National Assembly delegates 'tormented' by medical violence

Delegates recommended that there should be a policy to protect medical staff. We cannot let the soldiers in white coats risk their lives to 'medical violence' while trying to save the lives of others.

On October 29, continuing the program of the 10th session of the 15th National Assembly, delegates discussed in the hall about the socio -economic situation and issues arising after the reorganization of the local government apparatus.

Delegate Tran Khanh Thu (Hung Yen delegation) mentioned the issue that made her "very worried", which was the situation of violence against medical staff. This content was reported by her at the 9th session. This is also a wake-up call, raising the question of whether the protection of the rights of medical staff has been given due attention.

Ms. Thu recalled two assaults on medical staff that occurred in Nam Dinh, sparking a wave of criticism. Besides, there were also opinions that "must have done something to be assaulted like that", instead of speaking up to protect. When the patient's family apologized, everyone fell silent again.

The Thai Binh delegation representative further analyzed that previous assaults on medical staff often occurred in the emergency area, where work pressure and the emotions of patients' relatives were high. However, the incident that occurred in Nghe An on October 23rd, medical staff were bleeding right at their workplace, in the neonatal ward - the place that should have been "the most peaceful in the hospital".

"Healthcare workers are under a lot of pressure, they need to be protected so they can fully concentrate on saving lives," she said.

According to Ms. Thu, many health policies have been issued to improve the medical examination and treatment system with the goal of creating a safe working environment. However, as in the case in Nghe An, 4 medical staff, 2 patient relatives and 1 newborn baby were injured, of which the female nurse suffered 11 wounds on her body, 4 of which were fatal wounds penetrating the chest, 2 branches of the subclavian artery were severed.

"These incidents have been predicted for a long time, and in reality they still happen and tend to be more frequent and more serious," the delegate said.

Proposal to recognize martyrs for medical staff who died on duty

Delegate Tran Khanh Thu said that medical staff are always ready to face responsibility and danger, but the medical industry cannot develop without protection and support for those working in the profession.

"We do not make excuses for any mistakes, but there needs to be a mechanism to protect medical staff in all situations, so that we can work with peace of mind without fear of being blamed or abused when an incident occurs," the delegate said earnestly.

Ms. Thu also added that doctors, nurses or technicians, regardless of their position, only have one reason to enter the profession: to save people. However, they can only fulfill that mission when they are protected. Therefore, we cannot let the soldiers in white shirts sacrifice their lives while trying to save the lives of others.

From the above reality, the female delegate suggested that there should be a policy to protect medical staff during working hours with strict legal sanctions.

Specifically, supplement the Resolution of the National Assembly on the socio-economic development plan for 2026 in the direction of: ensuring that medical staff work in a safe medical environment; cases of using force, threatening to use force or using other tricks to obstruct medical staff when performing their duties at medical facilities are acts of resisting people on official duty.

In particular, Ms. Thu proposed to study the recognition of martyrs in cases of medical staff who died while on duty and war invalids when medical staff were injured. This is not a new proposal, but it is clear that it is necessary to adjust the Ordinance on Meritorious People and Decree 131/2021 of the Government to avoid disadvantages for medical staff.
