The interdisciplinary inspection team led by Mr. Nguyen Thanh Phuc - Director of the National Digital Transformation Department, Ministry of Science and Technology , and its members worked at the headquarters of the Ministry of Education and Training. On July 15, the team conducted a field inspection at the Department of International Cooperation, the Department of Quality Management, the Department of Science and Information Technology and worked with representatives of these units.
A report from the Office of the Ministry of Education and Training shows that from 2018 to present, the Ministry of Education and Training has digitized about 50,000educational institutions from preschool - general education - continuing education including schools; more than 27 million electronic student records; 1.4 million electronic teacher records; over 115 thousand electronic records of managers and employees.
Currently, the Ministry of Education and Training provides 95 online public services (23 full online public services, 72 partial online public services) at the website: dichvucong.moet.gov.vn.
Implementing Document 4725 dated May 28, 2025 of the Government Office, in June, the Ministry of Education and Training continued to connect and provide 95 administrative procedures of the Ministry to the National Public Service Portal.
The Ministry of Education and Training has upgraded its administrative procedure information system to fully meet the Government's requirements, allowing the provision of full online public services. Administrative procedures under the management of the Ministry of Education and Training are published and fully updated with their components on the national database.
Connecting the national population database managed by the Ministry of Public Security, since 2022, the Education sector database has connected and authenticated and identified more than 24 million teachers and students. At the same time, the Preschool - General Education - Continuing Education database has also enriched the national population database with educational information of more than 24 million citizens.
By 2024, the Ministry will have connected the residence data of 760,000 students to the Education Sector Database. All schools will deploy this data online to consider recognizing high school graduation, serving primary school admissions, completely replacing the use of permanent residence certificates.
In 2025, the exploitation of population data information through the Examination Management System reached over 800 thousand times, serving priority consideration based on place of residence for candidates taking the high school graduation exam, university and college entrance exams. This is also the first year that all candidates (including independent candidates) can use their citizen identification number, or VNeID, to register for the exam online.
Recently, the Ministry of Education and Training has promptly issued many documents directing and guiding the tasks assigned by the Government and the Prime Minister; completed the implementation of the full online public service "Recognition of degrees granted by foreign educational institutions for use in Vietnam" from 2022 and many other key tasks...
Some difficulties need to be resolved
However, the digitization of records and results of administrative procedures is still difficult due to the lack of specialized human resources and the information technology infrastructure does not meet the requirements. Due to the time required for funding approval, the current information technology infrastructure of the Ministry of Education and Training is not qualified to fully connect with the national population database.
Therefore, the Ministry of Education and Training recommends that the Government/Prime Minister prioritize the direction to accelerate the review, approval and allocation of sufficient necessary funds for key projects such as Project 06; ensure that the information technology infrastructure of the Ministry of Education and Training is completed synchronously, modernly and securely, especially the connection with the national database.
Directing the acceleration of the process of developing and promulgating legal documents directly related to Digital Government and digital transformation in education, especially digital transcripts and digital diplomas to create a solid legal corridor and ensure information security for digital data.
In the coming time, the Ministry of Public Security and the Ministry of Science and Technology need to continue to coordinate and support the Ministry of Education and Training in the process of implementing the provision of administrative procedures according to the Prime Minister's decisions on the National Public Service Portal.
The Government Cipher Committee needs to speed up the issuance of digital certificates to managers and teachers, ensuring the smooth implementation of digital signatures; especially so that digital transcripts and other electronic documents have full legal value.
Speaking at the meeting, Deputy Minister of Education and Training Le Tan Dung emphasized that during the time the Inspection Team performs its tasks, relevant Departments/Offices need to assign people to work with the Team in a receptive and frank spirit to provide accurate information, find solutions to overcome difficulties, and at the same time praise positive aspects to ensure the goals stated in the Central Resolutions.
