Despite the challenging circumstances of 2023, the management boards of the economic zones and industrial parks in the six North Central provinces made significant efforts and effectively implemented emulation movements to successfully complete the assigned political tasks, based on adhering closely to the requirements and objectives.

Along with implementing organizational and administrative reform tasks, the management boards of economic zones and industrial parks in the provinces have effectively carried out the task of promoting and attracting investment. In the Southeast Nghe An Economic Zone, in 2023, 27 new projects were granted licenses, including 18 FDI projects, with a total registered capital of VND 35,069.7 billion; 55 projects were adjusted, with an additional capital increase of VND 6,462 billion; the Quang Tri Economic Zone and Industrial Park granted licenses for 5 new projects, with a total registered capital of VND 1,409 billion, bringing the cumulative total to 183 projects with valid investment policy decisions and investment certificates to VND 167,373 billion. The Nghi Son Economic Zone and Thanh Hoa province's industrial parks granted licenses for 20 new projects, including 14 domestic investment projects with a registered capital of VND 10,144 billion and 6 foreign investment projects with a total registered capital of USD 49 million, and adjusted 47 projects; the cumulative total to date is 724 projects, of which 649 are foreign investment projects...
In 2023, the economic zones and industrial parks of Ha Tinh province granted licenses for 5 new projects, adjusted investment policies and issued investment certificates for 15 projects; the cumulative total of valid investment projects to date is 193. The economic zones and industrial parks of Quang Binh province also granted licenses for 5 new projects and adjusted 18 projects with a total registered capital of 675 billion VND; the economic zones and industrial parks of Thua Thien Hue province granted licenses for 11 new projects and adjusted 5 projects, with a total attracted investment capital of 5,927 billion VND.

At the conference, in the spirit of exchanging and sharing experiences, the management boards of economic zones and industrial parks in the North Central provinces presented their opinions and suggestions, and agreed on the key tasks for the 2024 emulation campaign. The focus is on strengthening investment promotion; concentrating on coordinating with local authorities to expedite compensation and land clearance for investment projects in economic zones and industrial parks, especially large and important projects; and continuing to research and effectively implement Government Decree No. 35/2022/ND-CP on the management of industrial parks and economic zones...
Based on the summary and evaluation of the emulation movement in 2023 and the understanding of the objectives and requirements of the emulation work in 2024, the management boards of the provincial economic zones have signed emulation agreements with the following key contents: Regarding state management and project management, each management board must develop specific programs and plans to focus on leading and directing the development of industrial parks and economic zones; and continue to mobilize resources to complete the construction of infrastructure in industrial parks and economic zones.

Industrial parks and economic zones should remove obstacles and difficulties to ensure investment projects are implemented on schedule; build strong units with internal unity, practice good workplace etiquette, practice thrift, combat waste, and avoid causing inconvenience or harassment in the performance of official duties; Party and mass organization work should be continuously strengthened and closely coordinated to achieve the title of clean and strong; cultural, sports, charitable and social activities should be promoted; and the effectiveness of ensuring labor safety and order in the workplace should be improved.


Attending the conference, representatives from the Department of Economic Zone Management and the Department of Personnel and Organization, Ministry of Planning and Investment, acknowledged the suggestions and proposals from the management boards of economic zones and industrial parks in the provinces.
Based on the sharing of general information regarding the requirements of state management in the new phase related to several newly enacted laws and the overall economic situation and public investment, representatives from the Ministry of Planning and Investment suggested some new orientations, tasks, and emulation contents for 2024 for the sector and the emulation bloc of economic zone management boards. This is to enable the economic zone and industrial park management boards of the North Central provinces to proactively implement these early, contributing to the investment attraction results of each locality.
