What is early admission and what are the conditions for official admission?

Over the past few days, information regarding early admissions has attracted public attention due to the Ministry of Education and Training's planned changes to the quotas and cut-off scores for this admission method. So, what is early admission, and what do candidates need to do to be officially admitted after participating in the early admissions process?


When is the early admissions period?

Speaking with a Thanh Nien reporter on November 27 , Ms. Nguyen Thu Thuy, Director of the Higher Education Department, Ministry of Education and Training, explained that early admission refers to the period when universities conduct admissions before the high school graduation exam. This term is used to distinguish it from the regular admissions period planned by the Ministry of Education and Training.

Ms. Thuy further clarified: "Early admission and admission methods are two different things. Early admission is used to differentiate it in terms of timing from the general admission round planned by the Ministry of Education and Training. Meanwhile, admission methods are used in any admission round. The only difference is that early admission takes place before the high school graduation exam, so the admission method based on high school graduation exam scores cannot be used at that time."

Thus, excluding the method of admission based on high school graduation exam scores, current early admission methods may include direct admission, admission based on academic transcripts, admission based on aptitude test scores, etc.

Based on Article 18 of the Regulations on University and College Admissions for Early Childhood Education majors issued with Circular 08 of 2022 (which is still in effect at this time), the regulations on organizing early registration and admissions are as follows:

Training institutions plan to conduct early admissions for certain admission methods, organizing online or in-person registration for applicants at the training institution.

Educational institutions conduct admissions for candidates who have completed the application process, but are not allowed to require candidates to confirm their enrollment earlier than the scheduled timetable.

In addition, schools must publish and upload the list of eligible candidates (excluding the high school graduation requirement) to the system for processing applications along with other admission methods according to the general plan, completing this before candidates register for admission on the system.

According to regulations, candidates who have applied to training institutions through the early admission plan must then continue to register their preferences on the system according to the general plan of the Ministry of Education and Training.

In cases where a candidate has been notified by an educational institution that they meet the admission requirements for a specific program (excluding the high school graduation requirement, meaning they must wait for the high school graduation exam results if they have not yet graduated), the candidate decides for themselves how to prioritize their preferences when registering on the system.

This means that if a candidate wants to be officially admitted to a particular program, they must register it as their first priority. If they want to broaden their chances of being admitted to another program, for example, if they want to apply to a new program using their high school graduation exam scores, they can prioritize their high school graduation exam scores first, followed by the program they were admitted to early.

If a candidate's name is on the early admission list but they do not register their accepted choice on the system, they will be considered to have declined admission to that choice.

If a candidate does not meet the eligibility requirements for admission to their desired program in the early admission round, they can still register for that program through other admission methods on the system.

According to statistics from the Ministry of Education and Training, in the 2023-2024 academic year, 214 out of a total of 322 educational institutions implemented early admissions. However, out of over 375,500 candidates admitted through early admissions, only over 147,000 were admitted after the initial selection process. This means that less than 40% of applicants decided to enroll through this method.

Expected changes to early admissions procedures.

The Ministry of Education and Training has just announced the draft circular amending and supplementing a number of articles of the Regulations on university-level admissions and college-level admissions for early childhood education.

Accordingly, the Ministry of Education and Training plans to amend and supplement two clauses in Article 18 of the current regulations on early registration and admission. Specifically, educational institutions may organize early admission using appropriate methods to select candidates with outstanding abilities and academic achievements.

The quota for early admission is determined by the training institution but shall not exceed 20% of the quota for each major or group of majors. The school guarantees that the admission cutoff score for early admission will not be lower than the admission cutoff score for the general admission round.

Training institutions shall conduct admissions for candidates who have completed the application procedures, and publicly announce the list of eligible candidates; the number of candidates notified of admission shall not exceed the announced early admission quota for each major or group of majors; and candidates shall not be required to commit to or confirm enrollment earlier than the general schedule in any form whatsoever.

The training institution will publish and upload the list of eligible candidates (excluding the high school graduation requirement) to the system for processing applications along with other admission methods according to the general plan.
