Waiting for resettlement land
According to the reflection of Mr. Nguyen Huu Dinh (born in 1989, residing in Long Son residential group, Bac Son ward, Sam Son city), to implement the investment project to build Ba Trieu road, Sam Son town (now Sam Son city), the local government has decided to reclaim land for the project.
On April 18, 2012, the People's Committee of Sam Son town decided to reclaim land (phase 1) from the family of Ms. Cao Thi Lien (Mr. Dinh's mother) with an area of 120 square meters of residential land.
In March 2013, the town decided to reclaim land (phase 2) from Ms. Lien's family, an area of 72m2. The total of both phases is 192m2. The above land area was granted a land use right certificate (LURC) by the People's Committee of Sam Son town in 2004.
With the above recovered land area, Ms. Lien's family was arranged 2 resettlement plots of 200m2. Location at plot 37, map sheet 21 - HSĐC Bac Son ward in 2010 (west of Dong Xuan neighborhood cultural house).
In 2014, Ms. Lien’s family fulfilled their financial obligations for 200 square meters of resettlement land and paid 160 million VND for the difference in land area of 8 square meters. However, since then, her family has not received the land.
Mr. Dinh said that over the past 12 years, his mother has gone up and down the ward People's Committee and Sam Son City countless times to ask for land, but no one has resolved the issue. Currently, his mother is old and weak (suffering from cancer) and cannot go anymore, so she has authorized him to continue asking for land for the family.
“My family has fulfilled all of its financial obligations to the State, but I don’t understand why the city has not given us land to use. For the past 12 years, three generations (including four married brothers) have been living together in a dilapidated house,” said Mr. Dinh.
Regarding the above incident, the Chairman of Bac Son Ward People's Committee has repeatedly submitted a report to Sam Son City regarding the handover of resettlement land to Ms. Lien's family, but it has not been resolved yet.
New profile found
According to Mr. Dinh, for many years, Sam Son City has not resolved the land issue for his family, forcing him to submit a petition to the Secretary and Chairman of the Thanh Hoa Provincial People's Committee for "help". After receiving the petition, the Chairman of the Provincial People's Committee directed Sam Son City to clarify the matter.
According to the report sent to the Provincial People's Committee by Mr. Nguyen Ngoc Bich - Vice Chairman of Sam Son City People's Committee, after reviewing the content of Ms. Lien's family's application, the city organized an inspection and review of the documents.
The report stated: “The officers who performed the task in 2013 have changed jobs or retired, and some have died. On the other hand, the agency has moved its headquarters many times, and the city has only now found documents related to the land recovery case of Ms. Lien’s family.
On December 1, 2023, the Chairman of the City People's Committee issued a notice accepting the complaint and decided to establish a team to verify the complaint content.
Speaking with VietNamNet reporter, Mr. Mai Luong Ngoc - Chief Inspector of Sam Son City said that a team has been established to verify the above incident.
Through initial verification, the inspection team found that in the case of Ms. Lien's family, the conditions for resettlement land allocation were reasonable. However, it was still related to the issue of determining land use fees, so the team immediately reported to the Chairman of the City People's Committee to grasp the matter.
“This is an old case. We are asking for the opinion of the leaders, and consulting with departments, branches and the provincial People's Committee to allocate land to households in accordance with regulations,” said Mr. Ngoc.
