assigned to continue to coordinate well with functional agencies, create close ties, regularly and promptly advise the Standing Committee of the Ho Chi Minh City Party Committee and the Standing Committee of the Ho Chi Minh City Party Committee to lead and direct the effective implementation of security - internal affairs, anti-corruption, negativity and judicial reform in the city.
The Secretary of the Ho Chi Minh City Party Committee also requested that agencies in the city's internal affairs sector continue to perform well the political tasks of each sector, promote advantages, overcome limitations and shortcomings in 2023. In particular, strengthening the organization and apparatus, focusing on training, fostering, improving the quality and efficiency of the work of cadres and civil servants; promoting coordination, maintaining inter-sectoral meetings to discuss and remove difficulties and obstacles in the process of performing tasks.
For the internal affairs bloc of the district party committee, the district party committee, and the Thu Duc City Party Committee, he requested that they continue to promote the leadership role of internal affairs agencies at the grassroots level, helping internal affairs agencies to coordinate smoothly in performing professional tasks. Effectively implement the motto "4 on-site, 3 ready" to promptly handle situations that arise from the beginning; absolutely ensure security and order for people during the upcoming holidays.
On this occasion, the Standing Committee of the Ho Chi Minh City Party Committee decided to award Certificates of Merit to 22 collectives, including SGGP Newspaper and 13 individuals with outstanding achievements in internal affairs, anti-corruption, negativity and judicial reform in 2023.
