On January 12, the People's Procuracy of Phu Yen province announced that it had issued an indictment and transferred it to the People's Court of Phu Yen province, requesting trial of former Chairman of the People's Committee of Phu Yen province Pham Dinh Cu (68 years old) and former Director of the Department of Finance of Phu Yen province Do Duy Vinh (68 years old), both for violating regulations on management and use of state assets, causing loss and waste.

The indictment determined that in September 2007, the People's Committee of Phu Yen province issued a decision to allocate land with land use fees, without auctioning, for 1,183 square meters of land in block A2, Hung Vuong street, Ward 6, Tuy Hoa city (Phu Yen) to Pymepharco Joint Stock Company to implement the Phu Yen Pharmaceutical, Cosmetic and Medical Services Business Center project.

At that time, Mr. Pham Dinh Cu, Chairman of the People's Committee of Phu Yen province and Mr. Do Duy Vinh, Director of the Department of Finance of Phu Yen province, knew that Pymepharco Joint Stock Company did not implement the project; it was a case of land recovery but still completed the procedures for this company to transfer the right to use the above land area to the Bank for Foreign Trade of Vietnam, Phu Yen branch in July 2013.

This action is against the law, causing loss of state assets of more than 10 billion VND.
