Due to improper acceptance and payment procedures, as well as incorrect calculations, five contractors involved in the aquaculture infrastructure project in Tra Vinh province have been ordered to recover or deduct over 4.2 billion VND.

The Inspectorate of the Ministry of Agriculture and Rural Development (now the Ministry of Agriculture and Environment ) has just issued Conclusion No. 66-2025 on the inspection of investment management in the construction of infrastructure projects serving aquaculture in Dan Thanh and Truong Long Hoa communes, Duyen Hai town, Tra Vinh province (hereinafter referred to as the project).
The client did not detect the contractor's shortcomings and deficiencies.
According to the conclusion, the project was approved by the Minister of Agriculture and Rural Development in 2022 with a total investment of 230 billion VND.
The project investor is the Management Board of Investment and Construction Projects for Agriculture and Rural Development of Tra Vinh Province (hereinafter referred to as the investor).
The project includes the construction of transportation infrastructure, water supply and drainage systems, electricity systems, and transformer substations.
The project aims to contribute to attracting people and businesses to invest in the development of aquaculture and improve the lives of people in the project area.
By the beginning of September 2024, the project had disbursed over 138 billion VND.
Through inspections of the implementation of construction project contracts, the inspection agency has pointed out shortcomings, deficiencies, and defects.
Notably, for package number 17 (construction and procurement and installation of equipment), the investor and the consortium of Huy Hoang Construction Co., Ltd., Hiep Thanh Co., Ltd., Dai Dong Hai Construction Investment Joint Stock Company, and Lu Gia Electrical and Mechanical Joint Stock Company overpaid by more than 735 million VND.
For the unexecuted contract volume, the investor and the consortium of companies must deduct 3.473 billion VND from the contract due to insufficient review of volume and unit prices.
During an on-site inspection of package number 17, the inspection agency determined that some sections of the embankment slopes were not at the designed slope, the embankment soil was loose, uneven, and heavily eroded due to rain; some concrete slabs on the road surface were cracked; expansion joints were not constructed according to design; in some locations, the localized embankment reinforcement showed signs of leaning or falling over the roadbed; some sections of the bridge abutment embankments under completion had not been compacted according to technical requirements; and some power poles had eroded foundations and leaning poles.
For package 09 (consulting services for surveying, marking boundaries for land clearance, designing construction drawings and estimating construction costs) implemented by the joint venture of Nam Quoc Consulting and Investment JSC and Phuong Bac Construction Investment Consulting Co., Ltd., there was also an overpayment of 2% VAT, totaling more than 81 million VND.
Regarding package number 18 (construction supervision), the investor failed to detect the shortcomings and deficiencies of the contractor for the construction of the project and the procurement and installation of equipment (package number 17).
"Responsibility for the aforementioned shortcomings, deficiencies, and defects rests with the design and verification consulting contractor, the construction contractor, the supervision consulting contractor, and the investor," the inspection report stated.
Five contractors had their payments revoked or reduced due to incorrect acceptance, payment, and calculation procedures.
To address the shortcomings and deficiencies discovered during the inspection of the project's investment and construction management, the Inspectorate of the Ministry of Agriculture and Rural Development recommends that the Minister and the Chairman of the People's Committee of Tra Vinh province direct the investor to conduct a review and seriously rectify the situation and learn from the mistakes made by the collectives and individuals under their management who are involved in the shortcomings and deficiencies.
The investor is urging the recovery of over 816 million VND due to improper acceptance and payment to contractors. Simultaneously, a deduction of over 3.473 billion VND from the contract is being made due to incorrect calculations.
Specifically, Huy Hoang Construction Co., Ltd. recovered nearly 255 million VND and deducted over 2.4 billion VND; Hiep Thanh Co., Ltd. recovered over 245 million VND and deducted over 669 million VND; Dai Dong Hai Construction Investment Joint Stock Company recovered over 234 million VND and deducted over 364 million VND; Nam Quoc Consulting and Investment Joint Stock Company and Phuong Bac Construction Investment Consulting Co., Ltd. recovered a total of over 81 million VND.
At the same time, the design consulting contractor was instructed to take measures to rectify the culverts that obstruct water flow and waterway traffic, and the contractor for package 17 was instructed to rectify and repair the deficiencies discovered during on-site inspections.
