Receive and process applications promptly
In the morning, Mr. Nguyen Thanh Nam (residing in Rach Ham quarter) leisurely arranged his documents and waited his turn at the PVHCC Center of Phu Quoc Special Zone. Mr. Nam said: “Before, every time I went to do paperwork, I had to jostle and wait for a long time. Now, just coming here, everything is guided enthusiastically and quickly. Even though it was crowded, everyone was happy and no longer felt uncomfortable”. Next to Mr. Nam, Mr. Nguyen The Hung (residing in Tan Hoa ward, Ho Chi Minh City) was also satisfied: “I thought it would take all day, but thanks to the support of the staff, I completed the procedure in less than 1 hour. The staff served enthusiastically and promptly, which is very valuable”.
From the people's sharing, we can clearly see the spirit of determination of the Phu Quoc special zone government. In just the first 4 days, the PVHCC Center received more than 1,200 new records, returned results for 529 records, with a total of more than 2,800 citizens coming to transact, an average of more than 700 times/day. Notably, there were days when the number of people coming doubled compared to before July 1, but all records were received and processed promptly.
People come to do administrative procedures at the Phu Quoc Special Zone Public Administration Service Center
Deputy Director of the Phu Quoc Special Zone Public Service Center Nguyen Trong Thuong said: "We are determined to receive applications until the last person leaves. There are days when we have to work overtime until 8-9 pm, but everyone is clearly aware of their responsibility to serve." Deputy Secretary of the Party Committee and Chairman of the Phu Quoc Special Zone People's Committee Tran Minh Khoa said that Phu Quoc has a continuous, undivided area, with a total area of about 589km2, which is convenient for administrative management. Moreover, Phu Quoc has been recognized as a type I urban area, possessing a foundation for socio -economic development, a relatively high level of education and access to public services.
Before operating the special economic zone model, Phu Quoc has carefully prepared the land, facilities, equipment and especially human resources. The People's Committee of the special economic zone has completed the arrangement of the organizational structure with 155 civil servants and 7 contract workers, clearly arranged, without overlap, maximizing the strengths of each person. At the first session of the People's Council of Phu Quoc special economic zone, the first term, the leadership positions and specialized departments were also completed, ensuring the continuous and stable operation of the government apparatus.
7 public administrative groups serving the people
To solve the problem of people having to travel far to the administrative center, the Phu Quoc special zone government has established 7 public administrative procedure teams in old communes and wards. This is considered a timely step, helping to reduce costs, travel time, and avoid risks on the road, especially when traveling from Ganh Dau to Duong Dong, which is nearly 30km. Mr. Vo Minh Anh (residing in Ganh Dau quarter) shared: "Thanks to the public administrative procedure team near my house, I don't have to waste time traveling far. With dedicated guidance, people feel much more secure."
Phu Quoc Special Zone People's Committee also increased the number of document reception counters from 17 to 19 and plans to expand to 25 counters when the new premises are completed. Digitalization is being promoted by issuing official accounts and digital signatures to all officials and civil servants, connecting electronic offices, ensuring transparency and speed. The Internet system is covered; free wifi supports people to look up and submit documents online.
Police officers are assigned to receive procedures for issuing ID cards to citizens at the Phu Quoc Special Zone Public Administration Service Center.
Alternate member of the Party Central Committee, Deputy Secretary of the Provincial Party Committee, Chairman of the An Giang Provincial People's Committee Ho Van Mung came to survey, inspect and work on the operation of the two-level local government in Phu Quoc special economic zone. Comrade Ho Van Mung praised the proactive spirit and high responsibility of the special economic zone's government in the first days of operation. "The Public Service Center of the special economic zone has been deployed very well. It is necessary to continue to expand and improve the quality of service to meet the increasing needs of the people" - Comrade Ho Van Mung emphasized.
In just the first few days, Phu Quoc has shown the image of a dynamic, dedicated and timely serving government. The listing of 400 clear and transparent administrative procedures at the PVHCC Center along with the hotline numbers being made public, helps people easily access, reflect and give comments.
Phu Quoc is entering a new phase with the aspiration to become a national and international center for eco-tourism and island resorts, while also playing an important role in security and defense. However, to achieve that, as emphasized by Chairman of the Phu Quoc Special Zone People's Committee Tran Minh Khoa, it is necessary to continue to perfect the functions, tasks and powers of the special zone government, and coordinate with the province to develop a more suitable management plan.
In the early days of operation, although there were still many difficulties and a large amount of work, with the spirit of working dedicatedly for the people, the thorough preparation and the strong determination to reform of the special zone government, it is creating a dynamic image of Phu Quoc, confidently rising, affirming its position as a "pearl island paradise" in the hearts of people and tourists from near and far.
