The childcare plan focuses on preventing and combating child accidents and injuries, especially drowning accidents, to ensure the safety of children during the flood season.
According to the plan, the City People's Committee requested the District People's Committee to direct the Department of Labor, War Invalids and Social Affairs (LD-TB&XH) to coordinate with relevant agencies and units to conduct surveys of communes/wards/towns with many households affected by high tides and floods.
Thereby, develop a plan to advise the District People's Committee to organize suitable and safe childcare points during the 2023 flood season; mobilize households with children under 6 years old who are severely affected by high tides and floods to send their children to concentrated points to ensure their safety.
The estimated time is about 45 days, depending on the actual situation (water level in districts) to organize appropriate childcare centers. Locations in communes, wards, and towns in districts and towns in the area affected by high tides and flooding during the rainy season.
The actual number of children in each district (each location does not exceed 25 children). The subjects are children under 6 years old living in poor or near-poor households, families with difficult policies, social protection, children living in families at high risk of accidents and injuries.
Regarding the implementation budget, the Department of Labor, War Invalids and Social Affairs uses the budget allocated by the City People's Committee from the beginning of 2023, specifically the city's inspection and supervision budget is 20 million VND. The District People's Committee uses the local budget reserve fund of 2023.
Specifically, hiring teachers to teach children costs 90,000 VND/day/person. Hiring nannies to manage the children costs 80,000 VND/day/person. Buying tools and supplies for children costs 2 million VND/childcare center. Supporting children with meals costs 30,000 VND/day/child. The cost of inspections in districts is 5 million VND/district.
According to the People's Committee of Can Tho City, this plan aims to effectively prevent and combat accidents and injuries to children, especially drowning accidents, ensuring the safety of children's lives during the flood season.
