At a meeting with the Private Economic Development Research Board (Board IV), Prime Minister Pham Minh Chinh emphasized that the Vietnam Private Economic Overview Model must be implemented effectively and efficiently, mobilizing the combined strength of the private sector, contributing to bringing Resolution 68 of the Politburo into reality.
Following the directives in Conclusion No. 436 on this matter, on September 11th, Committee IV organized the Announcement Ceremony of the Vietnam Private Economic Overview Model and the Launch of the Executive Council and Key Personnel of the Committees - within the framework of the First Vietnam Private Economic Overview Program.
According to Mr. Truong Gia Binh - Head of Committee IV - the Vietnam Private Economic Overview Model aims for the goal of "Public-private nation building: Strong and prosperous".
"We will promote a mechanism of collaboration and shared responsibility between the private sector and state agencies in economic development. This will be a place where the intellect, resources, and insightful voices of the private business community, from large to small, converge, contributing to the realization of the goal of developing the private economy into the most important driving force of the national economy," Mr. Binh urged.
The Head of Section IV stated that the difference between the Private Economic Overview model and many other programs is that it brings together the largest, most significant, and most formalized private business sector.
This model will operate consistently over the years, not for the benefit of any particular group, but for the responsible design and implementation of comprehensive solutions for the development of the economy and of each industry and sector.

Speaking at the event, Ms. Pham Thi Ngoc Thuy, Director of the Office of Committee IV, introduced the new values of the Private Economic Overview model. Following the Prime Minister 's directive, Committee IV was tasked with implementing the model, playing a unique public-private bridging role, aiming to shift the mindset from "everyone for themselves" to a spirit of "public-private co-creation".
The highlight of the model is to promote new actions and ensure that the implementation of Resolution 68 yields tangible results. Activities will be implemented at three levels: national, local, and grassroots, aiming to mobilize the participation of businesses of all sizes and sectors.
In addition, the Prime Minister assigned Committee IV to establish the Private Economic Development Fund to support pioneering enterprises, while encouraging localities to listen, facilitate and support production and business activities.
The model also promotes the spirit of dedication to the nation, strengthens enforcement supervision, promotes public-private cooperation and provides direct advice to remove difficulties for businesses.
Another important aspect is the identification and recognition of outstanding entrepreneurs and businesses in each sector, thereby building the private sector's confidence in the nation's future.
The Private Economic Landscape model aims to create a new growth engine in accordance with Resolution 57, based on science and technology, innovation, digital transformation, and sustainable development, while effectively connecting various types of domestic businesses with the global market.
In parallel, there is a focus on promoting improvements in the policy and legal environment in accordance with Resolution 66, while monitoring specific indicators of related resolutions. Another priority is to honor businesses and entrepreneurs who have made outstanding contributions to socio-economic development, science and technology, and international cooperation.
Furthermore, this model clearly defines its central mission as promoting the robust development of the private sector, contributing to growth targets and building an independent, self-reliant, and sustainable economy.
The model also positions itself as a partner with businesses to solve national problems, build internal strength based on science and technology, innovation, digital transformation, and global expansion.
At the same time, providing a comprehensive view of the domestic and international context, as well as economic developments and business growth, is considered fundamental to the model's effective role as a public-private partnership bridge.
Following the Vietnam Private Economic Overview held in October, the four committees and working groups under the model continue their annual, ongoing policy and solution design activities to work with the Government and ministries and localities to implement the "Public-Private Partnership for Nation Building: Strong and Prosperous" goal.
The Vietnam Private Economic Overview Model is a model initiated by the Private Economic Development Research Board (Board IV), bringing together the largest, most substantial, and most formalized private enterprises.
The goal of this model is to mobilize the combined strength of the private sector to promote the development of the private economy as the most important driving force of the Vietnamese economy.
The model aims for a "public-private partnership for national development" mechanism, meaning joint work and shared responsibility between the private sector and state agencies, contributing to the implementation of the Politburo and Government's resolutions on private economic development.
