National Assembly Standing Committee: Questioning on issues related to the fields of justice, agriculture, and rural development.

On August 15th, at its 25th session, chaired by Comrade Vuong Dinh Hue, Member of the Political Bureau and Chairman of the National Assembly, the Standing Committee of the National Assembly held an online question-and-answer session on issues related to justice, agriculture, and rural development.

Attending the meeting at the National Assembly building were: Comrade Vo Van Thuong, Member of the Political Bureau, President of the Republic; General To Lam, Member of the Political Bureau, Minister of Public Security ; Tran Hong Ha, Member of the Central Committee of the Party, Deputy Prime Minister; the Vice President, the Vice Chairmen of the National Assembly, members of the Standing Committee of the National Assembly, ministers, and leaders of relevant committees, ministries, and sectors.

Attending the meeting at the Thai Binh location were: Ngo Dong Hai, Member of the Central Committee of the Party, Secretary of the Provincial Party Committee; Nguyen Van Huy, Provincial Party Committee Member, Deputy Head of the Provincial National Assembly Delegation; Lai Van Hoan, Provincial Party Committee Member, Vice Chairman of the Provincial People's Committee; National Assembly delegates from the province; and representatives from the leadership of several provincial departments and agencies.

In his opening remarks, Comrade Vuong Dinh Hue, Member of the Political Bureau and Chairman of the National Assembly, affirmed: This is the fourth interpellation session held at the meeting of the Standing Committee of the 15th National Assembly. The issues raised for questioning are all urgent matters of particular concern to voters, the people, and National Assembly deputies. Therefore, it is necessary to accurately assess and propose practical solutions to improve the quality of legislative work and create breakthroughs for the agricultural sector. He requested that National Assembly deputies ask direct questions, and that ministers uphold a high sense of responsibility, answer concisely and to the point, clarify the questions raised by National Assembly deputies, and propose feasible solutions. At the end of the interpellation session, the Standing Committee of the National Assembly will issue a resolution to serve as a basis for implementation and supervision.

During the morning session, delegates questioned Comrade Le Thanh Long, Member of the Central Committee of the Party and Minister of Justice, on the program for drafting laws and ordinances, the work of reviewing legal documents, solutions to overcome the delay in issuing guiding documents for the implementation of laws, the work of auctioning assets, and forensic examination.

Representative Tran Khanh Thu, a National Assembly representative from Thai Binh province, questioned the responsibility of the Minister of Justice and heads of ministerial-level agencies regarding the outstanding issuance of 17 documents; and whether the issue of these documents will be resolved completely this year. She also questioned the responsibility of the justice sector in the delay in issuing documents by ministries, which affects implementation and the rights of citizens.

In the afternoon, delegates questioned Comrade Le Minh Hoan, Member of the Central Committee of the Party, Minister of Agriculture and Rural Development, on solutions to overcome difficulties in agricultural exports; the exploitation, protection and development of aquatic resources; solutions to lift the European Commission's "yellow card" on fisheries; the conversion of land use, reclamation of rice-growing land, ensuring food security and rice exports…

Representative Nguyen Van Huy, Deputy Head of the National Assembly Delegation of Thai Binh province, questioned the Minister of Agriculture and Rural Development about several policies to be applied in supporting the conversion of fishing occupations that affect marine resources and the ecological environment, according to Decision No. 208/QD-TTg of the Prime Minister and Decision No. 288/QD-BNN-TS of the Ministry of Agriculture and Rural Development related to the Project on converting some fishing occupations that affect marine resources and the ecological environment.

Ministers of various ministries and leaders of relevant sectors seriously considered and responded to the questions raised by National Assembly deputies, clearly identifying the causes of existing shortcomings and limitations, and proposing solutions for improvement in the future. Members of the Government also participated in explaining and clarifying some of the issues raised by the deputies.

Concluding the interpellation session, Comrade Vuong Dinh Hue, Member of the Political Bureau and Chairman of the National Assembly, emphasized: The interpellation session had 107 registered delegates, 54 delegates exercising their right to question, and 8 delegates engaging in debate. The National Assembly delegates were well-prepared, their questions were of high quality, relevant to real life and the aspirations of voters and the people; the ministers and heads of agencies had a firm grasp of the current situation in their respective sectors and fields; they explained, clarified, and proposed solutions to each question. The Standing Committee of the National Assembly highly appreciated the answers to the questions, and endorsed and acknowledged the solutions and commitments made during the session.

The comrade suggested that the Government and relevant ministries and agencies should study and fully incorporate the feedback from National Assembly deputies, and decisively implement the proposed solutions; while strengthening discipline and order in lawmaking, especially the responsibility of the heads of departments; regularly and proactively review and evaluate legal regulations, proactively propose the drafting and organization of draft laws, ordinances, and resolutions according to prescribed procedures, and promptly propose amendments and additions to regulations that are problematic or inconsistent with reality. Focus on overcoming the delay in issuing documents, while improving the quality of legal documents. Emphasize strengthening the effectiveness and efficiency of state management of auctions; regularly inspect and check, promptly handle violations and negative practices in asset auction activities, promote the application of information technology, and encourage online auctions. Review, evaluate, and propose amendments and additions to the Law on Judicial Expertise and related documents.

National Assembly Chairman Vuong Dinh Hue requested the urgent completion of policies and laws on the development of trademarks and brands for key agricultural products; comprehensively updating, analyzing, and evaluating market information and developments to promptly disseminate and support people and businesses in overcoming difficulties and taking advantage of market opportunities. He also called for the effective implementation of the Plan for the Protection and Exploitation of Aquatic Resources for the period 2021-2030 and the National Program for the Protection and Development of Aquatic Resources 2023-2030. Furthermore, he urged continued information dissemination, communication, training, and mobilization of coastal fishing communities and relevant organizations and individuals to comply with legal regulations on illegal fishing, coordinating with relevant functional forces to promptly detect, report, and handle illegal fishing activities, and lobbying the European Commission to lift the "yellow card" on fisheries against Vietnam.
