Ninh Binh – Hai Phong Expressway: Striving to start construction of the section through Thai Binh province in November

The investment project for the construction of the CT.08 expressway, the section passing through Nam Dinh and Thai Binh provinces, has been approved by the Prime Minister under the public-private partnership (PPP) investment method.

The road will be constructed according to expressway standards (TCVN 5729:2012), with 4 complete lanes and a design speed of 120 km/h. The project is expected to be implemented from 2023 to 2027.

The investment project to build the CT.08 expressway, the section passing through Nam Dinh and Thai Binh provinces, will be implemented using the PPP (Public-Private Partnership) method.

To date, the feasibility study report for the project is underway; topographic, geological, and hydrological surveys have been completed; and the basic design, total investment cost, and financial plan have been finalized.

In addition, departments, agencies, and localities are focusing on accelerating the implementation of tasks such as preparing environmental impact assessment reports and developing a policy framework for compensation, support for land clearance, and resettlement for the project.

The route is approximately 60.9 km long. The project starts at Km 19+300 at the southern end of the Day River overpass in Nam Dinh, in Nghia Thai commune, Nghia Hung district, Nam Dinh province. The end point is at approximately Km 80+200 at the intersection between the new National Highway 37 and the coastal road, in Thuy Trinh commune, Thai Thuy district, Thai Binh province.

Currently, land clearance is underway for the section of the project passing through Thai Binh province. In Thai Thuy district, the land surveying and mapping work has been largely completed, and the district plans to allocate land for four resettlement areas.

Kien Xuong District is currently carrying out land registry extraction, reviewing and signing household statistics sheets, and developing plans for 11 residential areas intended for resettlement, with a total area of ​​over 25 hectares. The investor proposing the project is directing the consulting unit to conduct drilling surveys at 12 river sand mines and 4 sea sand mines, and compiling the survey results to report to the Provincial People's Committee.

At a meeting regarding this project, Mr. Nguyen Khac Than, Chairman of the People's Committee of Thai Binh province, requested that departments, localities, and the Project Management Board strengthen coordination with the investor to promptly provide explanations regarding the input from ministries and agencies on the project's feasibility study report; and to agree on the arrangement of interchanges along the entire route.

The Chairman of the Provincial People's Committee requested that, based on the existing planning of river and sea sand mines, the Department of Natural Resources and Environment coordinate and support the investor proposing the project and the consulting unit to urgently conduct surveys and exploration of a number of river and sea sand mines and material sources for the project's construction; and to urgently complete the environmental impact report and the policy framework for compensation and support for land clearance.

The Project Management Board will take the lead, coordinating with relevant departments, agencies, and investors to develop a realistic critical path and project implementation timeline for reporting to the Ministry of Transport . Simultaneously, they will proactively calculate and prepare bidding documents, and research options for hiring experts to assist in project implementation. The goal is to commence the project in November.
