Expedite construction of the Hon Lan coastal road.

The slow handover of land, numerous difficulties, and the scarcity of sand for road embankment construction are affecting the progress of the DT 719B coastal road section from Hon Lan to Tan Hai.


The coastal road project, specifically the Hon Lan - Tan Hai section passing through Ham Thuan Nam district and connecting to La Gi town ( Binh Thuan province), has a length of 10.3km and a total investment of approximately 664 billion VND.

Construction of the Hon Lan - Tan Hai coastal road is underway.

Construction began in late 2022 and was expected to be completed in May 2025. However, due to land acquisition issues and a shortage of sand for road embankment, the project is at risk of not meeting the deadline unless these "bottlenecks" are quickly resolved.

According to our reporter's observations, the construction site was bustling with activity in the early days of February 2025, right from the beginning of the year.

At the locations where the land has been handed over, the construction unit is urgently working on the roadbed along the main route, the drainage system, and the embankment.

At the Song Phan bridge, the bridge pier foundations have been completed, and the bridge girders are currently being installed.

The bridge is gradually taking shape; the contractor has completed the M2 bridge abutments and the T2, T3, and T4 piers, and is currently driving the piles for the remaining abutments and piers.

The Hon Lan - Tan Hai road project is facing a shortage of sand for road embankment, posing a risk of delays.

According to Mr. Nguyen Xuan Vien, the construction commander, the biggest challenge for the project at present is the scarcity of road embankment materials, particularly sand, in the province.

Although more land has been handed over, many sections have not been handed over in contiguous plots, affecting construction.

Faced with a shortage of materials, the contractor proposed a plan to utilize surplus sand from the DT 719B coastal road project, specifically the section passing through the Tan Quang Cuong titanium mine area.

"According to the procedure, excess sand should be taken to a disposal site, so we propose using this sand for road embankment construction. Through testing, the quality of the excess sand meets technical standards, and if used, it is estimated to save the budget tens of billions of dong," Mr. Vien affirmed.

According to the Binh Thuan Provincial Project Management Board for Transportation Works (the investor), the current construction volume is approximately 30% of the contract value, falling behind schedule compared to the initial plan.

Approximately 8.4 km of the 10.3 km total land area has been handed over (land handover rate reaches 81.6%).

The reason for the slower-than-expected progress is that compensation and land clearance work is still facing many difficulties and obstacles, and the progress is slower than directed by the Provincial People's Committee.

After more than two years since construction began, many sections of the coastal road still lack complete roadbeds due to material shortages.

According to the investor, local authorities are continuing to accelerate the compensation and land clearance process. They are also speeding up the construction of resettlement areas to hand over the remaining land.

"To resolve the difficulties regarding the supply of sand for road embankment and save costs, the relevant departments and agencies have agreed on a solution. At the same time, they have proposed that the Provincial People's Committee allocate surplus sand from the project to renovate the DT 719B coastal road to be used for embankment construction on the Hon Lan - Tan Hai road," said Mr. Nguyen Thanh Hien, Deputy Director of the Project Management Board for Transportation Works of Binh Thuan Province.

The DT.719B coastal road project, the Hon Lan - Tan Hai section, upon completion, will connect the DT.719B coastal road and open up inter-regional transportation links, creating opportunities for economic development, especially in the tourism sector, for Ham Thuan Nam and Ham Tan districts and La Gi town. It will also form the shortest route connecting Phan Thiet via National Highway 55 to Ba Ria - Vung Tau province.
