According to the Telecommunications Department (Ministry of Information and Communications), by mid-July 2023, mobile telecommunications businesses had reviewed and clarified ownership of 100% of their corporate subscribers.
Through this process, telecommunications companies have processed nearly 20% of the total number of documents registering multiple SIM cards. The Ministry of Information and Communications continues to urge mobile telecommunications businesses to rigorously implement the review and clarification process for customers owning more than 10 SIM cards, with the goal of ensuring that the person registered as the subscriber is indeed the actual user of that number. During the inspection process, if violations are discovered involving intentional forgery of documents to register subscriber information, or the illegal use of other people's information to register and activate SIM cards causing consequences, depending on the severity of the violation, the Ministry of Information and Communications' Inspectorate will transfer the case to the police for further processing.
The situation of multiple SIM cards registered under one customer's name, with the information not matching the actual user, has existed for many years. Recently, individuals and organizations have continued to pre-activate multiple SIM cards and sell and distribute them without updating the required information. This is one of the causes of "junk SIMs," spam calls, spam messages, and fraud, leading to social disorder and infringing on the rights of users.
