Following media reports and directives from relevant authorities, Thu Dau Mot University is considering a plan to refund the overcharged tuition fees to students and trainees. However, this will await an official resolution from the university council.
According to a press release from Thu Dau Mot University, in 2022, the State Audit Office conducted an audit of the university's operations and issued a conclusion regarding the collection of tuition fees from students for practical credits.

Specifically, for the 2020-2021 and 2021-2022 academic years, the school was not financially autonomous, and its operating expenses were subsidized by the state budget. Therefore, tuition fees were collected according to the regulations of Government Decree No. 86/2015/ND-CP, which stipulates the mechanism for collecting and managing tuition fees for educational institutions within the national education system and policies on tuition fee exemption and reduction, and support for learning costs from the 2015-2016 academic year to the 2020-2021 academic year.
Specifically, the tuition fee for practical credits is set at 1.5 times that of theoretical credits to cover training costs, as practical training costs are higher than theoretical training costs.
To improve the quality of training, practical classes should be divided into groups of 20-25 students, while the standard group size according to the Ministry of Education and Training 's Circular is 40 students per class, and this size is only suitable for theoretical learning. Furthermore, practical credits require a significant amount of materials, while tuition fees as stipulated in Decree 86 are only general guidelines.
Due to differing interpretations and applications of legal regulations regarding the determination of practical course fees, the Audit requires the school to refund this amount to students (or, if refund is not possible, to deposit it into the state budget).
Following the audit report dated December 22, 2022, the school reviewed, evaluated, and discussed solutions to implement the audit findings and concluded that this method of determining tuition fees only affects the tuition fees for practical courses.
Furthermore, the university offers multidisciplinary training, and each program and subject has a different ratio of theoretical and practical credits. Moreover, the number of practical credits for each student varies depending on their individual course choices. Therefore, reviewing the amount of refunds for each student is difficult and cannot be completed within the timeframe stipulated in the audit report (which must be implemented before March 31, 2023).
Therefore, the school has submitted the state budget funds in accordance with the audit findings to ensure timely completion. After implementing the audit findings, the school will submit a written report to the auditing agency and relevant professional bodies.
"The school continues to review and seek guidance from specialized agencies, auditing agencies, and competent authorities to ensure harmonious implementation, compliance with regulations, and protection of students' rights," the press release stated.
Thu Dau Mot University is also involved in many other violations.
The Chief Inspector of the Department of Internal Affairs of Binh Duong province has issued Inspection Conclusion No. 08/KL-ĐTTTr regarding the implementation of legal regulations on organizational structure and staff management at Thu Dau Mot University. The inspection period was from January 1, 2021 to December 31, 2023.
