Minimize impact on teachers and students
Minister of Education and Training Nguyen Kim Son signed the Government's report on receiving and explaining the opinions of National Assembly deputies and the review agency on the draft Law amending and supplementing a number of articles of the Law on Education.
Through discussion, many opinions agreed with the policy of the State issuing a unified set of textbooks nationwide and implementing it from the 2026-2027 school year, but it is necessary to clearly define the scope: compulsory books or standard books for selection. At the same time, it is necessary to clarify the policy of free, reuse, and shared textbook libraries.

Regarding this content, the Government explained that the draft law stipulates: The Ministry of Education and Training decides on a set of general education textbooks to be used uniformly nationwide. This provision is to ensure that the Ministry is allowed to choose the option of compiling a new set of textbooks or selecting and editing from existing sets of textbooks, depending on the practical situation and the decision of the competent authority.
The Government believes that, at the present stage, it is not feasible to determine in the law whether the unified textbook set is compiled directly by the State or implemented through socialization, because the specific plan is being considered by the competent authority.
Open regulations as in the draft will ensure the stability of the law, not creating rigid constraints while the policy is still being researched and its impact assessed.
In addition, the Government has assigned the Ministry of Education and Training to develop a report on the plan to deploy a unified set of textbooks nationwide from the 2026-2027 school year, ensuring publicity, transparency, objectivity, economy, and anti-waste; at the same time, inheriting and promoting the advantages of existing textbook sets, minimizing the impact on teachers and students and not causing disruption to teaching and learning activities.
In response to the delegates' opinions, after the competent authority's decision, the Government will direct the review and adjustment of current regulations related to textbooks, and at the same time specify the reuse mechanism and shared library of books in the Government's Decree on free textbooks to ensure a full legal basis, suitability for practice and meet the requirements of publicity and transparency in implementation.
Clarifying the responsibilities of the approving authority
The Government affirmed that the draft law stipulates that the Minister of Education and Training shall decide on a set of textbooks for nationwide use, which is developed to carry out the tasks stated in Resolution No. 71-NQ/TW. This provision aims to ensure stability, consistency and overcome limitations in the implementation of many sets of textbooks in recent times.
In response to the delegates' opinions, the Government will direct the Ministry of Education and Training to review and complete regulations on appraisal, inspection and approval of textbooks, clarifying the responsibilities of the approving agency; increasing publicity and transparency; and ensuring the independence and objectivity of the appraisal council.
“These requirements aim to ensure the quality of textbooks, prevent and meet teaching and learning practices at educational institutions,” the Government emphasized.
Notably, some opinions suggested studying the option of printing textbooks and providing them to schools for students to borrow (if damaged or lost, students must pay compensation) to ensure sustainability and savings.
Taking this opinion into account, the Government will study and prescribe an implementation plan to ensure efficiency, economy and sustainability, including considering the mechanism for managing, using and reusing textbooks in accordance with practical conditions, contributing to the effective implementation of the policy of free textbooks for students.
There are also opinions suggesting reviewing errors in general education textbooks because the current textbooks have many errors. In response to opinions, the Government stated that, in parallel with the process of developing a plan to deploy a unified set of textbooks nationwide from the 2026-2027 school year, the Government has directed the Ministry of Education and Training to coordinate with publishers to review technical errors in current textbooks (if any), ensuring accuracy and consistency in use.
