Proposing 4 forms of training in association with foreign countries

Accordingly, the draft proposes four forms of joint training programs at the undergraduate, master's, and doctoral levels.

Firstly, in-person training programs are applied at the undergraduate, master's, and doctoral levels, where at least 70% of the total curriculum is taught in person.

Secondly, online training is applied at the university level, where 50% or more of the total duration of the training program (including teaching, guidance, learning, and assessment activities) is conducted in a digital environment, based on a system of software, learning materials, and information technology infrastructure that allows for the management and organization of training via the internet (online training system).

Thirdly, blended learning (integrated in-person and online) is applied at the undergraduate, master's, and doctoral levels, where between 30% and 50% of the total duration of the training program is conducted through an online learning system.

Fourth, Vietnamese higher education institutions may conduct joint training programs with foreign higher education institutions in the corresponding training format that is being implemented or is authorized to be implemented by competent authorities at the main campuses of both institutions in the host country.

Regarding diplomas from joint training programs, the draft circular requires compliance with the Government 's regulations on cooperation and investment with foreign countries in the field of education, and the following requirements: the diploma must contain complete information as prescribed by the issuing party; it must include a diploma supplement (in Vietnamese, English, or the native language of the foreign higher education institution conducting the joint training) containing the following information: (name of the joint training program, form of joint training; duration of training in Vietnam and abroad; language used during the learning process; level of training awarded according to the Vietnamese national qualifications framework and the corresponding qualifications and diploma system of the foreign higher education institution in the host country).

Diplomas granted by foreign higher education institutions to students of joint training programs conducted in whole or in part in Vietnam must ensure full compliance with the regulations of the degree-granting party so that students can enjoy the same benefits as diplomas granted to students graduating from foreign higher education institutions in the host country.

Vietnamese higher education institutions must publicly demonstrate the legal basis related to the degrees of foreign higher education institutions that conduct joint training in Vietnam; and are responsible for supporting the recognition of degrees granted by foreign higher education institutions to learners in joint training programs with foreign countries for use in Vietnam when requested.
