At the discussion session in groups on the investment policy for two national target programs, including modernization and improvement of education and training quality in the 2026-2035 period on the morning of November 25, National Assembly deputies discussed the positive points as well as the limitations of university education quality, including the training of doctors, law and many other fields.
Discussing the issues raised by delegates, Permanent Deputy Prime Minister Nguyen Hoa Binh spoke about the policy of not allowing non-specialized universities to train in certain fields.
For example, only medical schools can train doctors, or non-law schools will not be allowed to train law graduates but can teach law as a co-curricular subject.
So, which universities nationwide currently offer medical (doctor) and law training? What input quality requirements must the schools meet?
36 medical schools
According to Thanh Nien Newspaper, up to now, there are 31 out of 242 universities nationwide that train doctors. Of these, if counting schools named "y" or "y duoc" and specializing in training only in the health sector, there are 18 schools and the majority are public universities.

Specifically, there are 16 public universities including: Hanoi Medical University, Ho Chi Minh City University of Medicine and Pharmacy, University of Medicine and Pharmacy (Hanoi National University), Military Medical Academy, Pham Ngoc Thach University of Medicine, University of Health Sciences (Ho Chi Minh City National University), University of Medicine and Pharmacy (Hue University), University of Medicine and Pharmacy (Da Nang University), University of Medicine and Pharmacy (Thai Nguyen University), Thai Binh University of Medicine and Pharmacy, Hai Phong University of Medicine and Pharmacy, Hai Duong University of Medical Technology, Can Tho University of Medicine and Pharmacy, Vietnam Academy of Traditional Medicine, Vinh University of Medicine and Danang University of Medical Technology and Pharmacy.
The two non-public schools are Buon Ma Thuot University of Medicine and Pharmacy and Phan Chau Trinh University. Thus, only Phan Chau Trinh University does not have the word "y" or "y duoc" in its name, but specializes in training in health sectors, including medicine.
The remaining 18 medical training schools are mostly multidisciplinary non-public universities. Specifically, the 11 non-public schools include: Hanoi University of Business and Technology, Van Lang University, Hong Bang International University, Nguyen Tat Thanh University, Duy Tan University, Phenikaa University, VinUni University, Tan Tao University, Yersin Dalat University, Thanh Dong University, Dai Nam University, Nam Can Tho University, Vo Truong Toan University, Kinh Bac University, Dong A University and Hoa Binh University.
The remaining two public schools include: Tay Nguyen University and Tra Vinh University.
Whether it is a public or non-public school training doctors, all schools must comply with the regulations on input quality assurance thresholds set by the Ministry of Education and Training for the health sector, especially the medical sector.

99 law schools
Statistics from Thanh Nien Newspaper show that 99 universities out of 242 higher education institutions nationwide offer law training.
Unlike the health sector, there are schools that specialize in training only in medicine and pharmacy. In the field of law, even the two universities that specialize in training in law still have other majors. For example, Hanoi Law University has an additional major in English language, Ho Chi Minh City Law University has additional majors in business administration, international business, finance and banking, and English language.
The number of universities training law is concentrated in multidisciplinary universities, both public and private. Of which, there are 2 popular majors in most schools: law and economic law.
It is known that starting from 2025, the entrance standards for university-level legal training programs (including law, constitutional law and administrative law, civil law and civil procedure, criminal law and criminal procedure, economic law, international law) must meet the following requirements: the total minimum admission score must be 60% of the maximum assessment score of the scale, and the math and literature scores in the admission combinations must be from 6 or higher.
Therefore, the benchmark score of schools training in law-related fields in 2025 is at least 18, in which literature and math must not be less than 6 points to ensure the input quality as prescribed by the Ministry of Education and Training.
