
Mr. Nguyen Phu Tien, Deputy Director of the National Digital Transformation Agency, said that in 2020, the Ministry of Science and Technology (formerly the Ministry of Information and Communications ) issued and deployed the DTI Index to assess the level of digital transformation at three levels: Ministry, province and country. DTI is an important tool to monitor progress, evaluate effectiveness and orient policies to promote digital transformation nationwide.
The national DTI consists of 12 indicators divided into 3 main pillars with a total score of 1,000; of which Digital Government has 400 points, Digital Economy has 300 points and Digital Society has 300 points.
The provincial DTI is structured according to 3 similar pillars, including 8 main indicators with 47 component indicators. Of which, the common foundation index group (digital awareness, digital institutions, digital infrastructure, digital human resources and cyber security) accounts for the majority. In addition, there is a group of operational indexes (digital government, digital economy, digital society).
The Ministry-level DTI includes 6 main indicators and 31 component indicators with a total score of 1,000, reflecting the characteristics of each ministry and sector in implementing digital transformation.
The indicators are collected and evaluated entirely online via the dti.gov.vn system, combining automatic measurement data and verified statistical reports. Specifically, the national DTI has 33% of its indicators measured automatically; the ministerial and provincial DTI have 22.6% and 20% of its indicators measured automatically, respectively. The application of the online evaluation system helps ensure transparency, objectivity and continuous updates throughout the entire process.
According to the announcement of the Ministry of Science and Technology, the national DTI in 2024 reached 0.7955, an increase of 8.6% compared to 2023 (0.7326). Notably, in 2024, Vietnam increased 15 places in the United Nations e-Government rankings, ranking 71/193 countries, showing clear progress in the process of building a digital government.
For the ministerial sector, from March 1, 2025, implementing the organizational restructuring, a number of ministries, ministerial-level agencies, and government agencies no longer have a focal point for providing data and figures (such as the Ministry of Planning and Investment, the State Capital Management Committee at Enterprises). Most ministries did not provide sufficient data and figures to conduct the DTI 2024 assessment. Therefore, after synthesizing the assessment results, the Ministry of Science and Technology did not announce the DTI 2024 results of the ministerial sector.
At the provincial level, the DTI value in 2024 reached 0.6961, an increase of 2.6% compared to 2023. All three pillars recorded significant improvements: Digital Government reached 0.7582, an increase of 4.7%; Digital Economy reached 0.7723, an increase of 13.3%; Digital Society reached 0.7692, an increase of 13.4%. The results show that localities have proactively applied digital technology to management activities, socio-economic development, and at the same time promoted digital transformation in each specific industry and field.
According to the 2024 provincial DTI rankings, Hanoi Capital is in first place with 4 main indicators including Digital Awareness, Digital Institutions, Digital Economic Activities and Digital Social Activities all at the top.
Hue City ranked second, achieving maximum scores in three main indexes: Digital Awareness, Digital Institutions, Cyber Security and ranked top 2 in Digital Government Activities.
Hai Phong ranked third with maximum scores in Digital Awareness, Digital Institutions, and was in the top 3 in Digital Infrastructure and Digital Economic Activities.
Ho Chi Minh City ranked fourth, achieving maximum scores in two indexes: Digital Awareness and Digital Institutions, ranking in the top 4 in Digital Economic Activities and top 3 in Digital Social Activities.
Notably, Thanh Hoa is in the top 5, achieving maximum scores in 3 main indexes: Digital Awareness, Digital Institutions, Digital Human Resources.
Cao Bang, Quang Tri and Hung Yen are the three localities at the bottom of the list.
The Ministry of Science and Technology is updating and completing the DTI Index in Decision No. 405/QD-BKHCN issued on April 3, 2025. The adjustment aims to ensure consistency with new resolutions and directions of the Central and Government such as Resolution 57-NQ/TW, Resolution 71/NQ-CP..., while also approaching international assessment criteria and more closely reflecting the final effectiveness of digital transformation instead of just stopping at the implementation level.
The new DTI criteria set is expected to be issued in the fourth quarter of 2025. On that basis, the Ministry of Science and Technology will organize the 2025 DTI assessment for the ministries and 34 provinces and cities after the merger, with the results expected to be announced in the first quarter of 2026.
