On the morning of May 4th, the Thanh Hoa Provincial Delegation of National Assembly Deputies, including Mai Van Hai, Provincial Party Committee member and Deputy Head of the Provincial Delegation; Cam Thi Man, full-time National Assembly Deputy; and Pham Thi Xuan, Secretary of the Quan Hoa District People's Court, held a meeting with voters in Quan Hoa District prior to the 7th Session of the 15th National Assembly.

At the meeting, representatives of the Thanh Hoa Provincial National Assembly Delegation announced the planned agenda for the 7th Session of the 15th National Assembly ; and reported on the results of addressing the opinions and recommendations of voters in Quan Hoa district submitted to previous sessions of the 15th National Assembly to a large number of voters and the public.

Participating in the meeting, voters in Quan Hoa district highly appreciated the spirit and responsibility of the National Assembly and the Provincial Delegation of National Assembly Deputies in receiving the opinions and suggestions of voters and people in the district to send to relevant agencies for consideration and resolution.

Representative Pham Thi Xuan reported on the results of addressing the opinions and recommendations of voters and people of Quan Hoa district at previous sessions.

In a democratic and open atmosphere, voters in Quan Hoa district petitioned the National Assembly, the Government , and relevant ministries and agencies to consider and resolve a number of opinions and recommendations.

Accordingly, voters petitioned the National Assembly to continue researching and enacting policies, including a system of allowances for grassroots branch officials, to create better conditions for the branches to operate effectively. They also requested research into adding the position of Party Committee Office staff as a commune-level civil servant position so that this staff can work with peace of mind, contribute to improving the effectiveness of local Party committee leadership, and strengthen Party building at the grassroots level.

Voters in Thanh Son commune raised their concerns at the meeting.

Regarding the prolonged delay in the implementation of the Hoi Xuan hydropower project, voters and people of Quan Hoa district hope that the National Assembly, the Government, and central ministries and agencies will pay attention to resolving difficulties and continuing construction so that the project can soon become operational, contributing to stabilizing people's lives and developing the local economy.

According to voters, this project, which began construction in 2008 on the Ma River, has been halted due to numerous obstacles and difficulties, significantly impacting the lives of people in the surrounding area. Most of these difficulties and obstacles fall under the jurisdiction of the Government and central ministries and agencies.

In addition, voters petitioned the National Assembly to consider enacting policies to allow households that have recently escaped poverty or are near-poverty to access preferential loans for economic development; and to consider supporting people in villages and communes recognized as New Rural Areas to continue benefiting from support policies regarding health insurance, tuition fees for students, etc.

Speaking at the meeting with constituents, Deputy Head of the Provincial National Assembly Delegation Mai Van Hai respectfully thanked the voters of the localities for their affection and trust in the Provincial National Assembly Delegation.

Representative Mai Van Hai also provided in-depth analysis and clarification of the opinions and suggestions of voters and people of Quan Hoa district at the conference. He also requested that these be taken into account by the Thanh Hoa Provincial National Assembly Delegation for compilation and submission to the National Assembly and relevant authorities for consideration and resolution.

During the meeting, voters in Lang Chanh district submitted several opinions and suggestions to the National Assembly, the Government, and relevant ministries and agencies, requesting them to consider and address these issues.

Accordingly, voters petitioned the National Assembly and the Government to consider policies to support teachers and students in mountainous areas who are facing difficulties after recently being removed from the list of particularly disadvantaged areas following Decision No. 861/QD-TTg dated June 4, 2021, of the Prime Minister and Decision No. 612/QD-UBDT dated September 16, 2021, of the Minister and Chairman of the Committee for Ethnic Minorities.

Voters in Lang Chanh district also believe that the health insurance coverage rate in many mountainous communes is not sustainable, especially in communes that have successfully implemented the new rural development program. The reason given is that people no longer benefit from preferential policies, while economic conditions remain very difficult, and many families cannot afford to buy health insurance cards.

Voters have petitioned the National Assembly and the Government to consider the necessity of gradually discontinuing preferential policies for communes that have achieved new rural standards, as abruptly stopping them would cause significant difficulties for the people. At the same time, they request the continued implementation of preferential health insurance policies for ethnic minorities in communes in Zones II and III that have already achieved new rural standards.

Representatives from the Department of Agriculture and Rural Development of Lang Chanh district presented their recommendations at the conference.

Voters also petitioned the Prime Minister to amend and supplement Decision No. 33/QD-TTg dated November 12, 2020, on criteria for classifying ethnic minority and mountainous areas according to development levels for the period 2021-2025, to better reflect the current situation. They requested the addition of four communes: Yen Thang, Lam Phu, Giao Thien, and Tam Van to the list of communes in Area III (especially difficult communes); and the addition of Dong Luong and Tri Nang communes to the list of communes in Area II (still facing difficulties). These communes all meet the criteria stipulated for commune classification.

The Provincial Delegation of National Assembly Deputies proposes that the Government consider issuing preferential credit policies for production and business activities for households with average living standards engaged in agriculture, forestry, fisheries, and salt production; and consider issuing credit policies to increase the loan amount for the Rural Water Supply and Sanitation Program.

In addition, voters requested that the Government and central ministries increase the foreign affairs budget allocation for border communes, including Yen Khuong commune, as the current allocation is low and insufficient to support foreign affairs activities at the grassroots level...

Speaking at the meeting with constituents, Deputy Head of the Provincial National Assembly Delegation Mai Van Hai provided further information on the activities and innovations of the 15th National Assembly in deciding on important national issues.

The delegates also delved deeper into analyzing and clarifying the opinions and suggestions of voters and the people of Lang Chanh district at the conference. They affirmed that the voters' opinions and suggestions were valid and stemmed from the realities of people's lives.

Through his opinions and suggestions, delegate Mai Van Hai also shared the difficulties faced by the Party Committee, government, and people in the district in developing socio-economic conditions and improving people's lives in recent times.
