The emulation cluster comprises six units: Bac Ninh , Thai Nguyen, Quang Ninh, Ninh Binh, Phu Tho, and Hung Yen. With the attention and support of Party committees and governments at all levels, and the close guidance of the Vietnam Journalists Association, the journalists' associations of the six provinces have united and strived to successfully complete their assigned tasks.
The units within the Emulation Cluster organized many vibrant and highly effective emulation movements, actively contributing to improving the quality and effectiveness of the Association's activities and the press agencies. Members enthusiastically participated in creating high-quality journalistic works; all provinces successfully organized annual journalism awards and effectively implemented the project to support the creation of high-quality journalistic works.

The Journalists' Associations of the provinces in the emulation cluster are focusing on organizing activities to educate members on ideology, politics , professional ethics, and professional skills. In particular, professional training focuses on methods and skills for working in the new context, such as: skills in creating entries for the National Journalism Award; producing videos that meet the technical standards of digital platforms; and applying artificial intelligence in multimedia journalism...
At the conference, delegates focused on analyzing and clarifying the difficulties and obstacles in implementing tasks, especially when merging the Association's organizations and placing them under the management of the Provincial Fatherland Front Committees. These included: a wide area of operation; a lack of genuine commitment and strong connections among cadres and members; inconsistent operating mechanisms; and difficulties in personnel placement and arrangement. Furthermore, limited operating funds, coupled with a significant increase in operational scale, and differing mechanisms and policies regarding the allocation and use of funds in the provinces before the merger, significantly impacted the quality of activities.

Based on that, delegates exchanged and shared experiences to improve the quality of activities of local Journalists' Associations after the merger. This included focusing on promoting solidarity, upholding traditions and achievements in operations, ensuring the legitimate rights and interests of officials and members; resolutely eliminating parochialism and regional biases; promoting the proactive and creative role of branches and sub-branches in launching and organizing emulation movements; linking emulation movements with the implementation of political tasks, improving professional ethics and digital transformation in journalism; and strengthening the socialization of association activities.
At the same time, delegates proposed that the Vietnam Journalists Association pay attention to several issues such as: promptly issuing programs, plans, directives, and guidelines for professional activities and association work annually and for the period so that local Journalists Associations have a basis and can promptly propose policies and funding for activities; increasing funding to support high-quality journalistic works; strengthening professional training courses for members and journalists, especially on modern journalism, protecting the Party's ideological foundation, digital transformation of journalism, etc.; and requesting that Party committees, governments, and the Fatherland Front of localities pay attention to and create favorable conditions for local Journalists Associations to operate stably and effectively.

In 2026, the emulation cluster will focus on effectively advising on mechanisms and policies related to journalistic activities and journalists' associations; and coordinating with provincial advisory agencies to manage journalistic and media activities.
Focus on political and ideological education, implementing the 10 regulations on professional ethics for Vietnamese journalists; with an emphasis on professional ethics education and professional training for members in line with the digital transformation of journalism and the application of artificial intelligence (AI) in journalism.
The goal is for 100% of members and journalists to strictly adhere to the Party's guidelines and policies, and the State's laws and regulations; to complete and excel in their assigned tasks; and to ensure that no members or journalists violate the law or the ethical regulations of Vietnamese journalists. Regularly maintain emulation and reward programs; promote cultural, artistic, and sports activities; and facilitate the exchange of experiences among associations within the emulation cluster.

On this occasion, the units in the cluster reviewed and proposed that the Vietnam Journalists Association award the Emulation Flag to the Bac Ninh Provincial Journalists Association and the Thai Nguyen Provincial Journalists Association; and award Certificates of Merit to the Phu Tho Provincial Journalists Association and the Hung Yen Provincial Journalists Association. At the same time, they transferred and presented the rotating flag for the cluster leader in 2026 to the Ninh Binh Provincial Journalists Association; and signed the emulation agreement for 2026.
