Members of the Secretariat for the implementation of the Political Declaration on the establishment of a partnership for equitable energy transition will include representatives from the Government Office and the ministries of Natural Resources and Environment, Industry and Trade, Planning and Investment, Finance, Foreign Affairs, Justice, Transport, Agriculture and Rural Development, Labor, Invalids and Social Affairs, Science and Technology, Public Security; the State Bank; and representatives of the leaders of the State Capital Management Committee at Enterprises.

The Secretariat is a working group assisting the Prime Minister - Head of the COP26 Steering Committee in coordinating and resolving tasks related to the Political Declaration on establishing a partnership for a just energy transition between Vietnam and development partners (JETP Declaration), and at the same time coordinating with a group of international partners in implementing the JETP Declaration.

The Secretariat is responsible for advising the Prime Minister in directing, operating, and resolving tasks to implement the JETP Declaration. Specifically, developing and implementing a Resource Mobilization Plan to implement JETP in accordance with the JETP Declaration for implementation over a period of at least the next 5 years; Revised and supplemented Resource Mobilization Plan (if any) based on Vietnam's policy development and investment needs related to equitable energy transition goals.

The Ministry of Natural Resources and Environment is the standing body of the Secretariat. Relevant ministries and agencies send staff with appropriate expertise to participate in working groups upon the request of the Group Leaders.

Previously, in November 2021, more than 120 national leaders discussed solutions to combat climate change at the COP26 Summit held in Glasgow, Scotland, UK. Here, Prime Minister Pham Minh Chinh announced Vietnam's strong commitments to responding to climate change, especially reducing net emissions to zero.
