Not yet permitted to connect to Ho Chi Minh Highway.
The Dai Loi-Dak Mil bus station, belonging to the Dak Mil Transport Service Cooperative (a unit under the Dai Loi Vocational Education Center), was approved for operation by the Dak Nong Provincial Department of Transport on January 28, 2021, under Decision No. 43/QD-SGTVT. The bus station is located in Dak Lao commune, Dak Mil district, and has a total area of 10,000 m² . This includes a parking area for vehicles waiting to pick up passengers of 625 m² , a parking area for other vehicles of 400 m² , and a passenger waiting area of 165 m² .
Previously, in December 2019, Dai Loi Vocational Education Center (Dai Loi Center) sent a document to the People's Committee of Dak Mil district requesting permission to connect the traffic intersection to the Type I driving test center, the Type II interprovincial bus station, and the branch of the driving training facility.

On January 3, 2020, the People's Committee of Dak Mil District issued Official Document No. 10/UBND-KT&HT approving the location for connecting the traffic junction at the Type I driving test center, Type II interprovincial bus station, and branch of the driving training facility to Mieu Co road, Dak Lao commune, at Km0+210, on the left side of the route (calculated from Km 1838+750 of Ho Chi Minh Highway to the right side of the route).
The People's Committee of Dak Mil District requested that Dai Loi Center, when connecting to the traffic junction, ensure visibility and traffic safety; ensure connection with the technical infrastructure on the route; and at the same time comply with other relevant current regulations…
Next, in May 2020, Dai Loi Center sent a document to the People's Committee of Dak Nong province requesting a separate connection of the access road to and from the Dai Loi-Dak Mil interprovincial bus station with National Highway 14. After receiving instructions from the People's Committee of Dak Nong province, the Department of Transport submitted a document advising the People's Committee of the province.
According to the Department of Transport, the proposed connection point for the Dai Loi Center is at kilometer marker 1839+918 on the Ho Chi Minh Highway (Km780+918, National Highway 14). The proposed construction site (Type II interprovincial bus station, Type I driving test center, and branch of the driving training facility) is consistent with the Dak Mil urban planning (according to Decision No. 661/QD-UBND dated May 31, 2012, of the People's Committee of Dak Nong province).
However, the approved planning map does not show the intersection connecting the road leading to the aforementioned project with National Highway 14. Therefore, the connection point to National Highway 14 proposed by Dai Loi Center is not included in the approved plan and has not been approved by the Ministry of Transport as per regulations.
While awaiting approval from the Provincial People's Committee and the Ministry of Transport, and to facilitate operation, in early 2022, Dai Loi Center opened a road connection to the driving test center, the branch of the driving training facility, and the interprovincial bus station.
However, the above incident was recorded as an administrative violation in the field of road traffic by the Road Management Department III - Vietnam Road Administration. On May 16, 2022, the Road Management Department III issued Decision No. 124/QD-XPHC imposing an administrative fine on Dai Loi Transport Service Cooperative for illegally constructing a branch road connecting to the main road. Simultaneously, Dai Loi Transport Service Cooperative was fined 35 million VND; ordered to dismantle the illegally constructed structure and restore the original condition.
Mr. Pham Manh Tuan, Director of Dai Loi Center, stated that at that time, Dai Loi Transport Service Cooperative did not intentionally violate road traffic regulations, specifically by illegally connecting to the bus station. At that time, the center's leadership and the cooperative's leadership (who have since transferred to other positions) had already submitted a document requesting permission from the Dak Nong Provincial People's Committee and the Road Management Department III to connect. Believing that all procedures were complete and that the connection was certain, and moreover, because this was the main road leading to both the Class I driving test center and the driver training branch, Dai Loi Transport Service Cooperative proceeded with the connection beforehand.
“Since being fined for administrative violations, Dai Loi Center has committed to and strictly implemented the regulations of the relevant authorities regarding the connection of the road to the interprovincial bus station. The unit is also continuing to complete the dossier to seek approval from the People's Committee of Dak Nong province and the Ministry of Transport to open this connecting road,” Mr. Tuan shared.
We wish to be connected to improve operational efficiency.
The Dai Loi-Dak Mil interprovincial bus station currently has more than 10 buses operating on various routes. The lack of approval for connecting access roads has caused considerable difficulties and inconvenience in the operation of the bus station and other facilities within the center.

Mr. Pham Manh Tuan informed that currently, the route to the interprovincial bus station, the driving test center, and the branch of the Dai Loi Driving Training Center is Mieu Co Road in Dak Lao commune (which has been approved by the Dak Mil District People's Committee).
However, this road is also a vital route for the livelihoods and production activities of hundreds of households in the area. Due to its narrow width and deteriorating condition, the activities of the Dai Loi Center, as well as many households, face numerous difficulties. Although the center has carried out repairs and renovations many times, the road continues to deteriorate and be damaged due to the high volume of traffic and the effects of the weather.

“Along with completing the procedures and documents to apply for permission to connect, we earnestly hope that the People's Committee of Dak Nong province and the Ministry of Transport will support, consider, and create favorable conditions for the center to open a connection point from the Ho Chi Minh Highway to the interprovincial bus station, the Class 1 driving test center, and the branch of the driving training facility. The center commits to strictly and fully comply with all regulations on protecting the road corridor and traffic safety after being connected,” the Director of Dai Loi Center affirmed.
The Dai Loi Center must submit documents and files to the Dak Nong Provincial People's Committee for consideration and approval of the plan. Afterward, the province will submit the proposal to the Ministry of Transport for approval of the connection point in accordance with current regulations.

According to the Dak Nong Provincial Department of Transport, in order to implement the procedures for requesting connection to the Ho Chi Minh Highway (National Highway 14) in accordance with regulations, the investor must prepare a dossier as prescribed in Article 24 of Circular No. 50/2015/TT-BGTVT dated September 23, 2015 of the Ministry of Transport; and submit it to the Department of Transport for compilation and advice to the Provincial People's Committee to submit to the Ministry of Transport for approval of the connection location as prescribed in Clause 1, Article 21 of Circular No. 50/2015/TT-BGTVT dated September 23, 2016 of the Ministry of Transport and Document No. 12488/BGTVT-KCHT dated October 24, 2016.
