In his opening remarks at the Conference, Comrade To Huy Vu - Secretary of the Party Committee and Chairman of the Board of Members of Agribank - affirmed: The economic and political situation in the first six months of 2025 has opened up many positive opportunities for the banking sector in general and Agribank in particular. However, alongside the advantages, the first six months of 2025 also present challenges, requiring flexible and effective responses from the Vietnamese banking system in general and Agribank in particular. In this context, closely following the Government's directives and the State Bank of Vietnam's policies on monetary and banking credit activities, the Board of Members and the Executive Board, with unity and determination, have directed the entire system to unite, strive, and decisively implement breakthrough solutions to achieve the goals in the Agribank restructuring plan for the 2021-2025 period. Agribank's business performance in the first six months of 2025 achieved positive results, which were recognized and highly appreciated by the Government and the State Bank of Vietnam.
At the conference, Mr. Pham Toan Vuong, Deputy Secretary of the Party Committee, Member of the Board of Directors, and General Director of Agribank, presented a report on the business results for the first six months of the year and the implementation of tasks for the last six months of 2025.
The entire system's business performance in the first six months of the year achieved positive results compared to the same period last year, reaching its highest level in four years since the implementation of the restructuring plan associated with handling bad debts in the 2021-2025 period. From the very beginning of 2025, Agribank promptly issued important documents on governance and management, comprehensively directing the entire system to implement key tasks and solutions for 2025, focusing on breakthrough, decisive, and urgent solutions as directed by the Party, the National Assembly , and the Government, contributing to achieving the GDP growth target of over 8%.
In addition, the Agribank leadership has directly worked with units within the system, promptly grasping and directing business operations, and resolving obstacles and difficulties for the units. Agribank has reviewed and improved its organizational model, rearranged units, and enhanced efficiency and effectiveness in accordance with Resolution No. 18-NQ/TW dated October 25, 2017, of the Central Committee; and has decisively directed the digital transformation, application of technology, and innovation in accordance with Resolution 57-NQ/TW dated December 22, 2024, of the Politburo...

By June 30, 2025, Agribank's mobilized capital reached over VND 2.1 trillion, a 6.4% increase compared to the beginning of the year, the highest since 2021, with individual deposits accounting for a large proportion. Agribank's capital grew steadily, meeting the borrowing needs for production and business development of customers, improving capital utilization efficiency, and ensuring safety ratios as regulated by the State Bank of Vietnam. Agribank's outstanding loans to the economy reached over VND 1.85 trillion, a 7.6% increase compared to the beginning of the year, higher than the same period in 2024. Of this, outstanding loans to agriculture and rural areas reached over VND 1.13 trillion, accounting for over 61% of total outstanding loans.
Agribank has promptly addressed difficulties, increasing access to capital for people and businesses; reducing costs and lowering lending interest rates to support customers. Agribank also launched 13 credit programs/products worth 400 trillion VND early to boost credit growth from the beginning of the year; and expanded the scale and scope of the credit program for the agriculture, forestry, and fisheries sector to 20,000 billion VND. Agribank has effectively implemented 7 policy credit programs and national target programs on building new rural areas and sustainable poverty reduction… As a vital artery of the economy, serving as a key capital channel for production and business, especially in the agricultural and rural sectors, Agribank has contributed to promoting the transformation of the local economic structure, gradually improving living standards and realizing the dreams of wealth creation for people in their homeland. Agribank's capital has been and continues to support large-scale agricultural production models, high-tech agriculture, clean agriculture, the development of raw material areas linked to deep processing, agricultural product value chains, and the enhancement of added value and competitiveness of Vietnamese agricultural products.
Agribank is developing and diversifying its products and services in a modern direction; expanding its agency trust services and linked products and services; promoting the development of services on the electronic banking channel, adding features to the Agribank Plus application, OSB solutions, etc., to enhance customer satisfaction with Agribank's products and services. Agribank focuses its resources on innovation and digital transformation in all aspects of its operations; raising employee awareness through training, application of science and technology, and digital transformation. Agribank also promotes innovation and creative emulation movements, fostering innovative thinking, approaches, and methods, and encouraging initiatives from units and individuals in each operational activity. The quality of the bank's human resources is improved to meet operational requirements and the trend of digital transformation; emphasis is placed on professional training and the ability to apply science and technology for employees.

Besides its business activities, Agribank always proactively and actively carries out social welfare activities focusing on education, healthcare, building charitable houses, eliminating temporary and dilapidated housing, and mitigating the consequences of natural disasters such as storms and floods, with the motto "leaving no one behind". Within the framework of the Conference, units within the system presented papers, discussed, shared experiences, and made proposals and recommendations on business implementation. The period from 2020 to 2025 was marked by profound changes and challenges for both the global and domestic economies. Socio-economic instability significantly impacted production and business activities in general, and the banking sector in particular. Under the close guidance of the Government, the State Bank of Vietnam, the Party Committee, and the leadership of Agribank, along with the concerted efforts of the entire system, Agribank exceeded its annual business targets, maintaining stable growth and sustainable development.
The conference acknowledged, commended, and honored the significant contributions of 26 outstanding collectives with excellent business performance for five consecutive years (2020-2025, phase 3), aiming to spread the spirit of emulation and inspire all cadres, union members, and employees throughout the system.

In his concluding remarks at the conference, Comrade To Huy Vu, Secretary of the Party Committee and Chairman of the Board of Members of Agribank, highly appreciated the proactive spirit, efforts, and responsibility of the units, cadres, and employees throughout the system, with encouraging results; and at the same time, pointed out the key solutions that need to be implemented to comprehensively fulfill the business plan targets for 2025.
With high determination and unity in overcoming difficulties throughout the system, the Party Secretary and Chairman of the Board of Members expressed confidence that Agribank will comprehensively achieve the goals set for 2025; affirming Agribank's position as a leading financial institution, playing a key role in investing in the development of the agricultural economy, farmers, and rural areas, contributing to the prosperous development of the agricultural and rural sectors; promoting a comprehensive financial strategy; pioneering in green and sustainable development; and making a strong commitment to digital transformation. He also requested that branch leaders and units translate these orientations into concrete actions, commit to serious implementation, and report results regularly. He also requested that the Head Office continue to strengthen support and create the best possible conditions for the units to complete their tasks.
In the last six months of 2025, building on the achievements, the entire system will closely follow the directives of the Government, the State Bank of Vietnam, the Agribank Party Committee, and the Board of Members, continuing to focus all resources, with determination, unity, and flexibility, to seriously and decisively implement solutions to successfully achieve the set goals; further affirming its position and brand as a leading commercial bank in Vietnam, a key investor in the development of agriculture, farmers, and rural areas, making important contributions to the country's economic development.
