Dak Lak has 29 unlicensed mines for highway exploitation.

On January 6th, the Dak Lak Department of Transport announced that it had reported to the Provincial People's Committee on the implementation status and difficulties related to component projects 2 and 3 of the Khanh Hoa - Buon Ma Thuot expressway construction project, phase 1.

Accordingly, the Khanh Hoa - Buon Ma Thuot expressway project has a total length of over 116 km, divided into 3 component projects. Component project 2, 36.9 km long, is managed by the Ministry of Transport and requires construction materials including stone, sand, and soil from 28 quarry locations. Component project 3, over 48 km long, is managed by the People's Committee of Dak Lak province and requires construction materials including stone, sand, and soil from 39 quarry locations.

However, out of the 28 material quarry locations in component project 2, only 19 have been licensed for exploitation, including 12 stone quarries and 7 sand quarries. The remaining 9 new quarries have not yet been licensed for exploitation, of which 7 are not included in Dak Lak province's mineral resource planning.

Land clearance is underway for the construction of the Khanh Hoa - Buon Ma Thuot expressway project, specifically the section passing through Krong Pak District (Dak Lak).

For component project 3, only 19 mining sites have been licensed so far, including 9 stone quarries, 7 sand quarries, and 3 soil quarries. The remaining 20 new mining sites have not yet been licensed for exploitation, including 10 stone quarries, 2 sand quarries, and 8 soil quarries; of which 13 are not included in the province's mineral resource plan.

In total, there are 29 unlicensed material quarry sites, accounting for over 43% of the quarries listed in the project documents for the Khanh Hoa - Buon Ma Thuot expressway.

The Dak Lak Department of Transport believes that the lack of permits for many construction material quarries is causing numerous difficulties and obstacles for contractors in implementing the expressway project. Notably, the Dak Lak Department of Natural Resources and Environment has not yet received applications for permits to operate common construction material quarries included in the quarry survey dossiers for the project, because the Dak Lak Provincial Planning for the period 2021-2030, with a vision to 2050, has not yet been approved by the competent authority.

Speaking with a reporter from Thanh Nien newspaper, Mr. Tran Van Sy, Deputy Director of the Department of Natural Resources and Environment of Dak Lak province, said that the Dak Lak Provincial Planning for the period 2021-2030, with a vision to 2050, was recently approved by the Government (December 30, 2023). This serves as the basis for preparing exploitation dossiers for material mines in accordance with the planning for exploration, exploitation, and use of mineral resources in Dak Lak province, in compliance with regulations.

However, Mr. Sy acknowledged that granting licenses for the exploitation of material quarries for the expressway project also takes time. The investors of components 2 and 3 of the expressway project, when proposing additional material quarries to include in the material survey dossier for the project, must carefully and thoroughly consider and evaluate the contents and information regarding the reserves and quality of the quarries to ensure they meet the project's needs and facilitate land procedures.
