Bien Hoa Forensic Psychiatric Institute 'runs out of staff': Ministry of Health assigns deputy director to manage operations.

"Previously, the Ministry of Health regularly issued documents reminding people to strengthen supervision of forensic and psychiatric examinations nationwide," the Minister of Health emphasized at the Q2 2024 information briefing at the Ministry of Health headquarters.

Regarding the scandal at the Central Institute of Forensic Psychiatry in Bien Hoa, which resulted in 13 officials (including 2 retired individuals) being arrested/summoned for questioning by the Criminal Police Department of the Ministry of Public Security .

On the afternoon of June 16th, the deputy director of the institute sent a document to the Ministry of Health stating that many of the institute's leaders had been arrested and summoned for questioning, leaving the Central Institute of Forensic Psychiatry in Bien Hoa without any staff.

At the press conference, Tuoi Tre newspaper asked what directives and solutions the Ministry of Health had issued upon receiving this information, especially given the recent series of scandals involving psychiatric and forensic institutions.

Regarding this matter, Mr. Nguyen Trong Khoa, Deputy Director in charge of the Department of Medical Examination and Treatment Management (Ministry of Health), said that the Ministry of Health had received an urgent report from the Central Institute of Forensic Psychiatry in Bien Hoa about the incident.

"Right on the morning of June 17th, Deputy Minister of Health Do Xuan Tuyen instructed inspection units to conduct checks and requested continued strengthening of management."

"Currently, the ministry's leadership is also meeting with forensic psychiatric institutes to find ways to resolve the issues and ensure the institutes' work and operations continue," Mr. Khoa said.

Speaking to Tuoi Tre Online , a leader of the Ministry of Health said that on the afternoon of June 17, the Ministry of Health signed a decision assigning Mr. Nguyen Van Duc, the deputy director, to be in charge of the operational management of the Central Forensic Psychiatric Institute in Bien Hoa.

The Ministry of Health also stated that because the institute is currently run by Deputy Director Nguyen Van Duc, there are no immediate plans to appoint additional leadership personnel to the institute.

Over the past few days, the Criminal Police Department has summoned several doctors from the Central Institute of Forensic Psychiatry in Bien Hoa for questioning.

The Ministry of Public Security has arrested several doctors involved in the health assessment of patients to investigate and clarify some records related to the assessment and treatment of patients involved in criminal cases.

Previously, in 2021, a case of buying and selling medical records occurred at the Central Psychiatric Hospital No. 1, allowing patients to hold parties and use drugs within the hospital, causing public outrage. Forensic psychiatry is a sensitive field, especially in relation to law enforcement.
