The Vietnam Inland Waterway Authority has proposed to the Ministry of Transport to allow inland waterway vessels with VR-SI classification to operate on the route between Tieu Gate and Cai Mep - Thi Vai seaport.
If this proposal is approved, it will shorten the distance by more than 40km, reduce train travel time by more than 6 hours, and increase the operational capacity of container ships by one class.
According to business calculations, this option will reduce waterway logistics costs by approximately 20% compared to traditional routes.

In the northern region, the Department also proposed allowing VR-SI vessels to operate along the coastal route, from Van Uc estuary to Lach Huyen port, to replace the traditional transport route through the rivers and canals in Hai Phong city, which is hampered by bridge clearance limitations.
With the VR-SI coastal shipping option, the distance will be shortened by approximately 30km and travel time reduced by about 4-5 hours, increasing operational capacity and allowing for an additional layer of containers to be loaded. This will reduce inland waterway logistics costs by about 20% compared to traditional routes.
Also related to policies promoting inland waterway transport, the Vietnam Inland Waterway Administration stated that it has advised the Ministry of Transport to focus on implementing solutions to upgrade services, procedures, taxes and fees, and reduce and simplify administrative procedures to support inland waterway transport businesses between Vietnam and Cambodia.
At the same time, it was suggested that localities address existing issues and obstacles regarding customs procedures, customs inspection, plant quarantine, and working hours at international waterway border gates. As a result, container cargo throughput on this route has increased by an average of 20% per year.
This result contributed to a significant increase in inland waterway cargo transport volume, reaching 315.7 million tons in the first seven months of 2024, a 12.6% increase compared to the same period in 2023.
Specifically, container transport by waterway on Corridor 1, the Hai Phong - Bac Ninh route, reached 35 trips/week, more than 10 times the number in 2018, the first year the route opened; Corridor 2, the Quang Ninh - Hai Phong - Ninh Binh route, which began container transport in 2024, currently has 4 trips/week, using 36 TEU barges.
